Here is the minutes provided by the Board:

I Call to Order

President Campbell called the regular meeting to order at 7:34 p.m. Present for roll call were Campbell, Martinez, Velazquez, Waldrop and Ward. There are two vacancies on the Board of Education. Others present were administrators Mayteka, Benson, Rasmussen, Schmidt, Palacios, Thurwanger and Superintendent Garcia and Board Secretary Benoit. Office staff present: Appel.

III Approval of Agenda

Velazquez moved, and Martinez seconded the motion, to approve the agenda as revised (tabling Report No. 17-113 Transportation Tracking & Student Ridership Upgrades), with a revised personnel report. Voting aye: Velazquez, Martinez, Campbell, Waldrop and Ward. Motion carried: 5 ayes, 0 nays, 2 vacancies.

IV Motion to Appoint Board Members to Fill a Vacancy on the Board of Education; Oath of Office to Newly Appointed Board Members

President Campbell announced that three candidates, plus Mike Jernigan (incumbent who ran for re-election in April), had submitted letters of interest to fill the 2 two-year vacancies on the Plano School District Board of Education. Mr. Campbell said that a committee of the Board interviewed the candidates, had very good discussions with all of them, and recommends Mike Jernigan and Kyle Klatt for the 2 two-year positions.

Ward moved, and Velazquez seconded the motion, to appoint Mike Jernigan to fill a two- year vacancy on the Board of Education effective May 2017-April 2019. The motion carried unanimously.

Ward moved, and Martinez seconded the motion, to appoint Kyle Klatt to fill a two-year vacancy on the Board of Education effective May 2017-April 2019. The motion carried unanimously.

Board members Mike Jernigan and Kyle Klatt simultaneously read the oath of office as administered by Board Secretary Benoit. Both will serve two-year terms until April 2019.

V Principal Welcome, Recognition & Celebrations

High School principal Eric Benson complimented the I-8 and senior artists who were recognized at the “Salute to Service” program. Mr. Joe Kampf complimented Andy Velazquez and Adam Nebel for their achievements at the Illinois Drafting Educators Association Regional Competition. Member Velazquez read the resolutions for her son.

V Principal Welcome, Recognition & Celebrations (cont.)

Mr. Benson reviewed high school progress and accolades, including the US News and World Report, the Washington Post and bronze status in the America’s Healthiest Schools. He also reviewed ACT and SAT data. Finally, he reviewed the slide showing the amount of scholarships that have been awarded to 2017 Plano High School seniors.

VI Opportunity for Visitors to Speak

The following visitors were present: Becky Iverson, Vicki Kern, Mike McIntosh, Yvonne Hill, Chris Fontanez, Brittany Pezold, Sheri Heller, Emily Les, Lauren Ryan and Leo Velazquez. Media representative Lyle Rolfe (Record) was present. No one wished to address the Board.

Ward moved, and Martinez seconded the motion, to approve the consent agenda as follows:

Motion to approve the Pre-K, K-6, Plano Middle and High Handbooks for a second reading and adoption.

G. Health/Dental/Life/Vision Insurance Renewal:

In an effort to minimize our premiums, we elected to move forward with a combined renewal for the 2017-2018 school year. This translated to employee health, dental, vision, and life coverage all renewed through BCBS and their subsidiary Dearborn National. The rates below indicate the monthly premium costs.

VIII Superintendent’s Report

For Information-

Report No. 17-108 PASEC Update-

PASEC Director, Amy Lee, discussed public day, indicating that students would probably remain at Opportunity School for FY18, while the PASEC Board investigates other options for future years.

The PASEC budget is in good shape, but they are waiting on State of Illinois funds to help balance the budget.

Mrs. Lee was pleased to announce that the on-site Illinois State Board of Education comprehensive compliance review went very well and PASEC has exceeded ISBE expectations. She thanked the Board, administrators and her staff for their support. Dr. Garcia complimented Mrs. Lee on her dedication this first year and said that the programs are all in place to support the needs of Plano and PASEC district students.

Report No. 17-109 Summer School Enrichment Update-

Dr. Thurwanger reviewed the summer enrichment enrollment of approximately 350 students. She said that 40 PASEC students will take part in the Extended School Year (ESY) program and enjoy the meal program and other benefits of the Plano School District program. She said there are still spots available for some program in order to enrich and enhance student’s summer learning.

Report No. 17-110 Curriculum Software Update-

Dr. Thurwanger provided an overview of Curriculum Trak, an online curriculum software program that is being considered to assist the district in meeting curriculum targets and maintaining the PK-12 curriculum database. It was chosen for its affordability, available customization and ease of use. This will be implemented for the 2017-18 school year and lead by the instructional coaches.

Report No. 17-111 Preschool for All (PFA) Grant Update-

Dr. Thurwanger reviewed the importance of preschool programming and the district’s preliminary plans for hours of operation, rationale and funding as they prepare to complete the expansion grant application.

Report No. 17-112 Middle School Roof/Window Project Update-

Bryan Appel reviewed the timeline for the Middle School roof and window project. The project will begin May 30th after the school year concludes on Friday, May 26th. There will be an add to the project in order to meet the color specifications in the amount of $11,000. There is money in the contingency to cover this add-on.

Report No. 17-114 Approve Overnight High School Trips-

High School Principal Eric Benson and Athletic Director Jim Schmidt reviewed the proposed list of overnight trip/activities for the 2017-18 school year. They reviewed the request form that all parties will need to complete if they wish to have an overnight trip considered for approval. President Campbell commented that he has always heard that Plano students represent themselves well on overnight/out of town trips and they make the school and community proud.

Ward moved, and Martinez seconded the motion, to approve the proposed changes to procedures for overnight trips for the 2017-18 school year.

Voting aye: Ward, Martinez, Campbell, Jernigan, Velazquez, Waldrop and Ward.

Motion carried: 7 ayes 0 nays.

Report No. 17-115 Approve Second Addendum to Plano Youth Tackle Football Agreement-

Jernigan moved, and Ward seconded the motion, to approve the Second Addendum to the Plano Youth Tackle Football Agreement, with a copy of said addendum to become part of the official minutes.

Voting aye: Jernigan, Ward, Campbell, Klatt, Martinez, Velazquez and Waldrop.

Motion carried: 7 ayes, 0 nays.

Report No. 17-116 Let Fuel Bids-

Ward moved, and Martinez seconded the motion, to let bids for fuel with the bid opening to be set for 9:00 a.m. on Wednesday, June 14, 2017 in the Administration Office located at 800 S. Hale Street, Plano, Illinois.

Voting aye: Ward, Martinez, Campbell, Jernigan, Klatt, Velazquez and Waldrop.

Motion carried: 7 ayes, 0 nays.

Report No. 17-117 Approve Process for Application for Waiver of School Code Mandate-Daily Physical Education Requirement and Set Date for Public Hearing-

Martinez moved, and Ward seconded the motion, to set a public hearing for 6:00 p.m. on Monday, June 12, 2017 at the Administration Office located at 800 S. Hale Street, Plano, to consider an application and plan to the Illinois State Board of Education, requesting that the elementary (K-3) schools in the district be granted the authority to waive the Daily Physical Education Requirement of the School Code (105 ILCS 5/27-6).

Voting aye: Martinez, Ward, Campbell, Jernigan, Klatt, Velazquez and Waldrop.

Motion carried: 7 ayes, 0 nays.

Report No. 17-118 Personnel Report-

Dr. Garcia regretfully announced the resignation of Mr. Edgar Palacios, Director of ELA & Assessments. He said he has been instrumental in developing a strong ELL and dual language program in the district. He said he has also helped meeting all guidelines with assessments. Dr. Garcia said it was a bitter farewell, as Mr. Palacios moves to a position closer to home. Mr. Palacios thanked the Board for being so generous and for supporting him during his years in the district. He said he has appreciated the great teamwork, leadership and people with whom to work.

Ward moved, and Velazquez seconded the motion, to approve the revised personnel report as follows:

▪ Board Secretary Benoit announced that FOIA’s from WSPY (information pertaining to Board Member candidacy, resignation and employment) and the Illinois Retired Teacher’s Association (list of retirees and email addresses for all district employees) were fulfilled.

▪ Board members commented that the Art Show was awesome.

▪ Board Secretary Benoit commented that she had received great comments about the “Salute to Service” program.

▪ Graduation will be at 2:00 pm. On Sunday. Graduates will wear their caps and gowns and walk through the halls of P.H. Miller & Centennial Schools in order to thank teachers and be good role models for the students.

▪ Board Secretary Benoit directed Board members to the flier about New Board Member Workshops taking place this summer.
