City of Sandwich Committee of the Whole met August 7.

Here is the minutes provided by the Committee:

Mayor Olson called the meeting to order at 7:00 pm.

Roll call was taken:

Present: Mayor Olson, City Clerk Ii, Aldermen Chmielewski, Dell, Killey, Kelleher, O’Sullivan, Redden & Robinson

Alderman McMahon arrived at 7:15 pm

Also present: Attorney Gottschalk, Department of Public Works / City Engineer Horak, Chief Bianchi, City Treasurer Webber & EMA Director Ciciora

Mayor Olson:

Oath of Office: Sandy Webber was sworn in as City Treasurer by Mayor Olson

Update on Electrical Aggregation: Asked by the Mayor to provide an update on the electrical aggregation program, Clerk Ii advised that the City has entered into a new agreement with MC Squared Energy Services that will offer a tariff rate of $0.0695/kWh beginning in October, 2017. Correspondence will be mailed to residents advising of the change in program and instructions how to ‘opt out’ of the program. Mayor Olson advised that he signed the new contract on Friday, August 4th.

Insurance Meeting: The City’s insurance broker, Joe Roberts, has been meeting with staff for input on the City’s insurance program. Rates will continue to increase, and by having these meetings, the frustration element is removed for the Council and staff when the insurance is renewed in November. The next meeting will be held after the fair.

“Night Out” Report: Mayor Olson reported that the annual “Night Out” was well received, and that the event was funded by the benevolent fund. There was no cost to the City.

Announcement: Mayor Olson has received correspondence regarding the upcoming 2020 census. He noted that there is not enough staff to promote the census but asked that if anyone is interested in participating with the census to contact him.

City Treasurer: No report

Director of Public Works / City Engineer Horak:

Plan Commission regular meeting of Tuesday, August 8th, 2017, has been cancelled.

Electronics recycling will be held on Saturday, August 12th, 2017 from 12:30 – 2:30 PM at the Duvick Avenue water tower, located at 750 N. Duvick Avenue. New guidelines regarding acceptable collection items is posted on the websites for the City and County.

Brush pickup is complete for Ward 1.

Pavement Marking / Striping: Markings are complete adjacent to the school and along Main Street. Question has been raised about crosswalk markings on Route 34, and a call has been placed to IDOT (Illinois Department of Transportation) as this falls under their jurisdiction.

413 E. Hall Street: The agreement concerning the perpetual maintenance of storm water management facilities, entitled “Hall Street Lots Detention Basin Maintenance Agreement” is a basic, standard agreement used by the City in the past. Indemnification language has been reinstated in the agreement after review by all interested parties, including attorneys for the City and Hall Street Lofts, LP. The agreement will be presented to the Council for approval in the upcoming weeks. The project is close to obtaining occupancy on the building.

2017 Center Street Lighting Project: Delivery of the lights has been pushed back to August 14th. Engineer Horak noted that there is still a possibility that the lights will be installed prior to the fair.

2017 Lisbon Street – Green to Main Reconstruction Project: After attorney review, the easement agreement has been approved that included shared costs not to exceed $18,500.00 on behave of Willow Crest. The contractor will remobilize by August 14th. It was noted that the storm water sewer infrastructure will be completed first followed by the parking lot and sidewalk installation. H. Linden & Sons Sewer and Water Inc. has submitted Pay Request #1 in the amount of $189,647.10. The paperwork will be reviewed and brought before the Council next week for payment approval.

2017 Street Maintenance Project (17-00000-01-GM): It was reported the schools have approved the right turn lane from Lions Road into the Haskin School parking lot. Curran Contracting will be modifying their billing to include turn lanes from Main Street onto Lions Road as well as driveway approaches and pavement striping. Concrete cylinder tests will be conducted on the curb and gutter installation at the entrance to the fire station. Work on Sandy Bluff Road and pavement patch work on Main Street will begin on August 8th.

2017 6th Street Water Main Project: Paperwork for the easement with the Frieders has not been completed. Engineer Horak reported he will be advertising for bids in the upcoming weeks.

NPDES Permit IL 0030970: The draft discharge permit for the sewer plant has been received. The City must present any objections to the IEPA prior to August 10th, and Strand & Associates are addressing some issues, such as the phosphorus problem in the wastewater. After 10 days, the permit process goes to the public notice stage followed by consideration to re-issue the permit.

Chief Bianchi distributed for first reading a proposed ordinance adding a section to the City’s Municipal Code for collection fees and costs. Also distributed was a proposed resolution authorizing a collection services agreement with Municipal Collections of America (MCOA). He noted that to use the collection service, there is a 35% fee affixed that will not affect the City, and will be paid by the debtor. The fee will insure that the City would receive full reimbursement of the outstanding debt as opposed to receiving only a routine percentage. Both items will be placed on next week’s agenda for passage.

Alderman Kelleher:

Commercial Vehicle Parking on Drew Avenue: Alderman Kelleher questioned the parking of commercial vehicles on Drew Avenue near the Plano / Sandwich boundary. He noted that commercial semi-trucks have been banned from Walmart’s parking lot and off-street parking in the City of Plano. Chief Bianchi said a new ordinance is being drafted that would ban overnight parking of commercial vehicles on City streets, but that a vehicle weight limit could be enforced. Chief Bianchi also said he will contact the moving company that is parking their vehicles on Drew Avenue.

Property Maintenance at 1251 E. 6th Street: The property that the City purchased for the new police station is in serious need of landscaping. Mayor Olson has contacted the same landscaping company that the Park District uses and is waiting for a proposal

Alderwoman Killey advised that the finance committee would meet immediately following this evening’s meeting.

Alderman McMahon reminded everyone of the upcoming picnic at Wilshire & Wentworth apartments on Saturday, August 12th. Emanuel Baptist Church, Cornerstone Church, and United Church of Sandwich will be assisting. The annual event affords the tenants and landlords an opportunity to address problems and concerns for the apartment complex.
