Ken Carlson, representing Mike Petry and Mid Central Enterprises, spoke regarding Council Memo #502-17: A Resolution Approving a TIF Development Agreement with Mid Central Enterprises, Inc (68 & 76 North Chicago Street). He stated Mr. Petry is asking for consideration to waive the parking fees for this development agreement.

Deputy City Manager / Economic Development Director Steve Jones discussed the proposed agreement and the parking issue. Mayor and members of the Council expressed their gratitude for the excellent work by the developers in restoring the historic buildings and their investment in downtown.

Interim City Manager Marty Shanahan gave a brief overview of this Council Memo. He stated a team of employees, along with the City's consultant, toured various locations where bidding companies have their synthetic turf installed. He briefly explained the differences in turf material and construction.
Staff is recommending Field Turf's product which was the second lowest bidder. The lowest bidder did not meet all the required specifications.
In response to Councilman Dickinson's question regarding the cool play feature, Jonathon Huard, a representative with Field Turf, gave a brief overview of Field Turf's product.
City Council and Mr. Huard briefly discussed maintenance requirements for Field Turf's synthetic turf and the construction of their products.
Mr. Cunniff briefly addressed the Council concerning the ability to pull strands of fibers from synthetic turf.
