City of Joliet Land Use / Legislative Committee met July 19.
Here is the minutes provided by the Committee:
1. Roll Call
Present: Councilman Don "Duck" Dickinson, Councilwoman Jan Hallums Quillman, Councilman Terry Morris, Chairman.
Absent: None.
2. Regulations and Restrictions on the Sale of Cats And Dogs
Mr. Shanahan updated the Committee that the case in Chicago is still pending. Mr. Regis had no additional information at this time.
Councilwoman Quillman said this has been pending for a long time with no movement however there have been other municipalities that have passed this ordinance even though there is a lawsuit pending. She thought it would have moved forward today otherwise she would not have requested that it be put on the agenda.
Motion to table Regulations and Restrictions on the Sale of Cats and Dogs indefinitely was made by Councilman Terry Morris, Chairman.
Motion seconded by Councilman Don "Duck" Dickinson.

3. Farmstands
17-07-14 Draft farm stands discussion
Mr. Shanahan said moving forward the proposition is to allow farm stands subject to certain conditions. Currently farm stands are not allowed. He reviewed all of the conditions with the Committee.
Mr. Paul Siegel, 17250 Weber Road, Lockport, appeared before the Committee. He said they have been at their farm location for over 100 years. There have been produce stands in the City of Joliet for over 25 years with one being in the same location for 25 years. He updated the Committee on their produce stand process.
Mr. Jackson said the city does not have specific agricultural zoning however there are some areas on the far west side that have not developed but are annexed into the city and for the most part are zoned residential.
Mr. Shanahan discussed the application fee of $500. Mr. Siegel felt that was quite excessive. He suggested a $50 or $75 fee for 3 months because he would never be open at a farm stand for 6 months.
Councilwoman Quillman asked if it can be a case by case basis. Councilman Morris said even the size of the stands might vary. He said it wouldn't make sense to pay for 6 months when the season is not that long.
Councilwoman Quillman asked if Siegel's Farm can get a temporary permit until this gets resolved. Mr. Shanahan said they could get one but they are already considered an existing non-conforming. Mr. Shanahan said the discussion today is just for some direction. He will bring back a full ordinance to the Committee in the future to eventually get a final approval.
4. Love’s Travel Stop
Mr. Jackson told the Committee that this is the first new truck stop proposal along the interstate in Joliet. There is some existing residential adjacent to the proposed site. One of the functions of the truck stop is that it will be a 24/7 operation. Mr. Nick Hershberger, 395 Springside Drive, Akron, Ohio, with CESO, the civil engineer's for Love's on this project, appeared on behalf of the project. Mr. Hershberger said the site is proposed along I-80 at the northwest corner of Briggs Street and New Lenox Road. It consists of 2 separate parcels that make up over 12 acres of property. Mr. Hershberger displayed a presentation to the Committee with background information about the proposal.
Councilman Morris asked if the trucks will run the entire night. Mr. Hershberger said a lot of the newer trucks do not run all night because they have onboard generators for air conditioning etc.
Mr. Jackson said it is a typical truck stop and there were no other concerns from Staff. They would go through the regular annexation process and there would be site plan/engineering review. This is the first truck stop that has been seen along the interstate that happens to be adjacent to residential.
There was discussion regarding the truck routes.
Councilwoman Quillman asked where the other Love's Truck Stops are located. Mr. Hershberger said there are 400 locations in 40 states.
The Committee requested more detailed information pertaining to locations, noise, etc.
5. An Ordinance Amending Chapter 5, Ordinances Of The City Of Joliet Code Of Ordinances (Replacing and renaming Chapter 5 in its entirety)
Mr. Regis said currently Chapter 5 is overly outdated and complex of things that are not regulated anymore. He explained the amendments to the Committee and answered their questions.
Motion to approve an Ordinance Amending Chapter 5, Ordinances of the City of Joliet Code of Ordinances (replacing and renaming Chapter 5 in its entirety) was made by Councilwoman Jan Hallums Quillman.

Mr. Regis explained the amendment to the Committee which pertains to the special events and fees.

Mr. Regis explained the fine consolidation chart to the Committee. There was minor discussion regarding some of the fines.

Councilwoman Quillman said the dog ordinance needs to be looked into to stop the puppy mills from breeding the dogs in terrible conditions.
