City of Joliet Historic Preservation Commission Board met Sept. 27.

1. CALL TO ORDER

2. DECLARATION OF QUORUM

PRESENT: Quinn Adamowski, Paul Burden, Michael Grady, Bill Habiger,

Kevin Heinemann, Candace Johnson, Sharon Merwin, Brett Mitchell, Christine Policandriotes, Sara Stovall.

ABSENT: Greg Peerbolte, Gerri Eck.

4. APPROVAL OF MEETING MINUTES

a. August 23, 2017 Meeting Minutes

JHPC August Minutes

Motion to approve the minutes from the August 23, 2017 meeting was made by Sara Stovall.

Motion seconded by Candace Johnson.

Motion carried by the following vote:

AYES: Quinn Adamowski, Paul Burden, Michael Grady, Bill Habiger, Kevin Heinemann, Candace Johnson, Sharon Merwin, Sara Stovall.

NAYS: None.

5. COMMITTEE AND STAFF REPORTS

a. Staff reports

Ms. Armington said she was contacted by the Will County Historic Preservation Commission regarding their celebration of 25 years being a Historic Preservation Commission. She gave details about the event. She explained the process to rescind a landmark and said there is a petition to do that tonight.

b. Public Awareness Committee (formally known in the JHPC Bylaws as the Community Awareness, Awards and Development Committee)

None.

c. Nomination Committee

d. District Committee

7. NEW BUSINESS

a. Preliminary Review of Petition L-1-2017: Rescind Landmark Designation for 509 Plainfield Road

Ms. Armington read the staff report into the record.

Mr. Michael Tannura, 509 Plainfield Road, appeared on behalf of the petition.

Commissioners asked about the 2nd floor being added and if the changes were made after or prior to the landmark status. There were several questions they asked Mr. Tannura.

Ms. Armington gave more background information about the property and its timeline.

The Commissioners requested that Ms. Armington try to find the find the original photos that were submitted with the landmark nomination, attempt to find any additional information on the building’s permit history for renovations and alterations, and inspect the house to verify if the windows were replacements.

The discussion ended with notice to Mr. Tannura that a public hearing on this matter would be scheduled for Wednesday October 25th, 2017 at 7:00 pm.

b. Discussion on future surveys, districts and landmarks

Ms. Armington said this was discussed at the Committee-of-the-Whole meeting.

8. COMMISSIONERS COMMENTS

Ms. Merwin said she went to the dree house awards at Joliet Central and the Director for the Alumni Association was there to receive the award. Ms. Merwin also mentioned the President's Award was in the City of Rockford where they have a historical state tax credit pilot program. In a high crime area, they converted a school into a police station and a community center.

There was mention about the JCA gymnasium and the condition it is in. 9.
