City of Sandwich Finance Committee met Dec. 2.

Here are the minutes provided by the committee:

Alderwoman Johnson called the meeting to order at 6:32 PM. 

Roll call was taken: 

Present: Alderwoman Rebecca Johnson, Alderwoman Karsta Erickson & Alderman Fred R. Kreinbrink 

Also Present: Geoff Penman, Collector/Clerk li, and EMA Coordinator Eberle 

Review of Semi-Monthly Bills ran on 11/27: 

Questions regarding bills discussed were – 

Illinois State Police Fingerprinting – bills for a “Wolf” was questioned – de determined it is for a new Public Works Employee. 

RS concessions invoice for Italian Ice – was for Taste of Sandwich booth PD had. 

A Roto Rooter $1000 credit was for an excavation permit which was returned at the completion of the work. 

The Cintas bill was for a valve replacement on the fire suppression system not for the annual Fire/Life Safety Inspection. It was discussed that prior to this annual inspection occurring again, there should be quotes obtained to support continuing or discontinuing the use of Cintas for this service. 

A note for the budget regarding the Lexipol contract is that there are annual increases which appear not to have been added to this year’s budget given that line item is over budget. Administrator Penman to talk with Chief Senne regarding this. 

Unfinished Business: 

None 

New Business: 

Approval of minutes for November 18, 2024 – Clerk li presented some changes required regarding the Bond payment for Zions Bank, and the committee agreed to the changes, so this will be moved to the December 16th committee meeting 

Audience Comments: 

Sandra Koehler questioned the dollar values of the attorney bills, and why they are as high as they are. Concerns regarding the number of times the attorney is consulted, and how the City is billed for each phone call and email responded to. She feels some of these are excessive, and these should be looked at more closely. 

Rebecca Nelson also commented on the attorney bills and how she feels that checks and balances need to be put into place to improve efficiency. 

Authorization to pass bills onto the Council for approval: 

A motion to forward the adjusted bills to Council for approval as presented – Motion made by Alderwoman Erickson and seconded by Alderman Kreinbrink – motion passed by voice vote. Passed 

Adjournment: 

There being no further business to come before the Committee, motion made by Alderwoman Erickson & seconded by Alderwoman Johnson to adjourn at 6:55 PM. Motion carried unanimously by voice vote.
