Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order by Mayor Rennels in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag. Roll Call:

There was a quorum.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve the minutes of the regular meeting on November 22, 2021. A unanimous “Aye” voice vote was heard. The motion passed.

 AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of December 13, 2021. A unanimous “Aye” voice vote was heard. The motion passed. WAGE REPORT: NONE

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Rennels.

MAYOR’S REPORT: Michael Rennels

Mayor Rennels thanked everybody for their work and participation in the Rockin’ Christmas event. A little over 300 gift cards were distributed to those in need.

CITY ATTORNEY: William Thomas

Ordinance 2021-22- Tax Levy

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve an ordinance for the Tax Levy.

Resolution #R2021-26 Acceptance of credit cards

A motion was made by Alderman Mulliner, seconded by Alderman Fawver, to approve a resolution amending the City of Plano Resolution # 2006-13 authorizing acceptance of credit card payments for certain municipal obligations. This resolution amends the previous resolution by allowing the city to collect a convenience or surcharge from the customers.

Resolution #R2021-27 Façade improvement grant agreement

A motion was made by Alderman Fawver, seconded by Alderman Mulliner, to approve a façade improvement grant agreement, with the Wash House, Carol E. Ohligschlager & Christine Morel at 719 W. Rt. 34, Plano, IL.

Voting “Nay”:

Resolution #R2021-28 MFT maintenance

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve a resolution for maintenance under the Illinois Highway Code in the amount of $ 11,005.00.

Resolution #R2021-29 Tax abatement SSA 1 & 2

A motion was made by Alderman Fawver, seconded by Alderman Eaton, to approve a tax abatement resolution, partial abatement only for SSA # 1 & 2, series 2014 (Lakewood Springs Project). Roll Call:

Voting “Nay”:

Absent: Williams, Swoboda

Resolution #R2021-30 Tax abatement SSA 3 & 4

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve a tax abatement resolution, partial abatement only for SSA # 3 & 4, series 2015 (Lakewood Springs Project). Roll Call:

Resolution #R2021-31 Tax abatement SSA 5

A motion was made by Alderman Eaton, seconded by Alderman DeBolt, to approve a tax abatement resolution, partial abatement only for SSA # 5, series 2006 (Lakewood Springs Club Project). Roll Call:

Resolution #R2021-32 Tax abatement SSA 6

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve a tax abatement resolution, partial abatement only for SSA # 6, series 2007 (Lakewood Springs Club Unit 7A Project).

Resolution #R2021-33 GO bond tax abatement

A motion was made by Alderman Eaton, seconded by Alderman Fawver, to approve a tax abatement resolution for the $ 3,080,000.00 City of Plano, Kendall County, Illinois general obligation refunding bonds (Alternate revenue source), series 2016.

Voting “Nay”:

Absent: Williams, Swoboda

Motion carried.

WARRANTS:

A motion was made by Alderman Fawver, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated November 30, 2021 in the amount of $ 113,762.98.

Voting “Nay”:

Motion carried.

A motion was made by Alderman Fawver, seconded by Alderman Mulliner, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated December 13, 2021 in the amount of $ 798,689.64.

CITY CLERK: Kathleen Miller

The MFT compliance review covering January 1, 2019 through April 30, 2020 was distributed with the meeting packets for the Council’s information.

A motion was made by Alderman Fawver, seconded by Alderman Nadeau, to approve the 2022 schedule of regular meetings for City Council, Plan Commission, Police Commission, Standing committees of the city and the Plan Commission submittal dates. Alderman Eaton requested a change to the Streets & Utilities committee meeting to be at 7:00 PM instead of 6:00 PM.

CITY TREASURER: Zoila Gomez

The October 31, 2021 Treasurer’s report was in the amount of $ 11,146,459.53 and the October 2021 disbursements were in the amount of $ 762,663.43; both were distributed in the meeting packets. The Treasurer thanked the Council for approving the tax levy ordinance.

POLICE CHIEF’S REPORT: Chief Whowell

The Chief informed the Council that the department had accepted the resignation of Ashley Nimee. Officer Favela is set to graduate the police academy on Friday and will start his field training program shortly after. The PD will be delivering 15 gift cards to Plano 88 students this week as part of the shop with a cop program. The Chief thanked all who participated and worked on the Plano Rockin’ Christmas event. DIRECTOR OF PUBLIC WORKS/CITY ENGINEER: D. Boyer, J. Beyer, K. Tisberger

Karl informed the Council that the leaf pick up is finished. Darrin informed the Council that the city will be audited by the IEPA on Thursday for the MS program.

BUILDING, PLANNING & ZONING: Jeff Sobotka – Nothing to report

COMMITTEE REPORTS:

The Aldermen thanked everybody that participated and volunteered to put the Rockin’ Christmas event together.

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner has a meeting January 6, 2022 at 5:59 PM to discuss the EAP and IT issues. Alderman Mulliner let the city crews know that Kay Mulliner sends her thanks for the work they have done at The Depot.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt

Alderman DeBolt congratulated Kathy Benoit and Denel Whitmer for winning the Ross Grieter Spirit awards. Kathy won for 2020 and Denel for 2021. The award is very special to Alderman DeBolt, his nephew was Ross. Alderman DeBolt called a meeting for December 21, 2021 at 6:00 PM.

COMMUNITY DEVELOPMENT: Alderman Fawver

Alderman informed the Council that OC Creates is working with Civic Plus on the website, the survey link should be available soon. He had to cancel is December 14th meeting, a new meeting was called for January 11, 2022 at 6:30 PM.

FINANCE: Alderman Swoboda - Absent

Alderman Fawver called a meeting for January 10, 2022 at 5:15 PM.

PARKS: Alderman Johns

Alderman Johns did not have a quorum for his December 7th meeting. The disc golf baskets have been removed and put into storage for the winter. A report was given about the dog park; there will be a dedication in the Spring. The Go Fund Me donations are up to $ 9,000.00.

PERSONNEL & INSURANCE: Alderman Williams - Absent

Alderman Mulliner reported that the committee met on December 8, 2021 and discussed a stipend for Jeff Sobotka.

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve an annual stipend of $ 10,000.00 for Jeff Sobotka as interim Director of Building, Planning and Zoning; to be paid bi-weekly. Roll Call:

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau thanked everybody that worked on and participated in the Rockin’ Christmas and Holiday lights events.

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton has a meeting on December 15, 2021 at 6:00 pm. There will be other meetings on January 13th and 27th, 2022 at 7:00 PM.
