Here is the minutes provided by the Council:

Mayor Olson called the meeting to order at 7:00 pm.

Pledge of Allegiance

Roll call was taken:

Present: Mayor Olson, City Clerk Ii, Aldermen Chmielewski, Kelleher, Killey McMahon, O’Sullivan, Redden & Robinson

City Attorney Cassandra Gottschalk arrived at 7:06 pm

Also present: Director of Public Works Horak, Chief Bianchi & EMA Director Ciciora

Absent: City Treasurer Webber & Alderman Dell

Swearing-in Police Officer: Mayor Olson swore in new patrol officer, William “Billy” Meisner. Officer Meisner was a former police officer in Hinckley.

Approval of Minutes:

Motion was made by Alderman Kelleher and seconded by Alderman Robinson to approve the minutes for the Regular Meeting September 11, 2017 and the Committee-of-the-Whole Council Meeting for September 18, 2017. Aye: Aldermen Chmielewski, Kelleher, Killey, McMahon, O’Sullivan, Redden & Robinson Nay:0 Motion carried 7:0

Approval of September Semi-Monthly Bills:

Motion was made by Alderwoman Killey, and seconded by Alderman Kelleher approving payment of the September semi-monthly bills in the total amount of $934,909.85. Aye: Aldermen Chmielewski, Kelleher, Killey, McMahon, O’Sullivan, Redden & Robinson Nay:0 Motion carried 7:0

Mayor Olson:

Mental Health Month Proclamation: Mayor Olson read a proclamation declaring the first week of October “Mental Health Week”.

Street Closures for upcoming events: The Taste of Sandwich will be held on Wednesday, September 27th followed by the city-wide craft show on Thursday, September 28th. Portions of the downtown streets will be closed. On Sunday, October 1st, the Apostolic Church requested a portion of Third Street be closed for a prayer vigil along with family activities. On the same date, Scott Francis will host his annual fundraiser in front of DoJo’s on Wells Street.

Sandwich School District intergovernmental agreement was presented to the Council at the August 14th meeting. Mayor Olson asked the Council if they are agreeable to pursue the sharing of motor fuel with the school district. Response was positive; however, Council would like to review the terms of the intergovernmental agreement prior to passage.

Foster, Buick, Conklin, Lundgren & Tritt LLC Law Group: Attorney Gottschalk announced a new satellite office opening in Rochelle.

City Clerk Ii: Lisa Manager’s 20th anniversary is September 29th. She has requested to carryover 40 hours of unused vacation time, and a payout of 52.50 unused vacation hours.

Additionally, Clerk Ii has received the County’s proposed budget as Resolution R2017-120 for public viewing. The County will be adopting their budget on November 15, 2017.

City Treasurer: Absent

Director of Public Works & City Engineer Horak:

Brush pickup was completed in Ward 4. October is the last month for brush pickup.

Zoning Board of Appeals regular meeting of Tuesday, September 26, 2017, has been cancelled.

ComEd Tree Trimming: Asplundh Tree Experts, a subcontractor for ComEd, will be tree trimming overhead lines in all areas north of Church Street. The project will take several months, and ComEd will be contacting those property owners that will be affected by the trimming.

2017 6th Street Water Main Project: Engineer Horak made a recommendation to award the project to Performance Construction & Engineering, LLC from Plano, IL in the amount of $380,000.00.

Motion made by Alderman Redden, and seconded by Alderman McMahon. Aye: Aldermen Chmielewski, Kelleher, Killey, McMahon, O’Sullivan, Redden & Robinson Nay:0 Motion carried 7:0

2017 Lisbon Street – Green to Main Streets Reconstruction Project: Recommendation of approval was made by Engineer Horak to Pay Request #2 in the amount of $252,301.50 to H. Linden & Sons Sewer and Water Inc. of Plano, Il.

Alderman Kelleher moved to approve Pay Request #2 to H. Linden & Sons in the amount of $252,301.50. Motion was seconded by Alderwoman Killey. Aye: Aldermen Chmielewski, Kelleher, Killey, McMahon, O’Sullivan, Redden & Robinson Nay:0 Motion carried 7:0

Chief Bianchi provided a report on the Sandwich school district employees safety lockdown training at the high school. Assisting from Plano was Chief Whowell and Sergeant Aaron Smith.

EMA Director Ciciora: No report

Alderwoman Chmielewski: According to new legislation in 2015, elected officials must post their e- mail addresses on websites. She will gather this information and forward to Tom Ciciora to post.

Alderman Dell: Absent

Alderman Kelleher: A letter was read from Ward 2 resident Julie Thompson thanking the City for the completion of the Willow Crest Nursing Pavilion parking issues. She requested that a no parking zone be established on the west side of Main Street, between Elmwood Place and the entrance to the nursing home parking lot.

Alderwoman Killey announced that the next finance committee meeting will be on Monday, October 2nd immediately following the Committee-of-the-Whole meeting.

Alderman McMahon: A meeting will be held on Saturday, September 30th, at 11 AM for all Wilshire and Wentworth residents. A meeting for landlords will be scheduled at a later date.

Alderman O’Sullivan: No report

Alderman Redden: No report

Alderman Robinson : No report

There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Redden to adjourn the Regular Council meeting at 7:30 pm. Motion carried unanimously by viva voce vote.
