City of Joliet Finance Committee Met July 21.

Here is the minutes provided by the committee:

1. Roll Call

PRESENT: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

ABSENT: None.

ALSO PRESENT: Interim City Manager Steve Jones, Director of Finance James Ghedotte, Fire Chief Greg Blaskey, Public Works Administrator Greg Ruddy, Parking Superintendent Thomas Schwerha and Joliet Herald-News Regional Reporter Bob Okon.

2. Approval of Minutes – Regular Meeting – June 16, 2020

Motion to Approve the Minutes of the June 16, 2020 Finance Committee Meeting was made by Councilwoman Sherri Reardon.

Motion seconded by Councilman Pat Mudron. 

Motion carried by the following vote:

AYES: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

NAYS: None.

3. Citizens to be Heard on Agenda Items

NOTE: There is a new temporary procedure for public speaking. Details can be found on the

4. Request for Authorization to Enter into Amendment No. 1 of the Original Andres Medical Agreement/Contract

Chief Blaskey reviewed the Authorization to Enter into Amendment No. 1 of the Original Andres Medical Agreement/Contract. Discussion held.

Motion to recommend to full Council Amendment No. 1 of the Original Andres Medical Agreement/Contract was made by Councilwoman Sherri Reardon.

Motion seconded by Councilman Pat Mudron. 

Motion carried by the following vote:

AYES: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

NAYS: None.

5. An Ordinance Amending the 2020 Annual Budget for the City of Joliet and a Resolution Approving a Grant Agreement with the Metropolitan Mayors Caucus to Continue Census 2020 Community Outreach and Education Efforts

Brief discussion held.

Motion to approve An Ordinance Amending the 2020 Annual Budget for the City of Joliet and a Resolution Approving a Grant Agreement with the Metropolitan Mayors Caucus to Continue Census 2020 Community Outreach and Education Efforts was made by Councilman Pat Mudron.

6. Ordinance Amending the 2020 Annual Budget for the City of Joliet to Add Additional Funding to Award a Contract for the Assessment of the Parking Facilities in the Downtown Area to WGI, Inc

Amendment Parking

Greg Ruddy reviewed the Ordinance Amending the 2020 Annual Budget for the City of Joliet to Add Additional Funding to Award a Contract for the Assessment of the Parking Facilities in the Downtown Area to WGI Inc. Discussion held. Mr. Ruddy to see if WGI Inc. will hold pricing until the end of the 2020. Mr. Ruddy will report back to Committee at August Finance Committee Meeting.

Motion to Table the Ordinance Amending the 2020 Annual Budget for the City of Joliet to Add Additional Funding to Award a Contract for the Assessment of the Parking Facilities in the Downtown Area to WGI Inc. for 30 days was made by Councilwoman Sherri Reardon.

Motion seconded by Councilman Pat Mudron.

7. Request Authorization to Engage Ice Miller LLP as Bond Counsel for a General Obligation Bond that would borrow $4,000,000 for Vehicle Replacement and $6,500,000 for Library Improvements

Finance Director James Ghedotte briefly reviewed the Request Authorization to Engage Ice Miller LLP as Bond Counsel for a General Obligation Bond that Would Borrow $4,000,000 for Vehicle Replacement and $6,500,000 for Library Improvements. Discussion held.

Motion to recommend to full Council a Request Authorization to Engage Ice Miller LLP as Bond Counsel for a General Obligation Bond that would borrow $4,000,000 for Vehicle Replacement was made by Councilman Pat Mudron.

Motion seconded by Councilwoman Sherri Reardon. 

Motion carried by the following vote:

AYES: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

NAYS: None.
