City of Plano City Council met Feb. 10.

Here are the minutes provided by the council:

The regular meeting of the Plano City Council was called to order on Monday, February 10, 2025, at 6:00 p.m., by Mayor Michael Rennels in the Council Room at City Hall. Mayor Rennels led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on January 27, 2025. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Williams, seconded by Alderman Swoboda, to approve the agenda for the regular meeting of February 10, 2025. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated February 10, 2025 in the amount of $200,359.46.

Voting “Aye”: Wickens, DeBolt, Johns, Mulliner, Nadeau, Swoboda, Williams

Voting “Nay”:

Absent: Fawver

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated February 11, 2025 in the amount of $1,397.21.

Voting “Aye”: Wickens, DeBolt, Johns, Mulliner, Nadeau, Swoboda, Williams

Voting “Nay”:

Absent: Fawver

Motion passed.

WAGE REPORT:

A motion was made by Alderman Wickens, seconded by Alderman Johns, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated December 2024 in the amount of $366,447.48.

Voting “Aye”: Wickens, Johns, DeBolt, Mulliner, Nadeau, Swoboda, Williams

Voting “Nay”:

Absent: Fawver

Motion passed.

A motion was made by Alderman Wickens, seconded by Alderman DeBolt, to accept the report of the Finance Committee and that orders are drawn on the Treasury to pay per warrant list dated January 2025 in the amount of $565,771.65.

CITY ADMINISTRATOR’S REPORT: Martin Shanahan Jr.

Resolution #2025-13 A resolution for Blue Cross Blue Shield of Illinois insurance benefits A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve a resolution approving the renewal of employee benefits for Health-Blue Cross Blue Shield of Illinois; Dental-Metlife; Vision-VSP; and Life Insurance-Dearborn, for the period of March 1, 2025 to March 1, 2026. Attorney Thomas said the pricing is essentially consistent to last year’s pricing and coverage.

City Administrator Shanahan said there are two open positions: Community Outreach Coordinator and Waste Water Treatment Plant Operator 5. Both positions are on the city’s website. He also stated that work on City Acres to return the property to a sellable position, is going slowly. He gave Jeff Sobotka’s apologies for not being at the meeting tonight as he is sick.

CITY ATTORNEY’S REPORT: William Thomas

Ordinance #2025-02 An ordinance adding Section 108, Hiring of Relatives, to the City’s Personnel manual

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to approve an ordinance adding Section 108, Hiring of Relatives, in the City of Plano Personnel Policy manual. Attorney Thomas said in the last couple of meetings this topic has been reviewed. The previous Section 108 was found to be dated, insufficient, and did not actually talk about hiring relatives.

Ordinance #2025-03 An ordinance amending a bulk rock salt storage IGA with Kendall County A motion was made by Alderman Johns, seconded by Alderman DeBolt, to approve an ordinance approving and authorizing the execution of an amendment to the July 20, 2010 intergovernmental agreement between Kendall County and the City of Plano concerning the storage of bulk rock salt. Attorney Thomas stated Plano has been paying a yearly fee of $250.00. Starting January 1, 2026, the yearly fee will increase to $500.00.

Treasurer Gomez asked Council members to read the Budget memo, and call their respective committee meetings accordingly to discuss the budget.

POLICE CHIEF’S REPORT: Norm Allison-nothing

PUBLIC WORKS REPORT: D. Boyer-absent, N. Rossaert-nothing, J. Beyer-absent, K. Tisberger Karl stated given the weather forecast, there should be no parking on the streets and road conditions will be less than favorable. He asked for patience as the city crews work to clear the streets.

DIRECTOR OF BUILDING, PLANNING & ZONING’S REPORT: Jeff Sobotka-absent

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner-nothing

BUILDINGS, GROUNDS, AND ZONING: Alderman Williams

Alderman Williams called a meeting for March 4, 2025 at 5:30 p.m. to discuss the budget.

COMMUNITY DEVELOPMENT: Alderman Fawver-absent

FINANCE: Alderman Wickens

Alderman Wickens called a meeting for February 24th, 2025 at 5:15 p.m.

PARKS: Alderman Johns

Alderman Johns gave an update on several city parks. There will be work on two memorial benches for Foli Park and Lathrop Park. Most of the materials for a gaga ball pit, for an Eagle Scout project for Gorman Park, have been picked up. The flags at Memorial Park are fraying. Karl will be switching them with new flags. There will be a picnic table and bench at Ray Niles Park, and a portable bench at Hemmingsen Park. Alderman Johns called a meeting for February 20, 2025 at 4:30 p.m. to discuss the budget.

PERSONNEL & INSURANCE: Alderman Swoboda-nothing

SPECIAL EVENTS: Alderman Nadeau

Alderman Nadeau called a meeting for February 20, 2025 at 4:00 p.m.

STREETS & UTILITIES: Alderman DeBolt-nothing

CITIZENS’ COMMENTS: none

CLOSED SESSION: 5 ILCS 120/2 (c)(21)

A motion was made by Alderman Swoboda, seconded by Alderman DeBolt, to go into closed session for the semi-annual review and discussion of minutes of meetings lawfully closed under the Open Meetings Act mandated by 5 ILCS 120/2.06 (d).

Voting “Aye”: Swoboda, DeBolt, Johns, Mulliner, Nadeau, Wickens, Williams

Voting “Nay”:

Motion passed.

A motion was made by Alderman Nadeau, seconded by Alderman Swoboda, to return to open session. Attorney Thomas said no action was taken during closed session.

Motion passed.

A motion was made by Alderman Swoboda, seconded by Alderman Johns, that the need to maintain confidentiality still exists as to all, or a portion of, those closed session minutes.

ADJOURNMENT:

A motion was made by Alderman Swoboda, seconded by Alderman Nadeau, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:29 p.m.
