Plano Community Unit School District 88 Board of Education met June 12.

Here is the minutes provided by the Board:

I Call to Order

President Campbell called the special meeting to order at 6:01 p.m. Present for roll call were Campbell, Jernigan, Klatt and Ward. Member Martinez arrived at 6:02 p.m. and Members Velazquez and Waldrop were absent. Also present were District Operations Director Bryan Appel, administrators Edgar Palacios and Tracy Thurwanger, Superintendent Garcia and Board Secretary Benoit. There were no visitors or media representatives present.

III Approval of Agenda

Ward moved, and Jernigan seconded the motion, to approve the agenda.

Voting aye: Ward, Jernigan, Campbell, Klatt and Martinez.

Motion carried: 5 ayes, 0 nays, 2 absent.

IV Open Public Hearing on the ISBE Waiver of Section 5/27-6 of School Code (Daily Physical Education Requirement for Elementary Schools (K-3) in Plano School District)-

Martinez moved, and Klatt seconded the motion, to open the public hearing on the ISBE Waiver of Section 5/27-6 of School Code at 6:03 p.m.

Voting aye: Martinez, Klatt, Campbell, Jernigan and Ward.

Motion carried: 5 ayes, 0 nays, 2 absent.

Dr. Garcia explained that District 88 would like to apply for a daily physical education waiver for our elementary schools from the Illinois State Board of Education. He said there are several reasons district administration believes that the PE Waiver is necessary.

1. It is important to provide our students with intervention time to address both remedial and enrichment needs.

2. Providing daily physical education will limit our students’ exposure to Art and Music. We believe that these subjects are important to the development of the whole child.

3. We believe it is important for our students to receive daily physical activity. In our elementary buildings this is met by daily recess.

4. Many of our elementary teachers incorporate brain breaks into their daily instruction. These breaks involve physical activity that enhances cognitive function and academic achievement.

Dr. explained that this waiver would not be a change in the current curriculum or schedule that has been implemented since the waiver was approved previously. Member Jernigan confirmed that grades K-3 students would continue with PE classes three days per week. Member Martinez asked if students would still have daily recess and brain breaks when needed and Dr. Garcia said they would. Dr. Garcia said that the elementary principals would have attended this hearing, but they are both on their way to a principals’ conference in Springfield.

V Opportunity for Visitors to Speak/Time to Review Any Written Testimony

Dr. Garcia indicated that the Administration Office had not received any written testimony about the ISBE Application for the Waiver of the Physical Education Requirement for Elementary Schools.

VI Close Public Hearing

Hearing no other comments, Martinez moved, and Klatt seconded the motion to close the public hearing at 6:08 p.m.

Voting aye: Martinez, Klatt, Campbell, Jernigan and Ward.

Motion carried: 5 ayes, 0 nays, 2 absent.

VII Action on Physical Education Waiver Request

Jernigan moved, and Ward seconded the motion, to approve the Physical Education Waiver and authorize submission of the waiver application to ISBE requesting Physical Education Waiver for Elementary (K-3) buildings in the Plano School District.

Voting aye: Jernigan, Ward, Campbell, Klatt and Martinez.

Motion carried: 5 ayes, 0 nays, 2 absent.

VIII Superintendent’s Report

Report No. 17-118 Personnel Report Martinez moved, and Jernigan seconded the motion, to approve the revised personnel report as follows:

1. Administrator Contract:
