City of Joliet Historic Preservation Commission Board met July 26.

1. CALL TO ORDER
2. DECLARATION OF QUORUM
PRESENT: Gerri Eck, Michael Grady, Sharon Merwin, Sara Stovall, Paul Burden.
ABSENT: Quinn Adamowski, Kevin Heinemann, Bill Habiger.
3. COMMENTS FROM THE PUBLIC & STAFF
Ms. Armington informed the Commission that there are not any Certificates of Appropriateness for this month.
She looked into where the landmark nominations are filed and she found them but she needs to reorganize some things. It was suggested that the City have someone that knows how to catalog such as a librarian. There was further discussion on how to file and store historic documents.
Ms. Armington spoke about the criteria for COA review and land-marking. She said the Federal Secretary of the Interior Standards have been updated as of May 2017. Therefore she is currently reviewing everything and hopes to come back with more information in the fall.
4. APPROVAL OF MEETING MINUTES
a. June 28, 2017 Meeting Minutes
Motion to table the Minutes of the June 28, 2017 meeting to the August 23, 2017 meeting was made by Sara Stovall.
Motion seconded by Paul Burden.

a. Public Awareness Committee (formally known in the JHPC Bylaws as the Community Awareness, Awards and Development Committee)

7. NEW BUSINESS
a. JHPC 2016 Annual Report for discussion and vote
The Commission received the annual report for review and discussion. Ms. Armington said she took a previous template and partially revised it. The Commission members liked the revised format therefore it will be used in the future.
Motion to approve the JHPC 2016 Annual Report subject to changes that Staff will make was made by Sharon Merwin.

b. Walking tour for discussion
Ms. Armington said if a walking tour is going to happen in September or October that they need to start planning for it. It was talked about at a previous meeting of possibly having the tour downtown. There was discussion regarding a fee for the tour or if it would be free. The Commission would like to have a tour in early October. Ms. Armington said she will bring a checklist to the next meeting for them to formalize the walking tour.
8. COMMISSIONERS COMMENTS
A Commissioner asked about the new court house design. Mr. Schwarz said the design is already far along. He gave some background information about the Innovation Pavilion and said it is conceptual at this point.
Ms. Merwin asked if 509 Plainfield Road was red tagged. Mr. Schwarz said it is an open case for Neighborhood Services. Ms. Merwin asked about the Cadillac Building near the ballpark. Mr. Schwarz said it is the right field building and it is owned by the City. At the next City Council meeting there is consideration of a development agreement with Joliet Stadium Club LLC for a proposal of a long term lease of the building which would include 11 apartment units on the 2 upper floors and the lower floor with 3 commercial spaces yet to be identified.
Ms. Merwin spoke about a power point presentation that she would like to bring before the Commission regarding an overview of what preservation is. There are 4 of them that she feels would be easy to do: St. Pat's, St. John's, St. Peter's, Cunningham and maybe Reedswood. She thought she could use pictures of landmarks that are already there to start the conversation of urban conservation districts.
