Public Service Committee Meeting of the City of Joliet, Illinois was held on Monday, August 14, 2017 at 4:30 p.m. in the Executive Conference Room, 150 W. Jefferson Street, Joliet, Illinois.

1. Roll Call

Present: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Absent: None.

Also Present: Jim Trizna - Public Works Director, Greg Ruddy - Public Works Administrator, Bon Mui - Public Utilities Administrator, Allison Swisher - Civil Engineer II, Scott Gapsevich - Engineer Supervisor, and Russ Lubash - Traffic Engineer.

2. Approval Of Minutes

Motion to approve was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson. Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

a. Request for Authorization to Award a Contract for the Collins Street (IL Route 171) Street lighting Improvements Project – Segment 1 – MFT Sect. No. 15-00488-00-LT

Collins St lighting Contract

Russ Lubash, Traffic Engineer, discussed the award of Contract for Street lights on Collins Street - Segment 1, in the amount of $386,121.20, on behalf of Utility Dynamics Corporation. The old street lights will be removed and completely replaced. These will be standard aluminum style.

b. Request for Authorization to Award the 2017 Public Utilities Spoils Hauling Contract

Bon Mui, Public Utilities Administrator, discussed the 2017 Spoils Hauling Contract, in the amount of $256,000.00, on behalf of P. T. Ferro Construction Co.

Motion to recommend Requests for Authorization to Award: a) Contract for the Collins Street (IL Route 171) Street Lighting Improvements Project - Segment 1 - MFT Sect. No. 15-00488-00-LT, and b) 2017 Public Utilities Spoils Hauling Contract to full Council was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

5. Change Orders / Pay Estimates / And Final Payments

a. Request for Authorization to Approve Change Order No. 4 and Payment Request No. 4 and Final for the Laraway Road (IL Route 53 – Rowell Avenue) Roadway Improvements – 2015

Scott Gapsevich, Engineer Supervisor, discussed Change Order No. 4, in the amount of ($15,252.31), on behalf of Austin Tyler Construction Inc.

b. Request for Authorization to Approve Amendment No. 2 to the Professional Services Agreement for the 2017 Sewer System Investigations and Rehabilitation Program

Allison Swisher, Civil Engineer II, discussed Amendment No. 2, in the amount of $29,509.00, on behalf of RJN Group. The CN Railroad is extending an existing box culvert on their property. The City needs to line the sanitary sewer that runs through this box culvert. The liners have been used since the 1980's. They are believed to last 50 years.

c. Request for Authorization to Approve Change Order No. 2 for the Franklin Street Storm Sewer Replacement Project

Allison Swisher discussed Change Order No. 2, in the amount of $58,072.53, on behalf of Stip Bros. Excavating. The previous system was about 100 years old. This prevents a considerable about of water from infiltrating the sanitary sewer.

Motion to recommend Request for Authorization to Approve: a) Change Order No. 4 and Payment Request No. 4 and Final for the Laraway Road (IL Route 53 - Rowell Avenue) Roadway Improvements - 2015; b) Amendment No. 2 to the Professional Services Agreement for the 2017 Sewer System Investigations and Rehabilitation Program; and c) Change Order No. 2 for the Franklin Street Storm Sewer Replacement Project to full Council was made by Councilwoman Bettye Gavin.

6. Ordinances And Resolutions

a. Resolution Appropriating Funds for the Collins Street (IL Route 171) Street lighting Improvements Project – Segment 1 – MFT Sect. No. 15-00488-00- LT

Jim Trizna discussed this item. This Resolution is required for the use of MFT funds.

b. 2018 Roadway Reconstruction Program

2018 Roadway Recons program

Jim Trizna, Public Works Director, discussed the 2018 Roadway Reconstruction Program. There are six areas being considered for reconstruction of curb and gutter. Two locations will also include storm sewer reconstruction. Block Grant Funds will also be used for this project in 2018.

c. Resolution Authorizing Execution of Intergovernmental Agreement with Board of Education of Laraway C.C.S.D. 70C Regarding Improvements to Rowell Avenue

Jim Trizna discussed the developer funds remaining from the Laraway Road project will be used to improve Rowell Avenue. This Intergovernmental Agreement is with Board of Education of Laraway CCSD 70C. They will provide the funds to complete the portion of Rowell Avenue they are responsible to construct. Councilman Hug asked if this area is incorporated. Jim Trizna stated this area is in Joliet.

7. New or Old Business, not for final action or recommendation

a. Report on Hydrant Repairs

Bon Mui stated 2 hydrants were repaired, currently 60 are out of service and 37 are operating in need of repair.

b. Report on Valves

Bon Mui stated we have added 5 valves, repaired 5 vales, leaving 20 out of service.

c. Utilities Contracted Services

Nothing new at this time.

d. Sump Pumps connected to Sanitary Sewer

Allison Swisher discussed one address in Marycrest that has a combined sewer situation. The homeowner purchased the house in this condition. This is not the $50 fix that it typically takes to fix this type of situation. The homeowner asked if the City would consider a payment plan to fix this. Money to pay for these types of repairs would come from the Water and Sewer funds. Councilman Hug stated if the cost is $2,000 and under term could be 12-36 months. No finance charges should be accessed as long as the homeowner is cooperating. Councilman Hug, Councilwoman Gavin, and Councilman Dickinson have all agreed that this payment plan can be offered.

e. Streambank Stabilization - September 16, 2017 - Bioblitz Event

The City of Joliet has qualified for grant funding from the IEPA. As part of the stream bank stabilization grant funding the City of Joliet needs to host a community educational event. This will take place at 921 E. Washington Street on Saturday, September 16, 2017 from 9:30 am - 12:00. This free event is open to the public to team up with other researchers and biologist to help sample and identify aquatic organisms in Hickory Creek. In addition to the Bio-Blitz sampling, join us for the following activities: Tours of the Washington Street Water Treatment Plant, Touch a Truck, Catch Basin Activity, and cook out.
