PRESENTATION:

Existing Conditions Report of South Side Industrial Area Development - Derek Conley, Economic Development Specialist

Derek Conley, Economic Development Specialist, gave a brief report regarding the south side industrial area corridor and how it currently looks and what is the future.

Mayor O'Dekirk recommended continuing these discussions with the Economic Development Committee.

It is the policy of Mayor O’Dekirk to vote only in the event that the vote of the city council has resulted in a tie, or where a vote greater than a majority of council members is required in order to adopt an ordinance or resolution.

A brief discussion was held regarding the City's Comprehensive Plan.

Mary Beth Gannon spoke concerning Interim City Manager Steve Jones' salary and two council members taking insurance stipends.

308-20 Request for Authorization to Approve Change Order No. 3 for the Rock Run and West Park interceptor Rehabilitation Project to Visu-Sewer in the amount of $46,788.21

309-20 Request for Authorization to Approve Change Order No. 1 for the Well 29D Rehabilitation Project to Water Well Solutions Inc. in the amount of $60,978.00

Motion to Approve Council Memos #308-20 and #309-20 was made by Councilman Larry E. Hug.

Motion seconded by Councilwoman Bettye Gavin. 

Motion carried by the following vote: 

AYES: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, Councilman Michael F. Turk 

NAYS: None 

ABSTAIN: Mayor Robert O'Dekirk

CITY MANAGER:

The City Manager discussed the effects of the COVID-19 virus on City revenues, budget deficit, and the need for a temporary reduction in salary expenses.

A brief discussion was held regarding the reduction in overtime.

NEW BUSINESS (Not for Final Action or Recommendation):

Councilwoman Quillman stated concerns regarding state Route 53. Mayor O'Dekirk stated I-80 is also a concern.

Director of Public Works Jim Trizna gave the Council an overview of the temporary road closure of Route 53.

The Mayor and Mr. Trizna had a brief discussion regarding recent flooding issues in the far west portion of Joliet.

Councilman Hug and Councilwoman Quillman also addressed concerns regarding recent flooding.

PUBLIC COMMENTS:

Kathy Spieler thanked the Council and staff, and Will and Grundy Building Trades for mask distributions.

Ms. Spieler proposed rescinding funding for the library and asked for vote. She also suggested selling the Campbell street fire house and use the money to fix the roof at Station One's firehouse.

Audrey Secko spoke regarding the City Manager position and the purchase of new city vehicles. She also spoke regarding crime.

Tamara Cummings with the FOP Labor Council spoke on behalf of the patrol union and voiced frustration over eleven pending discipline cases appealed with the Board of Fire and Police.

MAYOR AND COUNCIL COMMENTS:

Councilman Dickinson thanked all first responders during this time.

Councilwoman Quillman informed everyone that May is Mental Health Month and highlighted blue ribbons around town for first responders.

Mayor O'Dekirk gave a brief explanation of the proposal to reopen restaurants and thanked first responders.

Councilwoman Reardon briefly discussed the recent flooding issues on the far west side of the City.
