City of Joliet Plan Commission Board met Aug. 17.

Here is the minutes provided by the Board:

1. CALL TO ORDER:

PRESENT: Tim Broderick, Jason Cox, Jeff Crompton, Brigette Fiday, John Kella, Rick Moore, Dominic Orlando, Marc Rousonelos, Joseph Strong.

ABSENT: None.

3. OLD BUSINESS:

a. An Ordinance Amending Article VII, Section 47-17.21 (3)(h), Scope of Regulations, of the Zoning Ordinance (adding prohibition of outline lighting) (ZO-2-17)

Mr. Jackson gave the planning staff report.

Mr. Jackson appeared on behalf of the petition.

Commissioner Broderick inquired about there being removal of the lighting or monitoring of the lighting that is flashing and/or blinking. Mr. Jackson responded to Commissioner Broderick.

Chairman Strong asked if there are permits for the existing lighting. Mr. Jackson said the lighting that pertains to the ordinance amendment, there currently is no permit for it.

Commissioner Moore asked how long the ordinance has been in effect. Mr. Jackson responded there has not been any regulation previously which is why the ordinance amendment is before the Commission today.

Commissioner Orlando asked if any area residents have complained that the flashing lights were restricting their sleep etc. Mr. Jackson said the complaints were based on how they look and the over-abundance of them in the city. Commissioner Orlando stated his opposition to the ordinance amendment.

Mr. Jackson answered the remainder of the Commissioners questions.

Commissioner Cox asked if the ordinance passes and someone doesn't adhere to it what would the fines be. Mr. Jackson said the fine would be $75.00 to start and then it progresses if there is no compliance.

Motion to approve An Ordinance Amending Article VII, Section 47-17.21 (3)(h), Scope of Regulations, of the Zoning Ordinance (adding prohibition of outline lighting) was made by Tim Broderick.

Motion seconded by John Kella.

Motion carried by the following vote:

AYES: Tim Broderick, Jeff Crompton, John Kella, Joseph Strong.

NAYS: Jason Cox, Brigette Fiday, Rick Moore, Dominic Orlando, Marc

Rousonelos.

a. Approval of the July 20, 2017 Plan Commission minutes.

Motion to approve the July 20, 2017 Plan Commission minutes was made by John Kella.

Motion seconded by Dominic Orlando.

Motion carried by the following vote:

AYES: Tim Broderick, Jason Cox, Jeff Crompton, Brigette Fiday, John Kella, Rick Moore, Dominic Orlando, Marc Rousonelos, Joseph Strong.

NAYS: None.

8. OLD/NEW BUSINESS—NOT FOR FINAL ACTION OR RECOMMENDATION:

Mr. Jackson spoke to the Commissioners about touring the logistics areas. He said he would like to take 2 Commissioners at a time and the tour should last about 2 hours.

Motion to adjourn was made by John Kella.
