1. Recognizing Constitution Week (September 17 – 23, 2017)

Proclamation - Constitution Week

Councilman Morris read a Proclamation issued by Mayor O'Dekirk recognizing September 17-23, 2017 as Constitution Week. Lynn Freebus, Constitution Week Chair with the Daughters of the American Revolution, thanked the Mayor and Council for the Proclamation recognizing the 230th Anniversary of the signing of the Constitution and presented Mayor O'Dekirk with a bell for Bells Across America. She introduced the Chapter Members: Regent - Mary Erhardt, Vice Regent - Mary Daily, Second Vice Regent - Bobbi Borbas, and Public Relations - Lona Jakaitis.

Ms. Jakaitis read a statement on the drafting of the United States Constitution. She also discussed the accomplishments of the Joliet's Chapter of Daughters of the American Revolution.

2. Recognizing Danica Ward for Her Efforts with Hurricane Harvey Donation Drive

VI. Council Committee Reports:

A. CTIS

Councilwoman Quillman stated the CTIS Committee met on September 13, 2017 at 9:00 a.m. in the Executive Conference Room to discuss phone system recommendations, resource planning for remainder of 2017, licensing for IT, LAN/WAN and Heritage Corridor updates, and customer service on the telephone at City Hall. Councilwoman Quillman requested Dave Braner, CIO/IT Director, explain these items to the Mayor and Council. Mr. Braner stated the City's phone system is at the end of its useful life and staff is recommending a hosted model moving the phone system into the cloud.

B. Economic Development

Councilman Hug stated the Economic Development Committee met on September 14, 2017 at 5:00 pm in the Executive Conference Room to discuss the redevelopment of the old silver cross hospital campus, tax rebate for the Speedway located at Route 53 and Emerald Drive, and a development agreement with the Stadium Club at 141 E. Jefferson Street.

C. Finance

Councilman Turk stated the Finance Committee met this evening at 5:30 p.m. in the Executive Conference Room to discuss a proposal from the City's auditors to enter into a five year contract with the same cost for the 2017 and a 1.5% increase for 2018, 2019, 2020, and 2021. He stated the Committee also reviewed the financial, expense, and invoices paid reports and the personnel summary and found them all to be in order and recommended their approval.

D. Public Service

Councilman Hug stated the Public Service Committee met this evening at 4:00 p.m. in the Executive Conference Room and reviewed the contracts, change orders, pay estimates, final payments, and resolutions and found them all to be in order and recommended their approval.

A communication from the City Manager contained his recommendation that the report be received and placed on file.

C. Council Memo #494-17: Regular Payroll for July 21 – August 3, 2017– $3,385,296.66

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period July 21 through August 3, 2017, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

D. Council Memo #495-17: Regular Payroll for August 4 – August 17, 2017 – $3,268,596.66

A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill one Equipment Operator II position in the Public Utilities Department with any subsequent vacancies.

Motion to concur in the recommendation of the City Manager was made by Councilwoman Bettye Gavin.

XIII. City Manager:

The Interim City Manager shared a story of a Joliet resident (Adelio) who just became a US citizen.

XIV. New Business (Not For Final Action Or Recommendation):

Mayor O'Dekirk asked Deputy Chief Dupuis to thank those involved with assigning officers to direct traffic on Jefferson Street downtown due to ongoing construction. He highlighted a new volunteer program being organized by Reverend Health with Redeemed Connection Ministries to snow shovel for senior citizens and people with disabilities.

XV. Public Comments:

Shay Robinson, representative of Greater Bible Way Apostolic Temple at the corner of Brown and Leach, addressed the Mayor and Council regarding partnering with local government and meeting with Councilwoman Gavin to connect regarding the Diversity and Community Relations Committee.

Robert Hernandez thanked the Joliet Police Department for securing the Fairview Complex in the Forest Park area. He also thanked Councilman Dickinson for his presence at events throughout the City.

XVI. Mayor and Council Comments:

Councilman Dickinson thanked Rocky Caylor with Cadence for his help with the donation for hurricane Harvey. He invited everyone to the Big Brothers Big Sisters fundraiser at the Moran Club on Saturday.

Councilwoman Gavin thanked the organizers involved in the fiesta in downtown last weekend.

Councilman Hug highlighted the Zonta Club's 2nd Annual Festival of Culture on September 25, 2017 from 5:00 p.m. - 7:00 p.m.

Councilman Morris highlighted the Family Fun Festival at Slammers Ballpark on Saturday from 11:00 a.m. - 3:00 p.m. He thanked Rocky with Cadence and his team for their participation in the Hurricane Harvey Relief efforts.

Councilman Mudron thanked the Police and Fire Departments for their work during the NASCAR race at Chicagoland Speedway.

Councilwoman Quillman highlighted Nowell Park's recreation center groundbreaking.

Mayor O'Dekirk thanked Rocky Caylor, the Cadence team, Dave Stromma with Union Signs, and Christa Desiderio for their participation in the hurricane Harvey relief drive. He highlighted ribbon cuttings at Manningdale Park, CBC Banking Center, and Best Western near the mall. He also highlighted an open house at the new IYC Treatment Center on McDonough, groundbreaking of a new recreation center at Nowell Park, and grand opening of the new JJC Event Center. He congratulated Mary Jaworski and the Joliet Region Chamber of Commerce for their success with the Latin Fest downtown. He stated Race Fan Rally and NASCAR capped off the summer events and mentioned NASCAR will be moved to early July in 2018.

Mayor O'Dekirk thanked Corporation Counsel Marty Shanahan for serving as Interim City Manager during the City's recruitment process.
