Regular Meeting of the Council of the City of Joliet, Illinois was held on Tuesday, August 15, 2017 at 6:30 p.m. in the Council Chambers, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois.

Proclamation - Neighborhood Hero Program

Councilwoman Quillman introduced Darlene Bull who then gave an explanation of the Neighborhood Hero Program.

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk honoring those nominated for taking pride in their property, neighborhood, and community by the Neighborhood Hero Program.

B. Mayor O’Dekirk – Appointments

Motion to appoint Ned Masters and Doc Gregory to the Will County Public Building Commission was made by Councilman John E. Gerl.

A. CTIS

Councilwoman Gavin stated the CTIS Committee met August 2, 2017 at 8:30 a.m. in the Executive Conference Room. In response to Councilwoman

Gavin's request, IT Director/CIO Dave Braner gave an overview of the numerous IT projects in progress.

B. Economic Development

Councilman Hug stated the Economic Development Committee met August 10, 2017 at 5:00 p.m. in the Executive Conference Room. He stated the Committee discussed the proposed development of 68-76 N. Chicago Street also known as the Barber Buildings and the expansion of the DesPlaines River Valley Enterprise Zone to include Ecolab and Cullinan Properties.

C. Finance

Councilman Turk stated the Finance Committee met August 15, 2017 at 5:30 p.m. in the Executive Conference Room. He stated the Committee reviewed the minutes, monthly financial report, personnel summary, travel expense report, and invoices paid report and found them all to be in order and recommended their approval. He stated the Committee also discussed the effects the new State of Illinois budget has on Joliet.

D. Public Service

Councilman Hug stated the Public Service Committee met August 14, 2017 at 4:30 p.m. in the Executive Conference Room and reviewed contracts, change orders, pay estimates, and final payments and recommended their approval. He also briefly discussed the Committee's ongoing review of fire hydrant repairs.

E. Stadium

Councilman Mudron stated the Stadium Committee met on August 8, 2017 at 4:30 p.m. in the Executive Conference Room. He stated the Committee discussed the installation of artificial turf at Slammer's Stadium and the Slammer's lease.

XI. City Manager:

Interim City Manager Marty Shanahan commended the Clerk's Office for taking actions above and beyond to assist a Joliet resident.

XII. New Business (Not For Final Action Or Recommendation):

Mayor O'Dekirk highlighted a successful meeting with the Rialto Square Theatre, a meeting on August 9th with United States Department of Housing and Urban Development, and his participation in "Real Men Wear Pink" fundraiser in October.

XIII. Public Comments:

Veronica Gloria addressed the Mayor and Council regarding the urgent need for funds at the Spanish Community Center. Councilwoman Gavin stated the Diversity & Community Relations Committee is working with the Spanish Community Center.

Ed Czerkies addressed the Mayor and Council concerning the sale of property by the Joliet Park District.

A resident thanked the Mayor and Council for allowing the sale of a vacant alley next to 1206 Arthur Avenue to help improve the community.

An east side resident addressed the Mayor and Council concerning Collins Street Streetlighting and improvements on the east side. Director of Public Works Jim Trizna briefly discussed road improvements on the east side.

XIV. Mayor And Council Comments:

Mayor O'Dekirk highlighted ribbon cutting ceremonies at the Chevere Latin Café and the River Valley Justice Center, groundbreaking ceremonies at Joliet Hospice and Garnsey Park, a tour of the Boy's and Girl's Club, Joliet Chamber of Commerce new teacher's breakfast, Joliet Junior College State of the College Address, and the blues and brews barbeque and waterway days.

XV. Closed Session to discuss the following subjects:

Motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance and pending or threatened litigation after which the meeting will be adjourned was made by Councilwoman Bettye Gavin.
