Here is the minutes provided by the Board:

1. CALL TO ORDER:

PRESENT: Mr. Ed Hennessy, Ms. Rebecca Darley, Mr. Charles Graham, Ms. Denise Powers, Mr. Jim Riggs, Mr. Leonard Thompson, Jr.

ABSENT: Mr. William Ferguson.

3. NEW BUSINESS:

4. PETITION 2017-51: A series of Variations, including required parking from 44 spaces to 36 spaces; required landscaping areas (front to 5’ wide, side to 0’); and an off-premise sign for Star Inn Motel, in order to allow construction of a new Basinger’s Pharmacy building, located at 2219 W. Jefferson Street.

Mr. Jackson read the staff report into the record.

Chairman Hennessy swore in Amit Barve, Project Engineer, SCI Group, LLC, General Contractors/Construction Management/Design Build, who appeared on behalf of the petition. He briefly described the proposed project pertaining to the sign.

Board Member Powers asked what the reason for reducing the landscaping along Jefferson Street is for. Mr. Jackson responded that it is accommodating the public sidewalk.

Chairman Hennessy swore in Connie Sondag from Basinger's Pharmacy, who appeared in favor of the petition.

Motion to approve PETITION 2017-51: A series of Variations, including required parking from 44 spaces to 36 spaces; required landscaping areas (front to 5’ wide, side to 0’); and an off-premise sign for Star Inn Motel, in order to allow construction of a new Basinger’s Pharmacy building, located at 2219 W. Jefferson Street subject to conditions mentioned in the staff report was made by Ms. Rebecca Darley.

Motion seconded by Ms. Denise Powers. Motion carried by the following vote:

AYES: Mr. Ed Hennessy, Ms. Rebecca Darley, Mr. Charles Graham, Ms. Denise Powers, Mr. Jim Riggs, Mr. Leonard Thompson, Jr.

NAYS: None.

5. PETITION 2017-52: A series of Variations, including front yard setback from 30’ to 19.84’; minimum side yard setback from 8’ to 2.58’; sum of side yard setbacks from 20’ to 6.71’ in order to allow enclosure of the front porch and construction of a second floor addition, located at 109 Miller Avenue.

Mr. Jackson read the staff report into the record.

Chairman Hennessy swore in Mr. Sotero Perez, 1405 Winifred Street, Joliet, Illinois, who appeared on behalf of the petition.

Motion to approve PETITION 2017-52: A series of Variations, including front yard setback from 30’ to 19.84’; minimum side yard setback from 8’ to 2.58’; sum of side yard setbacks from 20’ to 6.71’ in order to allow enclosure of the front porch and construction of a second floor addition, located at 109 Miller Avenue was made by Ms. Denise Powers.

Motion seconded by Ms. Rebecca Darley. Motion carried by the following vote:

6. PETITION 2017-53: A series of lot and setback Variations including front yard from 30’ to 25’; sum of side yards from 20’ to 14’; minimum side yard from 8’ to 6’; lot area from 7,500 sq. ft. to 5,335 sq. ft.; and minimum lot width from 60’ to 54’; in order to allow the re-construction of a single-family house, located at 1017 Richmond Street.

Mr. Jackson read the staff report into the record.

Chairman Hennessy swore in Nicholas Schwarz, 1017 Richmond Street, Joliet, Illinois, who appeared on behalf of the petition.

Motion to approve PETITION 2017-53: A series of lot and setback Variations including front yard from 30’ to 25’; sum of side yards from 20’ to 14’; minimum side yard from 8’ to 6’; lot area from 7,500 sq. ft. to 5,335 sq. ft.; and minimum lot width from 60’ to 54’; in order to allow the re-construction of a single-family house, located at 1017 Richmond Street was made by Mr. Jim Riggs.

Motion seconded by Ms. Denise Powers. Motion carried by the following vote: AYES: Mr. Ed Hennessy, Ms. Rebecca Darley, Mr. Charles Graham, Ms. Denise Powers, Mr. Jim Riggs, Mr. Leonard Thompson, Jr.

NAYS: None.

7. PETITION 2017-54: A series of sign Variations to allow five additional wall/canopy signs and a maximum size of a monument sign from 150 sq. ft. to 165 sq. ft.; a Variation to allow two main structures on one lot for future liquor store building; and, to allow above-ground compressed natural gas tanks, located at 2121 S. Chicago Street.

Chairman Hennessy swore in Mr. John Philipchuck, Attorney, 111 E. Jefferson Avenue, Naperville, Illinois and Mr. Chris Kalischefski, Corporation Design Development Group, 2675 Pratum Avenue, Hoffman Estates, Illinois, who both appeared on behalf of the petition. They both briefly described the proposed project.

Motion to approve PETITION 2017-54: A series of sign Variations to allow five additional wall/canopy signs and a maximum size of a monument sign from 150 sq. ft. to 165 sq. ft.; a Variation to allow two main structures on one lot for future liquor store building; and, to allow above-ground compressed natural gas tanks, located at 2121 S. Chicago Street with the condition that the annexation for the property be approved was made by Ms. Denise Powers.

Motion seconded by Mr. Jim Riggs. Motion carried by the following vote:

AYES: Mr. Ed Hennessy, Ms. Rebecca Darley, Mr. Charles Graham, Ms. Denise Powers, Mr. Jim Riggs, Mr. Leonard Thompson, Jr.

NAYS: None.

8. OLD BUSINESS:

9. PETITION 2017-36: A Special Use Permit to allow the operation of a children’s daycare center for a maximum of 50 children; and for a Variation from the city’s residential lot setback requirement for a daycare from 40’ to 0’, located at 14 N. Fairlane Drive.

This application has been withdrawn by the petitioner.

10. PETITION 2017-42: A Variation on maximum allowed lot area per family from 30% to 40% to allow the expansion and coverage of rear entrance, located at 607 Meeker Avenue.

Chairman Hennessy swore in Mrs. Sonia Jaime-Ulloa, 1014 Hacker Avenue, Joliet, Illinois, who appeared on behalf of the petition.

Motion to approve PETITION 2017-42: A Variation on maximum allowed lot area per family from 30% to 40% to allow the expansion and coverage of rear entrance, located at 607 Meeker Avenue was made by Mr. Jim Riggs.

Motion seconded by Mr. Charles Graham. Motion carried by the following vote:

AYES: Mr. Ed Hennessy, Ms. Rebecca Darley, Mr. Charles Graham, Ms. Denise Powers, Mr. Jim Riggs, Mr. Leonard Thompson, Jr.

NAYS: None.

11. PETITION 2017-49: A Special Use Permit to allow an auto body shop, and a Variation from the City’s Zoning Ordinance requirement that no part of a building where repairs are conducted shall have any openings other than permanently sealed windows or required fire exits within one-hundred (100) feet of any residential zoning district, located at 112 Henderson Avenue.

Chairman Hennessy swore in Mr. Jesus Elizalde Gomez, 654 Meeker Avenue, Joliet, Illinois, and Mr. Jose Alvarado, United Architects, 1002 Plainfield Road, who both appeared on behalf of the petition. Mr. Alvarado briefly described the proposed project.

Mr. Gomez works on 2 cars a week and then takes the vehicles to a shop in Rockdale to be painted.

The Board questioned when the future paint booth would be installed and recommended that a condition be added that the paint booth must be installed within 6 months of the issuance of a special use permit.

Motion to approve PETITION 2017-49: A Special Use Permit to allow an auto body shop, and a Variation from the City’s Zoning Ordinance requirement that no part of a building where repairs are conducted shall have any openings other than permanently sealed windows or required fire exits within one-hundred (100) feet of any residential zoning district, located at 112 Henderson Avenue with the conditions as stated and mentioned in the staff report as well as with the condition that a paint booth must be installed within 6 months of the issuance of a special use permit was made by Ms. Denise Powers.

Motion seconded by Mr. Jim Riggs. Motion carried by the following vote:

AYES: Mr. Ed Hennessy, Ms. Rebecca Darley, Mr. Charles Graham, Ms. Denise Powers, Mr. Jim Riggs, Mr. Leonard Thompson, Jr.

NAYS: None.

12. APPROVAL OF MINUTES: APPROVAL OF THE AUGUST 17, 2017 ZONING BOARD OF APPEALS MINUTES.

Motion to approve the August 17, 2017 Zoning Board of Appeals minutes was made by Mr. Charles Graham.

Motion seconded by Ms. Rebecca Darley. Motion carried by the following vote:

AYES: Mr. Ed Hennessy, Ms. Rebecca Darley, Mr. Charles Graham, Ms. Denise Powers, Mr. Jim Riggs, Mr. Leonard Thompson, Jr.

NAYS: None.
