Here is the minutes provided by the Board:

Call to Order and Pledge of Allegiance:

President Gail Johnson called the meeting to order at 6:15 p.m. and led the Pledge of Allegiance to the Flag of the United States of America.

Roll Call:

Physically Present: President Gail Johnson; Trustees Ryan Kauffman; Karin McCarthy-Lange, Pam Parr, Luis Perez, Judy Sollinger and Joe West.

Staff Present: Dan Di Santo, Village Administrator; Tina Touchette, Village Clerk; Jennifer Hughes, Public Works Director; Jeff Burgner, Police Chief; Jay Hoover, Building & Zoning Manager; and Dean Roberts, MWL Architects.

Consideration Of And Possible Actions On Any Requests For Electronic Participation In Meeting:

There was no one who requested to attend electronically.

Public Forum:

The Public Forum was opened at 6:15 p.m. There was no one who requested to speak; the Public Forum was closed at 6:15 p.m.

New Business:

E.1. New Police Headquarters Construction:

1) Resolution Authorizing Gilbane Building Company to Accept the Add Alternate for Construction of the New Police Headquarters Parking Garage for Building Excavation to S&K Excavation & Trucking Inc. in the Amount of $6,800.00.

2) Resolution Authorizing Gilbane Building Company to Accept the Add Alternate for Construction of the New Police Headquarters Parking Garage for Concrete Work to Concrete by Wagner in the Amount of $90,308.00.

Chief Burgner addressed the Board regarding the summary of the project costs and the construction of a parking garage. A summary of costs spreadsheet was provided to the Village Board and staff present.

Project Costs Summary:

• Current amount over budget= $291,425

• Additional money in value engineering= $285,945

• Amount over budget minus the value engineering= $5,480

• Construction contingency/allowances= $814,665 (reserves)

• Owner contingency= $399,688 (reserves)

Parking Garage:

During the design phase for the new police headquarters, it was determined that designing and bidding of a semi-enclosed parking structure, as an alternate, would be beneficial to the project. The concept of a parking garage would have a significant benefit on the operation of the police department. The intent was to improve the ability for officers to set up their squad cars and equipment in an efficient manner while providing a level of protection from the weather. In the current police facility, the squad parking lot is not adjacent to the equipment area where the police equipment is stored. There is also no covered protection for the front line police fleet. By adding a parking garage, the officers and squads will have protection from the weather when setting up/taking down their squads; as well as responding from the police facility for calls for service. The structure will provide a level of cover which will protect the squads from enduring inclement weather such as snow, hail, ice storms or other similar weather related events. Officers will not need to clear snow or ice off the squads. It will also provide a shaded area where the electronic police equipment installed in the squads will not be subject to direct sun and extreme heat; extending the life of the equipment and reducing functional down time. The parking garage will house 20 vehicles; be partially enclosed; and will not be heated. While conducting tours of area police facilities, staff noted Hanover Park, Hoffman Estates, Aurora, Moline, Rock Island and Ankeny (Iowa) all have some form of a parking garage or structure.

Bids were opened on March 10, 2017 for Building Concrete and Excavation work for the new police facility. The bids for the excavation and concrete work for the alternate parking garage totaled $97,108.00. The total bids for the parking structure came in at approximately $491,777.00. The excavation and concrete work are on the critical path where approval is needed immediately to keep the project on schedule and not require the excavation and concrete trades to have to remobilize to conduct the work at a later date.

Board and staff discussion focused on taking time to vet for valued engineering; staying within budget; how much over budget if the parking garage is built; summary of project costs document is for the overall budgeting of the project; currently not over budget; will use from reserves; total price of the parking garage is $491,777.00 which includes $97,108.00 for the footings; reserves may increase by $285,945 with valued engineering; may be able to release additional contingency as the project continues; Montgomery, North Aurora and Plainfield do not have parking garages; how long a squad car is parked and subject to the elements; whether a parking garage is needed; Aurora has a parking garage because of parking issues; protecting computers and equipment from the elements; what the dollar amount is for damaged equipment; extending the life of equipment by keeping it out of the elements; in-car cameras are getting repaired frequently; new police facility will not be protected by trees like the current facility is; will see efficiencies in loading/unloading with a parking garage; officers are excited about a parking garage; quality of life; safety benefits with a parking garage; preventing and minimizing risks (slips and falls); not sure a parking garage is worth it for $500,000; Trustee Parr and McCarthy-Lange are on the Committee for the new police headquarters; garage has been the number one element and alternate; money is well spent on building a parking garage; prefer the garage not be fully enclosed; semi-enclosed seems to work better; safety is a concern; prefer the officers be protected; only asking for footings be put in place right now; being responsible with the budget; staff, HOK and Gilbane have all worked on this project.

There was no further discussion.

A motion was made by Trustee McCarthy-Lange and seconded by Trustee West to Approve a Resolution Authorizing Gilbane Building Company to Accept the Add Alternate for Construction of the New Police

Headquarters Parking Garage for Building Excavation to S&K Excavation & Trucking Inc. in the Amount of $6,800.00.

The motion was declared carried by a roll call vote with six (6) aye votes and zero (0) nay votes.

A motion was made by Trustee Perez and seconded by Trustee Parr to Approve a Resolution Authorizing Gilbane Building Company to Accept the Add Alternate for Construction of the New Police Headquarters Parking Garage for Concrete Work to Concrete by Wagner in the Amount of $90,308.00.
