Kendall County Forest Preserve Committee of the Whole met Dec. 14.

I. Call to Order
President Gilmour called the meeting to order in the Kendall County Office Building – Kendall County Board Rooms 209 and 210 at 4:30 pm.

Commissioner Koukol made a motion to approve the Committee of the Whole meeting agenda as presented. Seconded by Commissioner DeBolt. Aye, all. Opposed, none.

V. Executive Director’s Report
Director Guritz presented highlights from the Executive Director’s report.
VI. Review of Preliminary Financial Statements and Cost Center Reports for the Period Ending November 30, 2021
Director Guritz presented an overview of the preliminary Financial Statements and Cost Center reports for the period ending November 30, 2021. The District is on track for generating a surplus for FY21.
VII. Motion to Forward Claims to Commission
The Committee of the Whole reviewed the claims list. Commissioner Cesich made a motion to forward claims to Commission. Seconded by Commissioner DeBolt. Aye, all. Opposed, none.

VIII. WFI Mitigation, Inc. Wetland Mitigation and Stream Corridor Enhancement Projects Proposal Overview (Linden Graber and Mike Thompson)
Linder Graber, WFI Mitigation, Inc., presented a project proposal overview to Committee of the Whole for discussion. Direction was received to develop a full proposal and contract for Committee of the Whole review, including a future site development plan for Baker Woods Forest Preserve.
IX. Kluber Architects – Pickerill-Pigott Estate House Conversation Project Overview, Schedule and Architectural Plan Review Meeting Outcomes
Chris Hansen, Kluber Architects, presented a Pickerill-Pigott Estate House conversation project overview to Committee of the Whole for discussion. Kluber Architects is working to complete final drawings and bid specifications for the project. The Committee of the Whole discussed the project scope.
X. MOTION: Approval of a Motion to Forward the Pickerill Estate House Conversation Project Bid Specifications to the State’s Attorney’s Office for Legal Review (Architect Chris Hansen)
Commissioner Cesich made a motion to forward the Kluber Architects – Pickerill-Pigott Estate House conversion project bid specifications to the State’s Attorney’s Office for legal review. Seconded by Commissioner DeBolt. Aye, all. Opposed, none
XI. 2022 Summer Camp and Public Program Fees and Charges
Commissioner Cesich made a motion to forward the 2022 Summer Camp and Public Program Fees and Charges to Commission for approval. Seconded by Commissioner Gengler. Aye, all. Opposed, none.
XII. Other Items of Business
∙ Land Acquisition Project Updates: (1) Millbrook North Parcel Trade Proposal; (2) PIN # 05-09-176-007
Director Guritz provided updates on the Millbrook North Parcel Trade proposal (Wormley). Based on the Midwest Realty Consultants report (Heap), the Fox River frontage 25+/-- acres, and other wooded non-tillable acres were valued at $4,800 per acre, and does not support the requested revaluation of $12,675 per acre. Parcel trade negotiations were subsequently suspended.
The Committee of the Whole discussed owner interest (Jim Hughes) in selling the parcel to the District for $14,000 to $15,800 per acre. No direction was received to complete a parcel fair market valuation study.
∙ Hoover Forest Preserve – Meadowhawk Lodge Sewer Line Clearing and Inspection Results
Director Guritz reported on the need to secure proposals for repair/replacement of a 20’ section of sewer line.
∙ Special Use Permit Approval: Al Birdwell – New Year’s Day Hike – Hoover FP – Eagle’s Nest Shelter
Commissioner Kellogg made a motion to approve the Special Use Permit for Al Birdwell for a New Year’s Day hike at Hoover Forest Preserve, Eagle’s Nest Shelter. Seconded by Commissioner Gengler. Aye, all. Opposed, none.
