City of Joliet Historic Preservation Commission met November 15.

Here is the minutes provided by the Commission:

1. Call To Order

2. Declaration Of Quorum

Present: Gerri Eck, Michael Grady, Bill Habiger, Kevin Heinemann, Bret Mitchell, Candace Johnson, Greg Peerbolte, Christine Policandriotes, Sara Stovall.

Absent: Quinn Adamowski, Paul Burden, Sharon Merwin.

Note: Mr. Grady arrived at 7:06 p.m. and Mr. Peerbolte arrived at 7:08 p.m.

4. Approval Of Meeting Minutes

a. October 25, 2017 Meeting Minutes

5. Committee And Staff Reports

a. Staff Report

Mr. Schwarz mentioned upcoming meeting date for the IAHPC and invited all commission members to attend.

Mr. Schwarz mentioned Staff is working on updates to the website for the end of December.

Mr. Schwarz mentioned Staff is also in the process of organizing all electronic and paper JHPC files.

Mr. Schwarz also mentioned that Ms. Armington is currently working of short term goals for the Commission as outlined in the last meeting.

b. Public Awareness Committee (formally known in the JHPC Bylaws as the Community Awareness, Awards and Development Committee)

6. Old Business

a. Public Hearing of Petition L-1-2017: Rescind Landmark Designation for 509 Plainfield Road

Mr. Schwarz read the requirements for a public hearing and summarized the staff report into the record.

Mr. Tannura briefly informed the Commission of the history of the property and briefly explained his petition.

The Commission questioned if there were deed restrictions when Mr. Tannura purchased the property. Mr. Tannura responded he purchased from Mr. Skole and Mr. Schwarz stated he is not aware of any deed restrictions. There was discussion regarding disclosure forms that are reviewed or disclosed at the time of property purchase.

The Commission reviewed the petition/application that Mr. Tannura submitted. There was also discussion regarding the additions made to the original structure. The Commission also discussed renovations/changes that have been made to the building since it was designated as a landmark.

The Commission discussed possible criteria for rescinding a landmark designation.

Mr. Schwarz read into the record an email that he received from Commissioner Burden expressing his opinion that he does not support this petition.

Mr. Schwarz read into the record an email that he received from Commissioner Merwin expressing her opinion regarding this petition.

Motion to deny Petition L-1-2017: Rescind Landmark Designation for 509 Plainfield Road based on the findings that 1. The structure was built before 1900 (likely 1870's) 2. The structure is a typical vernacular style on Route 30 on the Old Plank Road, and 3. The property is a rental property with income and has economic potential, was made by Sara Stovall.

Motion seconded by Bill Habiger.

Motion carried by the following vote:

Ayes: Gerri Eck, Bill Habiger, Candace Johnson, Sara Stovall.

Nays: Michael Grady, Kevin Heinemann.

7. New Business

a. 2018 JHPC Meeting Dates

Motion to approve 2018 JHPC Meeting Dates was made by Candace Johnson.

Motion seconded by Sara Stovall.

Motion carried by the following vote:

Ayes: Gerri Eck, Michael Grady, Bill Habiger, Kevin Heinemann, Candace Johnson, Sara Stovall.

Nays: None.

8. Commissioners Comments

There was a discussion regarding the status of the Joliet prison. It was mentioned that there is an inter-governmental agreement between the City of Joliet and the State of Illinois. The City of Joliet has performed some work on the site. Since the last fire at the site in August the Department of Corrections has a trailer on the site 24 hours a day/7 days a week to monitor the site.

There was discussion regarding the demolition of the old Bath House at Nowell Park and the preservation/salvage of historic items from the Bath House. The Commission asked that Staff provide them with an update of the Bath House for the next meeting.

There was also discussion regarding the preservation/salvage of certain items from the demolition of First Midwest Bank. City staff will check on the status of this request.
