City of Joliet Finance Committee met Aug. 18.

Here is the minutes provided by the committee:

1. Roll Call

PRESENT: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

ABSENT: None.

ALSO PRESENT: Councilwoman Jan Hallums Quillman, Director of Finance James Ghedotte, Director of Human Resources Kathy Franson, Director of Public Utilities Allison Swisher, Stantec Project Manager Joe Johnson, Arthur J. Gallagher & Co. Area Senior Executive Vice President Rich Stokluska and Joliet Herald-News Regional Reporter Bob Okon.

2. Approval of Minutes – Regular Meeting – July 21, 2020

Motion to approve the minutes of the July 21, 2020 Finance Committee Meeting was made by Councilwoman Sherri Reardon.

Motion seconded by Councilman Pat Mudron.

Motion carried by the following vote:

AYES: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

NAYS: None.

3. Citizens to be Heard on Agenda Items

NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov "Public Comments" web page.

This section is for anyone wanting to speak regarding items listed on the agenda, except for items listed under Public Hearing. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. 4. Alternative Water Source Program Financial Update

Director of Public Utilities Allison Swisher gave a brief update on the Alternative Water Source Program and introduced Stantec Project Manager Joe Johnson. Mr. Johnson gave a presentation on the Alternative Water Source Program Financial Update. Brief discussion held.

5. Authorization to Approve the Proposed Renewal of Property and Casualty Coverages

Director of Human Resources Kathy Franson introduced Area Senior Executive Vice President Rich Stokluska from Arthur J. Gallagher Risk Management Services Inc. Mr. reviewed the Proposed Renewal of Property and Casualty Coverages. Brief discussion held.

Motion to recommend to full Council the Authorization to Approve the Proposed Renewal of Property and Casualty Coverages was made by Councilman Pat Mudron.

Motion seconded by Councilwoman Sherri Reardon.

Motion carried by the following vote:

AYES: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

NAYS: None.

6. Request Authorization to Have a Competitive Sale for a $10.5 Million Dollar Bond

Director of Finance James Ghedotte reviewed the Request Authorization to Have a Competitive Sale for a $10.5 Million Dollar Bond. Brief discussion held.

Motion to recommend to full Council the Request Authorization to Have a Competitive Sale for a $10.5 Million Dollar Bond was made by Councilwoman Sherri Reardon.

Motion seconded by Councilman Pat Mudron.

Motion carried by the following vote:

AYES: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

7. Monthly Financial Report

Mr. Ghedotte briefly explained the Monthly Financial Report. Discussion held. July Monthly Report

Motion to approve the Monthly Financial Report was made by Councilwoman Sherri Reardon.

Motion seconded by Councilman Pat Mudron.

Motion carried by the following vote:

AYES: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

NAYS: None.

8. Temporary Departmental Vacancies

Mrs. Franson briefly reviewed the Temporary Departmental Vacancies. Temp Dept Vacancies

Mr. Ghedotte briefly reviewed the Travel Expense Report.
