City of Joliet Public Service Committee met September 19.

Here is the minutes provided by the Committee:

1. Roll Call

Present: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson.

Absent: Councilwoman Bettye Gavin.

Also Present: Jim Eggen - Director of Public Utilities, Jim Trizna - Director of Public Works, Steve Jones - Deputy City Manager, Dave Mackley - Inspections Director, David Ortiz - Civil Engineer I, Scott Gapsevich - Engineering Supervisor, Russ Lubash - Traffic Engineer, Allison Swisher - Civil Engineer II, Byron Inight - Inight & Company, Jonathan Huard - FieldTurf, Brian Smykowski - FieldTurf and Bob Okon - Herald News.

Councilwoman Gavin entered the meeting at approximately 4:25 p.m.

2. Approval of Minutes

9-5-17 Minutes

Motion to approve the Minutes of the Public Service Committee Meeting from September 5, 2017 was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilman Larry E. Hug.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson.

Nays: None.

4. Contracts

a. Request for Authorization to Award Contract for Fencing Joliet’s Union Station

Dave Mackley, Director of Inspections, discussed the Contract for Fencing Joliet’s Union Station, in the amount of $29,970.00, on behalf of Alliance Fence.

Motion to recommend Authorization to Award a Contract for Fencing Joliet's Union Station to full Council was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilman Larry E. Hug.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Nays: None.

b. Request for Authorization to Award a Contract for the Joliet Minor League Baseball Park – Synthetic Turf

Jim Trizna, Director of Public Works, briefly explained the Contract for the Joliet Minor League Baseball Park – Synthetic Turf.

Jonathon Huard with FieldTurf briefly explained the Cool Play product proposed in their bid for the synthetic turf at the Joliet Minor League Baseball Park. A lengthy discussion was held regarding the additional cost of Cool Play, the difference in material quoted by FieldTurf and safety studies.

Motion to recommend Authorization to Award a Contract for the Joliet Minor League Baseball Park – Synthetic Turf with Cool Play was made by Councilman Don "Duck" Dickinson.

Motion seconded by Councilwoman Bettye Gavin.

Motion carried by the following vote:

Ayes: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Nays: Councilman Larry E. Hug.

c. Request for Authorization to Approve a Professional Services Agreement for the Downtown Sanitary and Storm Sewer Separation Project

Allison Swisher, Civil Engineer II, discussed the Professional Services Agreement for the Downtown Sanitary and Storm Sewer Separation Project, in the amount of $228,234.33, on behalf of V3 Companies.

d. Request for Authorization to Award a Contract for the 2017 Traffic Signal Materials Purchase Order

Russ Lubash, Traffic Engineer, discussed the Contract for the 2017 Traffic Signal Materials Purchase Order, in the amount of $79,398.00, on behalf of Traffic Control Corporation. Russ explained this is for regular maintenance on traffic signals throughout the City. Traffic Control Corporation is the sole source.

e. Request for Authorization to Award a Contract for the 2017 LED Streetlight Luminaire Upgrades Project

Mr. Lubash briefly explained the Award a Contract for the 2017 LED Streetlight Luminaire Upgrades Project. In response to Councilwoman Gavin’s question, Mr. Lubash and Mr. Trizna stated H&H has done many projects for the City. In response to Councilwoman Gavin's question, Russ Lubash and Jim Trizna stated H & H has done many projects for the City.

Motion to recommend Authorization to Award a Contract for: c) Approve a Professional Services Agreement for the Downtown Sanitary and Storm Sewer Separation Project; d) the 2017 Traffic Signal Materials Purchase Order; and e) the 2017 LED Streetlight Luminaire Upgrades Project to full Council was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Nays: None.

5. Change Orders / Pay Estimates / And Final Payments

a. Request for Authorization to Approve Change Order No. 3 and Payment Request No. 3 and Final for the Union Station Plaza Improvements

Scott Gapsevich, Engineering Supervisor, discussed Change Order No. 3, in the amount of $4,255.00 and Payment Request No. 3 and Final, in the amount of $18,252.49 for the Union Station Plaza Improvements.

b. Request for Authorization to Approve Change Order No. 1 for the Combined Sewer Overflow Long Term Control Plan Phase III Wet Weather Treatment Facility Project

Ms. Swisher, Civil Engineer, discussed Change Order No. 1, in the amount of $41,977.00, on behalf of Williams Brothers Construction Inc., for the Combined Sewer Overflow Long Term Control Plan Phase III Wet Weather Treatment Facility Project.

Motion to recommend Request for Authorization to Approve: a) Change Order No. 3 and Payment Request No. 3 and Final for the Union Station Plaza Improvements; and b) Change Order No. 1 for the Combined Sewer Overflow Long Term Control Plan Phase

III Wet Weather Treatment Facility Project to full Council was made by Councilman Larry

E. Hug.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Nays: None.

a. Report on Hydrant Repairs

Jim Eggen stated nine hydrants were fixed, seven were out of service and two were operational needing repairs. That puts the total at 56 out of service and 22 operational needing repairs.

Councilman Dickinson asked about the dust from the gravel from construction. He has received numerous calls. He asked if it is possible to get water trucks in construction areas. Mr. Eggen stated the crews try to keep the gravel off the edges of the project and they put in temporary patching. Watering the gravel is very expensive.

b. Report on Valves

Mr. Eggen stated two valves have been replaced and one eliminated due to the Glenwood Watermain Project. This leaves us with 16 out of service right now.

c. Utilities Contracted Services

Mr. Eggen stated there are no updates.
