City of Plano City Council met May 23.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by the Mayor in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES: 

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the minutes of the regular meeting on May 9, 2022. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the agenda for the regular meeting of May 23, 2022. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Swoboda, seconded by Alderman Fawver, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated May 23, 2022 in the amount of $ 79,038.86

WAGE REPORT: NONE

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

CITIZEN’S COMMENTS: NONE

PLANO AREA CHAMBER OF COMMERCE:

Laurel Mateyka informed the Council of 2 new members, CASA Kendall County and Roots Hometown. There are also numerous ribbon cuttings and events scheduled. Ribbons cuttings are: June 1 at Patrona, June 2 at Kathy Martin Country Financial, June 3 at Walmart and June 7 at Great Clips. Events art Caddy Shack 9 on June 30, Parade on July 3 and Color Run/Kids Expo on August 6. Beth Nelson explained the Caddy Shack event. There will also be a Trivia Night on June 15th at the Plano American Legion. The Mayor was asked to do a State of the City luncheon.

MAYOR’S REPORT: Michael Rennels

A motion was made by Alderman Nadeau, seconded by Alderman Mulliner, to approve the request made by the Middle School to use Foli Park for cross country meets.

CITY ATTORNEY: William Thomas

Resolution R2022-9 Agreement between the City of Plano and HR Green

A motion was made by Alderman Eaton, seconded by Alderman Swoboda, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and HR Green, Inc. for the preliminary and construction engineering for the Non-MFT 2022 Road Program in an amount not to exceed $ 51,354.96.

Motion passed.

Resolution R2022-10 Agreement between the City of Plano and Brummel’s

A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve a resolution approving and authorizing the execution of an agreement by and between the City of Plano and Donald J. Brummel and Patricia R. Brummel for brush disposal in the amount of $ 10,000 per year for a 3 year term.

Voting “Nay”:

Absent: DeBolt, Johns

Motion passed.

A motion was made by Alderman Fawver, seconded by Alderman Williams to approve a resolution for the Water Tower Maintenance by Suez. Alderman Mulliner made a request to send this back to committee to look at another proposal.

Alderman Fawver withdrew his motion and Alderman Williams withdrew his second. A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to return this back to committee.

Resolution R2022-11 Supplemental IDOT resolution for Main St. Bridge

A motion was made by Alderman Mulliner, seconded by Alderman Swoboda, to approve a resolution under the Illinois Highway Code for payment of the final cost due to the State of Illinois for the Main St. bridge replacement project in the amount of $ 53,507.30.

CITY CLERK: Kathleen Miller

Sales and related taxes for March 2022 were in the amount of $ 144,311.77; which is down $ 5,078.70 from the same time last year.

MFT current unobligated balance for April 2022 was in the amount of $ 1,292,515.43.

CITY TREASURER: Zoila Gomez - Absent – Mayor Rennels reported

April 2022 Revenue & Expenditure and tax revenue reports were distributed in mailboxes on May 20, 2022.

POLICE CHIEF’S REPORT: Chief Whowell – Absent – Lt. Allison present

The Respect for Law banquet will be on July 22, 2022 at 5:30. If anybody is interested in attending, please let Lt. Allison know. We have 3 officers being honored that evening.

DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to approve an agreement with HR Green for NPDES permit compliance for storm sewer not to exceed $ 9,680.00. This is an EPA requirement.

Motion passed.

A motion was made by Alderman Eaton, seconded by Alderman Swoboda, to approve Bio-solid removal by Ag Tech in an amount not to exceed $ 22,000.00.

Motion passed.

Josh informed the Council that they would be doing hydrant flushing from Needham to Walmart next week.

Karl informed the council that sidewalk bids were opened; the low bid was $ 234,625.00 which is higher than our estimate of $ 137,000.00 so we are tabling the project for now. We are going to look into taking some funds out of MFT.

BUILDING, PLANNING & ZONING: Jeff Sobotka

Jeff informed the Council that Scooter’s Coffee will be doing demo this week, probably starting on Wednesday.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner has a meeting May 25, 2022 at 6:00 PM to discuss transient business regarding food trucks and the PD 5 year plan.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt - Absent

Alderman DeBolt has a meeting on June 7, 2022 at 6:00 PM.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman Fawver has a meeting June 7, 2022 at 6:30 PM.

FINANCE: Alderman Swoboda

Alderman Swoboda called a meeting for June 13, 2022 at 5:15 PM.

PARKS: Alderman Johns – Absent – Alderman Nadeau reported

The Splash pad has opened, some minor repairs were done. The water fountains are all working, work is continuing at the Dog Park and the baseball leagues are going strong. There will be a kids fishing event at Foli Park on June 18, 2022 from 9 am to 1 pm.

PERSONNEL & INSURANCE: Alderman Williams

Alderman Williams called a meeting for May 31, 2022 at 6:00 PM, he changed that meeting to June 1 during the break. Discussion will be pay increases for non-union employees and employee evaluations.

SPECIAL EVENTS: Alderman Nadeau – Nothing to report

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton had a meeting on May 17, 2022 and discussed the rate study. The next meetings will be June 15, 2022 at 6:00 PM. He asked about getting the speed trailer up on Ben St. Lt. Allison said it would be up tomorrow.

CITIZEN’S COMMENTS:

Keith Riddle commented on the amount of speeding on Ben St.

Laurel Mateyka commented on the Plano District 88 being a sponsor for Juneteenth. They are providing educational opportunities by hosting various zoom meetings. She would also like to discuss arrival and dismissal at the school on Lew. St., they are discussing rerouting traffic. The school is also funding pre school, they are adding 100 spots for pre-school.

ADJOURNMENT:

A motion was made by Alderman Swoboda seconded by Alderman Eaton, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:37 pm.
