PRESENT: Mr. Ed Hennessy, Ms. Rebecca Darley, Mr. William Ferguson, Mr. Charles Graham, Ms. Denise Powers, Mr. Jim Riggs, Mr. Leonard Thompson, Jr.

ABSENT: None.

3. NEW BUSINESS:

4. PETITION 2017-35: A Variation on a required front yard setback from 30’ to 24’ to allow the addition of a covered front porch, located at 3345 D. Hutchison Avenue.

Mr. Schwarz read the staff report into the record.

Chairman Hennessy swore in Mr. Surjit Bachhal, Joliet, Illinois and Mr. Jose Alvarado, Plainfield Road, Joliet, Illinois, who both appeared on behalf of the petition. Mr. Alvarado briefly described the proposed project.

Ms. Powers asked how this project compared to some of the other properties in the neighborhood. Mr. Alvarado explained.

Mr. Schwarz said that all of the other houses on the block do comply and meet the setbacks.

Motion to approve PETITION 2017-35: A Variation on a required front yard setback from 30’ to 24’ to allow the addition of a covered front porch, located at 3345 D. Hutchison

Avenue was made by Mr. Charles Graham.

Motion seconded by Ms. Rebecca Darley.

5. PETITION 2017-36: A Special Use Permit to allow the operation of a children's daycare center for a maximum of 90 children, located at 14 N. Fairlane Drive.

Mr. Schwarz stated the petition is being requested to be tabled until the August 17, 2017 Zoning Board of Appeals meeting.

Motion to table PETITION 2017-36: A Special Use Permit to allow the operation of a children's daycare center for a maximum of 90 children, located at 14 N. Fairlane Drive to the August 17, 2017 Zoning Board of Appeals meeting was made by Ms. Denise Powers.

Motion seconded by Ms. Rebecca Darley.

6. PETITION 2017-37: A Special Use Permit to allow an R-B (restricted business) use (chiropractor) within an I-1 (light industrial) zoning district, located at 4300 Enterprise Drive.

Mr. Schwarz read the staff report into the record.

Chairman Hennessy swore in Nomon Thanadabouth, Joliet, Illinois, who appeared on behalf of the petition.

Ms. Darley asked if there were other tenants in the building and Mr. Thanadabouth said there are some on the other side of the building.

Chairman Hennessy swore in Mr. Roger Blomgern, Yorkville, Illinois who also appeared on behalf of the petition. Mr. Blomgern briefly described the proposed project.

Fifteen to twenty patients would be seen in a day.

Motion to approve PETITION 2017-37: A Special Use Permit to allow an R-B (restricted business) use (chiropractor) within an I-1 (light industrial) zoning district, located at 4300 Enterprise Drive subject to the conditions mentioned in the staff report was made by Mr. Charles Graham.

Motion seconded by Mr. William Ferguson.

Motion carried by the following vote:

AYES: Mr. Ed Hennessy, Ms. Rebecca Darley, Mr. William Ferguson, Mr. Charles Graham, Ms. Denise Powers, Mr. Jim Riggs, Mr. Leonard Thompson, Jr.

7. PETITION 2017-38: A Special Use Permit to allow the expansion of an existing daycare from 61 children to 111 children, located at 915 W. Jefferson Street.

Mr. Schwarz read the staff report into the record.

Chairman Hennessy swore in Staci Martin, Mokena, Illinois, who appeared on behalf of the petition. She briefly described the proposed project and answered the Board members questions.

Motion to approve PETITION 2017-38: A Special Use Permit to allow the expansion of an existing daycare from 61 children to 111 children, located at 915 W. Jefferson Street subject to conditions mentioned in the staff report was made by Mr. Jim Riggs.

Motion seconded by Mr. William Ferguson.

8. PETITION 2017-39: A Special Use Permit to allow the construction of a gasoline fueling station for trucks and autos, restaurants, gaming and convenience store, located at 2951 Centerpoint Way.

Mr. Schwarz read the staff report into the record.

Chairman Hennessy swore in Mr. Lyman Tieman, Mokena, Illinois and Mr. Leonard McEnery, Orland Park, Illinois, who both appeared on behalf of the petition. They briefly described the proposed project.

Motion to approve PETITION 2017-39: A Special Use Permit to allow the construction of a gasoline fueling station for trucks and autos, restaurants, gaming and convenience store, located at 2951 CenterPoint Way was made by Mr. William Ferguson.

Motion seconded by Ms. Rebecca Darley.

9. PETITION 2017-40: A Special Use Permit to allow an 11-unit apartment redevelopment with Variances on lot area per family from 2,500 sq. ft. to 500 sq. ft.; on off-street parking from 16.5 spaces to 14 spaces; and on a waiver of the

Planned Unit Development requirement, located at 141 E. Jefferson Street.

Chairman Hennessy swore in Mr. Dan Shafron, Plainfield, Illinois and Mr. Mel Yarmut, Lemont, Illinois, who both appeared on behalf of the petition. They briefly described the proposed project and answered the Board members questions.

Chairman Hennessy swore in Mr. Richard Fisher, Joliet, Illinois, and Mr. Fred Schramm, Joliet, Illinois, who both appeared in opposition of the petition. Their concerns were pertaining to the parking. Mr. Yarmut responded to the parking concerns.

Motion to approve PETITION 2017-40: A Special Use Permit to allow an 11-unit apartment redevelopment with Variances on lot area per family from 2,500 sq. ft. to 500 sq. ft.; on off-street parking from 16.5 spaces to 14 spaces; and on a waiver of the Planned Unit Development requirement, located at 141 E. Chairman Hennessy swore in Mr. Don Fisher, Joliet, Illinois, who appeared on behalf of the petition. He briefly described the proposed project and answered the Board members questions.
