Here is the minutes provided by the commission:

I. Call to Order

President Gilmour called the meeting to order at 6:00 pm in the Kendall County Board Room.

II. Pledge of Allegiance

All present recited the Pledge of Allegiance.

III. Invocation

Commissioner Prochaska offered an invocation for the meeting.

Commissioner Flowers entered the meeting at 6:03 pm.

V. Approval of Agenda

Commissioner Gryder made a motion to approve the Commission meeting agenda as presented.

Seconded by Commissioner Prochaska. Aye, all.

VI. Public Comment

Barry Lawlers gave commented on trail usage.

VII. Approval of Claims for an Amount Not-to-Exceed $12,597.52

Commissioner Hendrix made a motion to approve claims not-to-exceed $12,597.52. Seconded by Commissioner Cesich.

Preliminary FY20 Operating and Capital Fund Budgets for Publication

Commissioner Hendrix made a motion to approve the Kendall County Forest Preserve District preliminary FY20 Operating and Capital Fund budget for publication. Seconded by Commissioner Gengler.

Commissioner Gryder made a motion to approve the submission of a stormwater variance request to Kendall County for an amount not-to-exceed 0.3 acre-feet for phase I improvements at Pickerill-Pigott Forest Preserve, including payment of the required $1,250.00 application review fee. Seconded by Commissioner Hendrix.

XII. MOTION: Approval of a Pilot Bowhunt Program to Support Monitoring and Control of Chronic Wasting Disease in White-tailed Deer in Kendall County, including a Program Capacity Maximum of 60 Participants, $200.00 Non- Refundable Program Application Fee, Program Policies, and Guidelines

Director Guritz presented the pilot bowhunt program details.

Commissioner Cesich asked details of hunting season and if CWD has been found in Kendall County.

Director Guritz responded the season starts now but the program will go out October 15th and that CWD has been found in Kendall County.

Commission discussed the direct effects of population control on CWD with accordance of the program.

Commissioner Flowers made a motion to approve of a pilot bowhunt program to support monitoring and control of chronic wasting disease in white-tailed deer in Kendall County including a program capacity maximum of 60 participants, $200.00 non-refundable program application fee, program policies, and guidelines. Seconded by Commissioner Gryder.

XIII. MOTION: Authorization the Kendall County State’s Attorney to Initiate Litigation on behalf of the Kendall County Forest Preserve District to Address Ongoing Encroachment at Aux Sable Springs (Holt Road property)

Commissioner Gryder made a motion to approve the authorization of the Kendall County State’s Attorney to initiate litigation on behalf of the Kendall County Forest Preserve District to address ongoing encroachment at Aux Sable Springs (Holt Road property). Seconded by Commissioner Flowers.

XIV. Executive Session

There was no need for executive session.

XV. Other Items of Business

President Gilmour remarked a reminder for the Special Call Committee of the Whole meeting on October 2, 2019.

Commissioner Prochaska asked Director Guritz to discuss the closed trails at Hoover Forest Preserve.

Director Guritz remarked the encroachment bluff trail goes past District property, the include is a steep incline that is unsafe and harms ecology.

Commissioner Prochaska asked what percentage of Commission approve trails are closed. Director Guritz responded none of the approved trails have been closed.

XVI. Public Comments

Jim Wayman asked about the encroachment issue at Aux Sable Springs and pilot bowhunt program.

Barry Lawlers gave remarks on the trail closures, including the erosion and safety issues of the encroachment rail of the hill at Hoover Forest Preserve.

Commissioner Flowers made a motion to adjourn. Seconded by Commissioner Hendrix. Aye, all. Opposed, none. Meeting adjourned at 6:34 pm.
