Combined Meeting of the Council of the City of Joliet, Illinois was held on Tuesday, September 5, 2017 at 6:30 p.m. in the Council Chambers, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois.

I. Roll Call:

Present: Mayor Robert O’Dekirk, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk.

II. Presentation:

A. Facilities Assessment Study – CDM Smith

Ken Mihelich, Director of Administrative Services, gave a briefly introduction of the facility assessment study; and then introduced Amrou Atassi and Benjamin Harber with CDM Smith.

Mr. Atassi and Mr. Harber gave a presentation on CDM Smith’s Facilities Assessment Study. The presentation highlighted facility conditions, repair budget, study methodology, analysis, and recommendations.

A brief discussion was held regarding the facility assessment study.

B. Joliet Housing Expo – Gideon Blustein, Three Rivers Association of Realtors

City of Joliet Housing Expo

Gideon Blustein with Three Rivers Association of Realtors invited everyone to attend the 2nd Annual Joliet Housing Expo being held at Bicentennial Park on Saturday from 9:00 a.m. to Noon.

Cornell Lurry, Vice President with First Midwest Bank, explained the purpose of the Joliet Housing Expo.

III. Mayor:

A. Proclamation: National Suicide Prevention Awareness Month - September 2017

Proclamation - Suicide Prevention Awareness Month

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk proclaiming September 2017 as National Suicide Prevention Awareness Month.

Kristine Walker accepted and thanked the Mayor and Council for the Proclamation.

B. Mayor O'Dekirk - Appointments

Motion to appoint Bret Mitchell (non-voting member), Christine Policandriotes (non- voting member), and Candace Johnson (becoming a voting member) to the Joliet Historic Preservation Commission was made by Councilwoman Jan Hallums Quillman.

Motion seconded by Councilman Michael F. Turk. Motion carried by the following vote:

VI. Council Committee Reports:

A. Public Service

Councilman Hug stated the Public Service Committee met at 4:30 p.m. in the Executive Conference Room. All items were recommended to the full Council for approval. He stated the Committee discussed at length the award of contracts for the 2017 streetlight luminaires purchase order and the Joliet minor league baseball park site work and excavation, fencing, concrete, wall padding, landscaping, and painting.

VII. Consent Agenda:

The Interim City Manager presented to the Council a request to create a new Economic Development Specialist position to assist Steve Jones (Deputy City Manager/Economic Development Director) with the City's continued economic development growth efforts and projects.

A lengthy discussion was held regarding the creation and hiring for the proposed Economic Development Specialist position, at which time Councilman Hug motioned to remove the creation of this position from Council Memo #464-17 and vote on the item separately.

Motion to remove the creation of the Economic Development Specialist position in the City Manager's Office from Council Memo #464-17: Position Vacancies/Job Descriptions to allow this item to be voted on separately was made by Councilman Larry E. Hug.

Motion seconded by Councilwoman Jan Hallums Quillman. Motion carried by the following vote:

In response to Councilman Hug's questions, Jim Trizna, Director of Public Works, briefly discussed reimbursement from ComEd for the LED street lighting project.

Councilman Hug further explained the use of TIF funds to complete the renovations at the ballpark.

XII. City Manager:

The City Manager reported on the increased number of female and ethnic applicants for firefighters from the 2015 applications to the current 2017 applications.

Mayor O'Dekirk thanked Bishop Purchase, as a member of the Police and Fire Board, for their efforts to expand the pool of firefighter applicants.

XIII. New Business (Not For Final Action Or Recommendation):

Mayor O'Dekirk thanked Cadence Premier Logistics, Christa Desiderio, volunteers from City staff and those who donated for making the City’s hurricane Harvey relief efforts such a success.

XIV. Public Comments:

Tim Kelly, Sewer Foreman, thanked the Mayor and Council for his 37 years of service.

Robert Webb addressed the Mayor and Council concerning electronic devices brought into the Will County Courthouse.

Robert Hernandez invited everyone to the Latin Festival being held on Saturday in Joliet's downtown City Center. He thanked the Mayor, Council, and Police for their work for the betterment of the city.

Councilman Gerl arrived at the meeting at 7:51 p.m.

XV. Mayor And Council Comments:

Councilwoman Gavin gave an invitation for everyone to attend the ground breaking of the Joliet Park District at Nowell Park on Saturday starting at 10:00 a.m.

Councilman Hug congratulated the Plainfield Central High School Football team on their win last week.

Councilman Mudron congratulated the Larkin Avenue Jewel Osco for their grand re-opening after extensively remodeling the location.

Councilwoman Quillman congratulated MyGrain Brewer on their grand opening at the old Union Station.

Mayor O'Dekirk highlighted the opening of MyGrain Brewer, ribbon cutting for the Joliet Park District at West Park, an African-American Business Association and Joliet Chamber of Commerce Event, groundbreaking at Murphy USA on Jefferson Street, Race Fan Rally at the Joliet Historical Museum, All Nations Church Festival, and the opening of Hope Manner for homeless veterans located at the old Silver Cross Hospital. He thanked the City's first responders for their hard work over the past couple weeks on difficult cases. He informed Council he has contacted Governor Rauner's office to meet concerning the prison property on Collins Street.
