Here is the minutes provided by the Council:

Mayor Olson called the meeting to order at 7:00 pm.

Pledge of Allegiance

Roll call was taken:

Present: Mayor Olson, City Clerk Ii, Aldermen Chmielewski, Dell, Killey, McMahon, O’Sullivan, Redden & Robinson

Also present: Attorney Gottschalk, City Engineer / Director of Public Works Horak, Chief Bianchi & EMA Director Ciciora

Absent: City Treasurer & Alderman Kelleher

Approval of Minutes:

Motion was made by Alderman McMahon and seconded by Alderwoman Killey to approve the Regular Council Meeting of June 12, 2017 and the Committee-of-the-Whole Council Meeting for June 19, 2017. Aye: Aldermen Chmielewski, Dell, Killey, McMahon, O’Sullivan, Redden & Robinson Nay:0 Motion carried 7:0

Approval of June Semi-Monthly Bills:

Motion was made by Alderwoman Killey, and seconded by Alderman Robinson approving payment of the June semi-monthly bills in the total amount of $186,028.60. Aye: Aldermen Chmielewski, Dell, Killey, McMahon, O’Sullivan, Redden & Robinson Nay:0 Motion carried 7:0

Mayor Olson:

Ordinance 2017-10 entitled “An Ordinance Amending Various Sections of Chapter 14 “Animals”, Article I “In General” of the Municipal Code of the City of Sandwich, DeKalb and Kendall Counties, Illinois” was presented for passage. Alderman Redden protested that the language regarding that the City would not enforce a subdivision’s restriction to chicken raising (paragraph “O” of the ordinance draft) was eliminated. He felt that the paragraph, if left in place, would put a homeowner on notice to check their restrictive covenants before going through the permit process. At last week’s meeting, the majority of the Council favored eliminating this paragraph thus putting the burden on the homeowner’s association to enforce a subdivision covenant prohibiting chickens. The ordinance will become valid ten (10) days after publication.

Motion to pass Ordinance 2017-10 as presented was made by Alderman McMahon, and seconded by Alderman O’Sullivan. Aye: Aldermen Chmielewski, Killey, McMahon, O’Sullivan & Robinson Nay: Aldermen Dell & Redden Motion carried 5:2

Main Street Pub & Grill Grand Opening is scheduled for August 6th instead of the original July 29th. A request has been made to close a portion of Center Street for entertainment, and a pig roast will be held in the parking lot. Final details will be provided by Chief Bianchi in the upcoming weeks.

Executive Session for collective negotiations under Section 2(c)(2): Mayor Olson requested Executive Session at the end of the meeting adding that no action will be taken.

City Treasurer – Absent

Director of Public Works & City Engineer Horak:

Brush pickup related to the June 14th storm has been completed. The City will return to the normal pickup schedule with Ward 4 on Monday, June 26th.

Illinois Department of Commerce & Economic Opportunity 2016 / 2017 Public Sector Energy Efficiency Standard, Custom & Clean Water Inventive Program – 2017 LED Street Lighting Upgrades: Engineer Horak requested a motion to approve payment to Twin Supplies, Ltd. of Oak Brook, IL in an amount of $16,089.00. This is for the Center Street lighting project.

So moved by Alderman McMahon, and seconded by Alderman Robinson. Aye: Aldermen Chmielewski, Dell, Killey, McMahon, O’Sullivan, Redden & Robinson Nay:0 Motion carried 7:0

Zoning Board of Appeals will hold their regular meeting on Tuesday, June 27, at 6:30 PM in the City Hall Annex. A public hearing for ZBA 2017-02 will be held for the recommendation of approval for a reduction of required off-street parking spaces in an M-2 zoning district for 1305 E. 6th Street. Business Meadowvale is requesting a reduction in parking spaces from the required 101 spaces to 75.

2017 Lisbon Street – Green to Main Reconstruction Project: Engineer Horak requested a motion to approve the proposal from Etscheid, Duttlinger & Associates for the engineering construction services in an amount not to exceed $49,140.00.

Motion made by Alderman Redden, and seconded by Alderman O’Sullivan. Aye: Aldermen Chmielewski, Dell, Killey, McMahon, O’Sullivan, Redden & Robinson Nay:0 Motion carried 7:0

A preconstruction meeting has been rescheduled from June 27th to Thursday, June 29th at 9 am with mobilization on July 7th. It was noted that the land acquisition for the additional parking is still being reviewed but will not delay the construction of the infrastructure upgrades.

Electronic Recycling: A conference call meeting will be held on Wednesday, June 28th with the DeKalb County Health Department to discuss potential July 1st price increases for the electronic recycling program.

Local Pretreatment Limits Evaluation & Sewer Use Ordinance Revisions Assistance (Strand Task Order 16-02): Engineer Horak requested a motion to extend the completion date to December 29, 2017.

Pratt Road Bridge – FY 2022 Major Bridge Program Application: IDOT (Illinois Department of Transportation) did not select the Pratt Road Bridge for inclusion into the program. The next application cycle will be in September, 2017.

2010 IDOT Traffic Signal Maintenance Agreement: The City has made application for reimbursement for traffic signal maintenance in an amount of $2,148.73 for July 1, 2016 to current, and $433.50 for prior to July 1, 2016. The reimbursements are to be brought in under budget line item”001.0000.10.4220 IDOT Sign Maint”.

Chief Bianchi reported that the adjudication program has now entered its second month with minimal problems.

Alderman Kelleher – Absent

Alderwoman Killey announced that the finance committee will meet immediately following the COW meeting on Monday, July 3rd.

Alderman McMahon – No report

Alderman Redden reminded the Council that the sales tax increase will take effect on Saturday, July 1st. Businesses have been advised by IDOR via e-mail or mailed notifications.

Alderman Robinson – No report

Audience Comments: Debbie Rankin, a resident on First Street, addressed the Council regarding loud train horns. She said one is unable to hear the television or carry on a telephone conversation due to the loud horns that seemingly sound from one end of town to the other when passing through Sandwich. Although the Council was sympathetic and agreed for the most part, they indicated that this problem was researched several years ago and found to be cost prohibitive. A study, per intersection would need to be conducted at an estimated cost of $100,000.00. Earlier studies indicated that some crossing would need to be closed permanently to qualify for a ‘no horn’ area, such as Lafayette, Eddy and Green Streets. Ms. Rankin indicated she would conduct some research on her own and report back to the City.

Motion made by Alderman Robinson and seconded by Alderman O’Sullivan to go into executive session at 7:40 pm, pursuant to Section 2(c)(2) “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” Aye: Aldermen Chmielewski, Dell, Killey, McMahon, O’Sullivan, Redden & Robinson Nay:0 Motion carried 7:0

Motion to return from Executive Session: Motion made by Alderman Redden and seconded by Alderman Robinson to return to regular session at 8:34 PM. Motion carried unanimously by voice vote.

Adjournment:

There being no further business to come before the Council, motion made by Alderman Redden and seconded by Alderman Robinson to adjourn the Regular Council meeting at 8:35 pm. Motion carried unanimously by viva voce vote.
