City of Joliet Historic Preservation Commission met May 27.

Here is the minutes provided by the commission:

1. CALL TO ORDER

2. DECLARATION OF QUORUM

PRESENT: Quinn Adamowski, Mary Beth Gannon, Bill Habiger, Candace Johnson, Kailee Lowry, Sharon Merwin, Sara Stovall.

ABSENT: Kevin Heinemann, Greg Peerbolte.

3. APPROVAL OF MEETING MINUTES

a. January 22, 2020 Meeting Minutes

Motion to Approve January 22, 2020 Meeting Minutes subject to changes mentioned was made by Candace Johnson.

Motion seconded by Sara Stovall. 

Motion carried by the following vote: 

AYES: Mary Beth Gannon, Bill Habiger, Candace Johnson, Kailee Lowry, Sharon Merwin, Sara Stovall. 

NAYS: None.

4. CITIZENS TO BE HEARD ON AGENDA ITEMS NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Meeting Agendas, Minutes, & Videos” web page. In-person public speaking is temporarily suspended. This section is for anyone wanting to speak regarding items listed on the agenda, except for items listed as a Public Hearing. Anyone speaking on an agenda item is entitled to speak for a maximum of 4 minutes. It is not a question and answer period and staff and the Commission do not generally respond to public comments. Please note speakers who engage in conduct injurious to the harmony of the Commission shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.

5. COMMITTEE AND STAFF REPORTS

a. Staff Report

Ms. Bernhard reviewed and read staff report for the request of a Certificate of Appropriateness for property located at 815 Western Avenue.

a. Certificate of Appropriateness: 815 Western Avenue – Solar Panels on west elevation of roof 

Ms. Bernhard read the staff report into the record.

Motion to Approve Move New Business on the agenda order: Certificate of Appropriateness: 815 Western Avenue – Solar Panels on west elevation of roof was made by Sharon Merwin.

Motion seconded by Candace Johnson. 

Motion carried by the following vote:

AYES: Quinn Adamowski, Mary Beth Gannon, Bill Habiger, Candace Johnson, Kailee Lowry, Sharon Merwin, Sara Stovall.

NAYS: None.

There was discussion regarding the lack of information that is available to regulate solar panels in historic districts. There was a comment for staff to obtain more information regarding solar panels. There was discussion regarding specific solar panels that would not be favorable. Ms. Thomas, property owner, briefly described the project. A Commission member requested that the property owner figure out how to relocate a few solar panels.

The Commission requested City staff contact Mr. Mike Jackson and obtain information from Historic communities to help the Commission make an educated decision regarding this request.

Motion to Refer Certificate of Appropriateness: 815 Western Avenue – Solar Panels on west elevation of roof to a public hearing at next month's meeting was made by Candace Johnson.

Motion seconded by Bill Habiger. 

Motion carried by the following vote: 

AYES: Quinn Adamowski, Bill Habiger, Candace Johnson, Kailee Lowry, Sharon Merwin, Sara Stovall. NAYS: Mary Beth Gannon.

b. Certificate of Appropriateness: 205 S. Eastern Avenue – Exterior repair and renovations

Ms. Bernhard read the staff report and staff recommendation into the record.

There was discussion regarding the scope of work that was submitted by the applicant and the staff recommendations. There was also discussion regarding the need for a signed Memorandum of Understanding between the City and applicant.

The property owner stated the history of the property and the proposed use of the property. There was discussion regarding the improvements to be made to the property. A Commission member questioned if there is work the property owner could do that do not required Commission approval if the Commission tables this agenda item. Ms. Bernhard stated like for like improvements could be made on a property but Ms. Bernhard was not confident the property owner understood the process and the project would be like for like. The property owner stated she spoke with Mr. Gabe Friend regarding the project. Ms. Bernhard informed the Commission and property owner the purpose and importance of the Memorandum of Understanding. There was discussion regarding the proposed project and request. There was discussion regarding the proposed project.

A Commission member suggested the property owner meet with staff to make recommendations on behalf of the Commission regarding the project and materials to be used. Ms. Bernhard stated the property owner is able to submit a plan for siding and replacement of windows (wood) and she can review and possibly obtain administrative approval.

Motion to Table Certificate of Appropriateness: 205 S. Eastern Avenue – Exterior repair and renovations to next month’s meeting with the conditions that the MOU is completed and work with City staff to obtain recommendations for improvements was made by Bill Habiger.

Motion seconded by Sharon Merwin. 

Motion carried by the following vote: 

AYES: Quinn Adamowski, Mary Beth Gannon, Bill Habiger, Candace Johnson, Kailee Lowry, Sharon Merwin, Sara Stovall. 

NAYS: None.

c. Annual Awards Program: Select awardees

Ms. Bernhard stated the Commission at the COW meeting recommended three properties for consideration by the Commission for the annual Historic Preservation Award. Those properties are 623 Western Avenue, 619 McDonough Street and 10 Hunter Avenue. The Commission agreed the award for 623 Western Avenue will be for sympathetic renovations to the garage and landscaping as well as interior remodeling that enhanced the historic character of the home and neighborhood.

The Commission agreed the award for 619 McDonough Street will be for exterior rehabilitation work that enhanced the historic character of the home and neighborhood.

8. COMMISSIONERS COMMENTS

A Commissioner mentioned an obituary that she came across for Ross Henry D. Young that passed away May 7, 2020. The Commissioner stated his importance related to architecture related to the City of Joliet.
