City of Joliet Special City Council met November 29.

Special Council Meeting of the Council of the City of Joliet, Illinois was held on Wednesday, November 29, 2017 at 6:30 p.m. in the Council Chambers, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois.

I. Roll Call

Present: Robert O'dekirk, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk.

Absent: None.

Also Present: City Manager David A. Hales, Corporation Counsel Martin Shanahan, Jr.

II. Citizens To Be Heard

III. discussion on city manager's recommended 2018 budget

City Manager, Mr. Hales, introduced himself and stated the importance of the 2018 Budget.

Corporation Counsel Marty Shanahan (previous Interim City Manager) stated a few changes regarding organizational structure were not included in the original proposed budget, but will be added before final approval.

Finance Director, Jim Ghedotte gave a brief overview of the Budget, stating it is a fluid document. He reviewed a summary of 2018 Operating Funds; including the General Fund, Water and Sewer Fund, and Parking Fund. He then gave a summary of expenditures for the Operating Budget.

Highlights in the Operating Budget were discussed along with an overview of changes from the 2017 Budget. General Fund revenues of $174.6 million and

An overview of Water and Sewer Fund Operating Expenses were discussed and highlights of the Parking Fund were reviewed.

A lengthy discussion was held regarding the proposed 2018 Budget. Mayor and Council gave direction to the City Manager and Finance Director to propose a more realistic approach to the numbers (less conservative).

Mayor and Council requested that Rialto representatives present their current financial status at a future Budget meeting. Mr. Ghedotte stated the intergovernmental agreement with the Rialto is set to expire.

IV. Public Comments

Motion to approve setting a Public Hearing date for the proposed 2018 Budget for Monday, December 18, 2017 at 5:30 p.m. and to direct the Clerk's Office to publish as necessary was made by Councilman Michael F. Turk.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk

Nays: None

Abstain: Robert O'Dekirk

The Mayor and Council discussed setting a Special Meeting to discuss the 2018 Budget on Wednesday, December 13, 2017.

V. Closed Session to discuss the following subject:

Motion to enter closed session to discuss personnel and pending litigation after which the meeting will adjourn was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk

Nays: None

Abstain: Robert O'Dekirk
