City of Joliet Land Use & Legislative Committee met June 25.

Here is the agenda provided by the committee:

1. Roll Call

PRESENT: Councilman Terry Morris, Chairman, Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman.

ABSENT : None.

2. Approval of Minutes – June 9, 2020 060920

Motion to approve theminutes from theJune 9, 2020 meeting was made by Councilwoman Jan Hallums Quillman.

Motion seconded by Councilman Don "Duck" Dickinson. 

Motion carried by the following vote:

AYES: Councilman Terry Morris, Chairman, Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman.

NAYS: None

3. Citizens to Be Heard on Agenda Items

4. City Manager Job Description – Additional Text

Mr. Chris Regis, Inspector General, said there were suggestions for some additions to the description at the last meeting. He reviewed those suggestions with the Committee members.

Motion to Refer the City Manager Job Description – Additional Text to the full City Council for a vote was made by Councilwoman Jan Hallums Quillman

Motion seconded by Councilman Don "Duck" Dickinson. 

Motion carried by the following vote:

AYES: Councilman Terry Morris, Chairman, Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman.

NAYS: None.

5. Interim City Manager – Discussion

Councilwoman Quillman feels that the Interim City Manager should not have the power to hire and fire without Council consent.

Councilman Dickinson feels if they are trusted to be in the Interim City Manager position then they should have the ability to hire and fire.

There was further detailed discussion between the Committee members. Councilman Morris would like to discuss the topic with the full City Council.

Councilwoman Quillman suggested the description go before the full City Council for further discussion.

6. Single Family Rental Program – Discussion

Mr. Jackson gave background information about the program.

Mr. Jackson thought that Mr. Nachtrieb would be in attendance to speak about his proposal however he did not attend. Mr. Regis, Inspector General, said he spoke with Mr. Nachtrieb and he said he was not informed that he could appear in person at the meeting due to past restrictions from the virus. He said what is being presented is an outline of suggestions by a resident. It will have to be brought up at a future meeting.

Mr. Jackson recommended this topic be placed on another agenda.

Mr. Jon Scholtes, Local Governmental Affairs Director for Three Rivers Association of Realtors with the Illinois Realtors, appeared before the Committee regarding the proposal for the single-family rental program. He stated some of their concerns is infringing on the cost of ownership and the possible decrease in fair housing due to cost. He explained in further detail. Mr. Scholtes said they are opposed to the Single-Family Rental Program and the Vacant Property Registration Program.

Motion to Table the Single Family Rental Program and the Vacant Property Registration Program to a future date was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilwoman Jan Hallums Quillman. 

Motion carried by the following vote:

AYES:  Councilman Terry Morris, Chairman, Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman.

NAYS: None.

7. Vacant Property Registration Program – Discussion

8. Honorary Street Name Change for a Portion of Dover Street (Margie Woods)

Mr. Jackson gave background information to the Committee regarding the honorary street name change request for Margie Woods.

Ms. Julia Alexander appeared on behalf of the Woods family for the request.

Motion to Approve the Honorary Street Name Change for a Portion of Dover Street (Margie Woods) was made by Councilwoman Jan Hallums Quillman.

Motion seconded by Councilman Don "Duck" Dickinson. 

Motion carried by the following vote:

AYES: Councilman Terry Morris, Chairman, Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman.

NAYS: None.

9. Old/New Business—Not for Final Action or Recommendation

Councilman Dickinson inquired about a lemonade stand located at Dewey and McDonough Street that he had received calls about.

Mr. Jackson explained in further detail about the lemonade stand and stated that it was more than a stand because they were selling other items there as well. He explained what the ordinance allows in Joliet.

Councilman Morris also spoke with the owner of the stand.

Councilwoman Quillman had received emails for the police reform. Mr. Jones received 2 written submittals and the police department received 1 regarding some ideas for changes.

Councilman Morris wanted the people to be able to appear before a Committee and be able to speak on the topic. Councilwoman Quillman suggested the Land Use & Legislative Committee have a combined meeting with the Public Safety Committee.

Mr. Regis said there is a lot of overlap between all of the proposals that have been received so far. Having a meeting to discuss in further detail is a good idea.

Motion to Adjourn was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilwoman Jan Hallums Quillman.
