Public Service Committee Meeting of the City of Joliet, Illinois was held on Tuesday, September 5, 2017 at 4:30 p.m. in the Executive Conference Room, 150 W. Jefferson Street, Joliet, Illinois.

1. Roll Call

Present: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Absent: None.

Also Present: Jim Eggen - Director of Public Utilities, Jim Trizna - Director of Public Works, Bon Mui - Public Utilities Administrator, Greg Ruddy - Public Works Administrator, Allison Swisher - Civil Engineer II, Heather Mills - Joliet Slammers, and Craig Polte, Wight & Co.

2. Approval Of Minutes

Motion to approve the Minutes of the Public Service Committee Meeting from August 14, 2017 was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

a. Request for Authorization to Award the 2017 Public Utilities Restoration

Jim Eggen, Public Utilities Director, discussed the Phase II Restoration Contract, in the amount of $374,917.50, on behalf of Austin Tyler Construction Inc. b. Request for Authorization to Award a Contract for the Well 11D Removal

Jim Eggen discussed the failure of Well 11D and removal project, in the amount of $75,927.00, on behalf of Great Lakes Water Resource Group. During a rain storm there was a large drop off and believe this was a lightening strike.

c. Request for Authorization to Award a Contract for the Joliet Minor League Baseball Park – Site Utilities and Excavation

Jim Trizna, Director of Public Works, discussed a total of seven contracts. Six of these contracts have bids and are being discussed tonight. Craig Polte of Wight & Co. and Heather Mills from the Slammers are in attendance. Councilman Hug stated that due to the state budget cuts this project may be put on hold.

Jim Trizna discussed the bid, in the amount of $527,741.00, which was 11.00% below the engineer's estimate. Hoppy's Landscape Inc. was this low bidder.

d. Request for Authorization to Award a Contract for the Joliet Minor League Baseball Park – Fencing

Jim Trizna discussed the bid, in the amount of $166,420.00, on behalf of Action Fence Contractor. This bid amount was 196.38% above the engineer's estimate. This fencing is further out than the existing fencing and replaces the bad fencing that exists.

e. Request for Authorization to Award a Contract for the Joliet Minor League Baseball Park – Concrete

Jim Trizna discussed that the bid for concrete, in the amount of $143,206.00, was 16.58% above the engineers estimate. Austin-Tyler Construction Inc. was the low bidder.

f. Request for Authorization to Award a Contract for the Joliet Minor League Baseball Park – Wall Padding

Jim Trizna discussed the Contract for Wall Padding, in the amount of $46,827.00, which is 58.19% below the engineer estimate. The sole bidder was Huffcor Inc.

g. Request for Authorization to Award a Contract for the Joliet Minor League Baseball Park – Landscaping

Jim Trizna discussed the Landscaping Contract, in the amount of $54,250.00, on behalf of Pedersen Company.

h. Request for Authorization to Award a Contract for the Joliet Minor League Baseball Park – Painting

Jim Trizna discussed the Painting Contract, in the amount of $16,400.00, on behalf of Cosgrove Construction.

Jim Trizna also discussed that the Slammers season starts in May and University of St. Francis season starts in March. It takes approximately two weeks to install the synthetic surface. Councilman Dickinson asked if the cork was still going to be installed. Project Manager, Craig, discussed Cool Play and explained what it looks like. Councilman Dickinson asked for some information about the Cool Play to be emailed to them. The total estimate of all six contracts together come in 20% lower than the estimate.

i. Request for Authorization to Award a Contract for the 2017 Streetlight Luminaires Purchase Order – Phase 3

Jim Trizna discussed the 2017 Streetlight Luminaires Phase 3, in the amount of $410,975.40, on behalf of Graybar Electric Company. Previous Phases went through DCEO and now the City of Joliet is working directly with ComEd. ComEd is honoring the same grant funding if work is done between now and December 31, 2017. At the next meeting we will discuss the installation of these lights to expedite and meet the deadline. The grant covers 70% of the fixtures and installation. A budget amendment would be needed to go forward prior to reimbursement. Councilman Hug reminded the committee about the state budget cut. Councilwoman Gavin confirmed with Jim Trizna that this covers all lights other than the decorative lights.

j. Request for Authorization to Approve a Professional Services Agreement for the Eastside WWTP Phosphorus Removal and Sludge Handling Improvements Project

Allison Swisher, Civil Engineer II, discussed the Professional Services Agreement of the ESTP Phosphorus Removal and Sludge Handling improvement Project, in the amount of $483,021.00, on behalf of Donohue & Associates Inc. These new guidelines for phosphorus need to be met by 2021. Councilman Hug asked why we didn't go out to bids for this design. Allison stated this is our third facility to be designed and Donohue met those guidelines and designed the first two facilities. Councilman Hug asked if the hourly rate increased from the previous projects. Allison stated that they have a yearly increase. We are doing this18 months later from the previous facilities. This would be about 4% of the construction costs.

Motion to recommend Authorization to Award a Contract for: a) 2017 Public Utilities Restoration Phase II Contract; b) Well 11D Removal Project - 2017; c) Joliet Minor League Baseball Park - Site Utilities and Excavation; d) Joliet Minor League Baseball Park - Fencing; e) Joliet Minor League Baseball Park - Concrete; f) Joliet Minor League Baseball Park - Wall Padding; g) Joliet Minor League Baseball Park - Landscaping; h) Joliet Minor League Baseball Park - Painting; i) 2017 Streetlight Luminaires Purchase Order - Phase 3; and j) A Professional Services Agreement for the Eastside WWTP Phosphorus Removal and Sludge Handling Improvements Project to full Council was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

5. Change Orders / Pay Estimates / And Final Payments

a. Request for Authorization to Approve Change Order No. 10 for the Eastside WWTP Influent Pumping Station and Screen Replacement Project

Allison Swisher discussed Change Order No. 10, in the amount of $15,396.01.00, on behalf of Williams Brothers Construction. The roof drains of the ESTP were overlooked in the plans and are being addressed at this time. This also extends the length of the contract. This is within the contingency amount of the loan.

b. Request for Authorization to Approve Change Order No. 1 for the 2017 Sanitary Sewer Rehabilitation Project

Allison Swisher discussed Change Order No. 1, in the amount of $31,778.00, on behalf of Insituform Technologies Inc., for cured in place pipeline for additional areas found that were not in the original scope of the project.

Motion to recommend Request for Authorization to Approve: a) Change Order No. 10 for the Eastside WWTP Influent Pumping Station and Screen Replacement Project; and b) Change Order No. 1 for the 2017 Sanitary Sewer Rehabilitation Project to full Council was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

6. Ordinances And Resolutions

a. Resolution declaring certain City of Joliet property as surplus

Bon Mui, Public Utilities Administrator, discussed the surplus of metals that have been accumulated at the Washington Street Facility. This request is to sell the surplus as scrap metals. Councilwoman Gavin asked if we knew what the estimate of tonnage was. Bon did not know.

Motion to recommend Resolution declaring certain City of Joliet property as surplus to full Council was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Nays: None.

7. New or Old Business, not for final action or recommendation

a. Report on Hydrant Repairs

Jim Eggen stated 30 hydrants were repaired, 21 were operational and needing repair, seven are out of service, and two were found leaking by our leak detection company. A total of 63 are currently out of service.

b. Report on Valves

Jim Eggen stated two valves were added, three were repaired and 19 valves are out of service.

c. Utilities Contracted Services

A week ago the sewer collapsed on Ohio Street. Our crews were unable to service this due to a concrete sewer pipe that collapsed and a point repair was not possible. The City had to replace 325 feet.

d. Changing of the Public Service Meeting

A proposal was put forward to change the Council Meetings to Tuesday at 3:30 pm by Councilman Hug. Councilwoman Gavin and Councilman Dickinson said 4:00 would work better for them. We will try the next meeting at 4:00 pm on 9/19/17.

e. Bioblitz – Public Education Event

Allison Swisher mentioned that we are hosting the Bioblitz - Public Education event on 9/16/17 at 921 E. Washington Street. This event is open to the public from 9:00 a.m. to 12:00 p.m.
