City of Joliet Economic Development Committee met August 10.

The Economic Development Committee Meeting of the City of Joliet, Illinois was held on Thursday, August 10, 2017 at 5:00 p.m. in the Executive Conference Room, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois.

1. Roll Call

Present: Councilman Larry Hug, Chairman, Councilman Terry Morris, Councilman Pat Mudron.

Absent: None.

Also Present: Mayor O’Dekirk, Kendall Jackson, Mike Schwarz, Jim Eggen.

2. Approval of Minutes—July 13, 2017

July 13, 2017

Motion to approve the minutes of the July 13, 2017 meeting was made by Councilman Terry Morris.

Motion seconded by Councilman Larry Hug, Chairman. Motion carried by the following vote:

Ayes: Councilman Larry Hug, Chairman, Councilman Terry Morris

Nays: None

Abstain: Councilman Pat Mudron

3. New/Old Business - For Final Action Or Recommendation

a. Motion to Authorize City Staff to Negotiate a Redevelopment Agreement for the Barber Building.

Barber Memo

Mr. Jones gave background information about the redevelopment agreement for the Barber Building.

Councilman Hug said Mr. Jones did a great job in negotiating the project.

Mr. Jones supplied the Committee with a memo that explained a break out of the cash and who it is funded by.

Councilman Mudron asked if TIF money has been used as a grant versus a rebate. Mr. Jones responded not to his knowledge.

Councilman Morris asked if the developer has an estimated time that the project would be completed. Mr. Jones said about 2 years.

Councilman Hug said he had an opportunity to tour the building and the developer is committed but it will take him a few years to complete everything.

Councilman Mudron asked if there is assurance that the bank is on board with this. Mr. Jones said his attorney and his bank will review everything which is part of the process. There is no payout of funds until the City receives a written loan commitment.

Mayor O'Dekirk said the building is really nice and the developer is going to restore as much as he can to its original condition.

Motion to recommend City Staff to negotiate a Redevelopment Agreement for the Barber Building with all of the items discussed to be added to it was made by Councilman Pat Mudron.

Motion seconded by Councilman Terry Morris.

Motion carried by the following vote:

Ayes: Councilman Larry Hug, Chairman, Councilman Terry Morris, Councilman Pat Mudron.

Nays: None.

b. Motion to Support a Physical Expansion of the Des Plaines River Valley Enterprise Zone to Include Property Owned by Ecolab and Cullinan Properties.

DRVEZ Memo

Mr. Jones explained the request to expand the DesPlaines River Valley Enterprise Zone to the Committee. The existing enterprise zone map was last amended in 2016 for the Midwest Generation Power Plants near Romeoville.

There has been a request from Cullinan Properties and Ecolab to be included in the enterprise zone. The next step is ordinances will be prepared if the Committee approves and then the packet is put together by the Enterprise Zone Administrator and then sent to the State for their approval.

Councilman Hug asked about the sales tax and Mr. Jones explained.

Mayor O'Dekirk said he is the Vice-President of the Enterprise Zone and it was already reviewed, voted on and approved at that level.

Motion to approve the support of a physical expansion of the Des Plaines River Valley Enterprise Zone to include property owned by Ecolab and Cullinan Properties was made by Councilman Terry Morris.

Motion seconded by Councilman Pat Mudron.

Motion carried by the following vote:

Ayes: Councilman Larry Hug, Chairman, Councilman Terry Morris, Councilman Pat Mudron.

Nays: None.

4. New or Old Business, Not For Final Action or Recommendation

a. Building Permit Report

Summary of Permits July 2017

Mr. Jones displayed the updated summary of building permits through the month of July 2017.

5. Adjournment

Motion to adjourn was made by Councilman Pat Mudron.

Motion seconded by Councilman Terry Morris.

Motion carried by the following vote:

Ayes: Councilman Larry Hug, Chairman, Councilman Terry Morris, Councilman Pat Mudron.

Nays: None.
