Kendall County Forest Preserve District Finance Committee met Aug. 25.

I. Call to Order
Chairman Gengler called the meeting to order at 4:00 pm in the Kendall County Administration Building, Rooms 209 and 210.

III. Approval of Agenda
Commissioner DeBolt made a motion to approve the meeting agenda as presented. Seconded by Commissioner Kellogg. Aye, all. Opposed, none.
IV. Public Comments

V. Motion to Forward Claims to Commission for Approval
Commissioner DeBolt made a motion to forward claims to Commission. Seconded by Commissioner Kellogg. Aye, all. Opposed, none.
VI. Review of Financial Statements through July 31, 2022
Director Guritz presented an overview on the financial statements through July 31, 2022.
VII. Subat Forest Preserve Nature Center - Master Plan and Probable Costs for Construction - Wright and Company
• Review of a Proposal to Develop and Submit a 50/50 FY22 OSLAD Grant Proposal for $600,000
The Finance Committee discussed the Subat Master Plan and gave direction to bring forward the proposal to develop and submit a $600,000 FY23 IDNR-OSLAD proposal to Commission.
VIII. RES, Inc. Proposal - Little Rock Creek Forest Preserve - Dam Removal Project Director Guritz presented a proposal for the Little Rock Creek Forest Preserve Dam Removal Project. The County's strorm water impact fees may be used as match to leverage an EPA Section 319 Grant and/or IDNR-OSLAD grant if the District times out the work, including development of the scope(s) of work and probable costs for construction to be completed by the grants. The caveat is that once the Section 319 project is awarded, time will be constrained to apply for and complete a preserve improvements project at Little Rock Creek Forest Preserve.
IX. Pickerill-Pigott Estate House - Pre-Bid Meeting Agenda and Kluber Plan Room Participation
• Review of Final Contractor Donations
• Review of Final Contract Deduct Alternates
• Bid Opening - September 1, 2022 at 3 pm
Director Guritz presented an overview of final documents for the Pickerill-Estate House. The pre- bid meeting agenda was presented for review and discussion.
X. FY23 Preliminary Budget Draft for Discussion
Director Guritz presented a FY23 preliminary budget draft for discussion with Finance Committee. The potential revenues and expenses from carbon credits, and from integrating the Kendall County Outdoor Education Center's operations into the District's cost center budgets initially included will be taken out of the preliminary budget for Fund 1900 until firm commitments are understood.
