City of Plano City Council Met Feb. 22.

Here is the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Robert A. Hausler. The Mayor led the Pledge of Allegiance to the Flag.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the minutes of the regular meeting on February 8, 2021.

Voting “Nay”:

Absent:

Motion passed.

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of February 22, 2021.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman Williams, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated February 22, 2021 in the amount of $ 101,079.68

WAGE REPORT: None

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler.

Cyril Salvant presented a Certificate of Appreciation from Globe Life to the Mayor.

CITIZEN’S COMMENTS:

Michelle Walz and Joe Salsbery commented on the issues with the fence on their property.

Alderman Eaton spoke about the fence issue at the Salsbery property.

MAYOR’S REPORT: Bob Hausler

A motion was made by Alderman Johns, seconded by Alderman DeBolt, to approve the 2021 annual siren maintenance contract with Fulton Siren Services in the amount of $ 1,462.04. Roll Call:

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to reconsider the purchase of a server, 12 laptops and software from Reliable Computers.

The Mayor read a letter and shared an award the City received from the Census Bureau.

PLANO AREA CHAMBER OF COMMERCE: Deana Lanham

Ms. Lanham informed the Council that the Chamber office has been closed to save money, she is working remotely. The Chamber is in the process of rebranding. The Annual Dinner will be on April 16, 2021 from 5:30 to 8:30. March Madness bowling is on March 20, 2021 from 6 – 8 pm.

CITY ATTORNEY: Tom Grant

Resolution R2021-3 – Release of closed session minutes

A motion was made by Alderman Eaton, seconded by Alderman Rennels, to approve a resolution authorizing the release of certain closed session minutes that were reviewed at the February 8, 2021 closed session meeting.

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Zoila Gomez

Ms. Gomez informed the Council of the Governor’s proposed budget cuts regarding the LGDF at 10% which would affect our income tax revenue.

POLICE CHIEF’S REPORT: Chief Whowell

Lt. Allison informed the Council that they met with a representative of the Kendall County Health Department to discuss the possibility of a mass vaccination clinic in Plano in the future. He also informed the Council that on March 1 & 2 the Police Department will be hosting a train the trainer for 5 members of the department to learn the process of E Citations. They are hoping by summer the process will be up and running.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: Nate Bullard

Nate informed the Council that the Street Department is still working on snow removal at intersections for site issues. The water main break at Hale St. is not able to be completed until the ground completely thaws.

BUILDING, PLANNING & ZONING: Tom Karpus

A motion was made by Alderman DeBolt, seconded by Alderman Nadeau, to approve the recommendation of the Plan Commission regarding the Larry Nelson request to amend the 21-03 Special Use permit; and directing Tom to communicate in writing the City’s recommendations to Kendall County. Roll Call:

Mr. Karpus asked that if anyone has issues with his department they come and discuss the issue with him.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner had a meeting on February 18, 2021 at 6:00 PM and discussed the transient business ordinance and an IT Policy.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

A motion was made by Alderman DeBolt, seconded by Alderman Rennels, to approve the Reliable contract renewal. The contract is for 3 years at a cost of $ 25,000.00 per year for non-emergency services. Roll Call:

Alderman DeBolt called a meeting for March 2, 2021 at 6:00 pm to discuss the budget and an amendment to administrative adjudication.

COMMUNITY DEVELOPMENT: Alderman Rennels

Alderman Rennels had a meeting February 18, 2021 at 6:30 PM and discussed PEDCO updates, banner program and the budget.

FINANCE: Alderman Fawver

Alderman Fawver called a meeting for March 8, 2021 at 5:30 pm.

PARKS: Alderman Johns

Alderman Johns has a meeting February 24, 2021 at 5:30 pm to discuss disc golf, transient business license application involving the Parks, summer help and the budget.

PERSONNEL & INSURANCE: Alderman Williams

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve amending Section 303 of the employee manual by adding a Juneteenth Holiday and removing the floating holiday effective May 1, 2021.

SPECIAL EVENTS: Alderman Nadeau

A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve the purchase of 10 holiday decorations from Temple Display in the amount of $ 6,119.45 which will be payable in the next Fiscal year budget.

Alderman Nadeau has a meeting on February 24, 2021 to discuss the budget.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton has a meeting on February 24, 2021 at 6:30 PM to discuss the water rate study, budgets, monthly utility billing and signage on Hugh St.

CITIZEN’S COMMENTS:

A resident asked about the status of the FBI case.

Becky Nelson spoke about an issue with snow on the sidewalk in from of Ivana’s.

ADJOURNMENT:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to adjourn. A unanimous “Aye” voice vote was heard. Motion passed.

The meeting adjourned at 7:25 pm.
