Plano City Council met August 28.

Here is the minutes provided by the Council:

The regular meeting of the Plano City Council was called to order on Monday, August 28, 2017 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

Minutes:

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to approve the minutes of the regular meeting on August 14, 2017. A unanimous “Aye” voice vote was heard. The motion passed.

Agenda:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of August 28, 2017. A unanimous “Aye” voice vote was heard. The motion passed.

Warrants:

A motion was made by Alderman Williams, seconded by Alderman Eaton, that orders are drawn on the Treasury to pay per warrant list dated August 28, 2017 in the amount of $79,913.05.

Wage Report: None

Introduction of Guests:

Guests and members of the press were welcomed by Mayor Hausler.

Citizen’s Comments:

Devin Carrera from Boy Scout Troop 71 requested approval for an Eagle Scout Project to put roofs on the dugouts at Klatt Field.

Nicole Diaz thanked the Mayor, Council and the City for their help with Smallville Superfest.

Ms. Dorothy Haick asked about a house at Jones and Hugh. She was told that would be discussed at COW this evening.

Mayor’s Report: Bob Hausler

The Mayor thanked everybody for their work and attendance to the successful Smallville Superfest. He also requested more volunteers.

The Mayor read a proclamation for National Suicide Prevention Awareness. The Mayor will be at an ICSC conference September 15, 2017.

Plano Area Chamber of Commerce: Rich Healy

There will be a joint event with Sandwich on October 11, 2017 from 9:30 to 1. Coffee & Connections will begin again in September. The Halloween Committee is working on Trick or Treating in the downtown area. There will be a prescription drug collection event on October 6, 2017.

City Attorney: Tom Grant Ordinance #2017-36 Prevailing rate of wage

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to approve an ordinance establishing a prevailing rate of wage.

Resolution #R2017-19 Purchase Policy

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve a resolution to update the City of Plano purchase policy.

Voting “Nay”:

City Clerk: Kathleen Miller

A motion was made by Alderman Rennels, seconded by Alderman Nadeau, to waive competitive bidding for new software for the City. Proposals were solicited for this project.

Voting “Nay”:

Absent: Jones, Mulliner

Motion passed.

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the proposal for software and services by BS&A Software in an amount not to exceed $130,000.00.

City Treasurer: Janet Goehst

A motion was made by Alderman DeBolt, seconded by Alderman Eaton, to approve the July 31, 2017 Treasurer’s Report in the amount of $7,877,015.96.

Police Chief’s Report: Chief Jonathan Whowell

The Plano PD is looking for a part-time Officer to fill a vacant spot. Alison Gunderson will be hired as a crossing guard effective September 6, 2017 at a starting rate of pay of $12.75 per hour. The PD will be hosting a joint training regarding media. Foli Park will be closed until further notice due to construction. On September 20 & 21 the PD will have training with the State’s Attorney’s Office reference mental health, suicidal subjects and the law surrounding these issues.

Director of Public Works & Water Reclamation Report: Darrin Boyer

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve hiring Hamilton for non-motor fuel construction observation in the amount of $13,500.00.

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve hiring Xylem for Flygt pump maintenance in the amount of $4,323.00.

Water Superintendent: Josh Beyer

A motion was made by Alderman DeBolt, seconded by Alderman Williams, to waive competitive bidding for the fixed network system.

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to approve the proposal and contract from Neptune for a fixed network system infrastructure cost of $36,500.00.

Building, Planning & Zoning: Tom Karpus

Administrative/Health & Safety: Alderman Mulliner - Absent

Alderman Rennels canceled the meeting scheduled for August 29, 2017 and rescheduled it for September 12, 2017 at 6:00 pm.

Buildings, Grounds and Zoning: Alderman DeBolt

Alderman DeBolt had a meeting August 23, 2017 to discuss haunted houses and the City lot at Lew & Dearborn.

Economic Developments/Grants: Alderman Rennels

Alderman Rennels had a meeting August 23, 2017 at 6:30 PM and discussed the development of a brochure.

Finance: Alderman Williams

Alderman Williams called a meeting for September 11, 2017 at 5:30 p.m. PARKS: Alderman Johns

Alderman Johns had a meeting on August 23, 2017; those items discussed were approved earlier this evening.

Personnel & Insurance: Alderman Jones – Absent – Nothing to report

Special Events: Alderman Nadeau

Alderman Nadeau thanks all of the volunteers for their work at the Smallville Superfest. A meeting was called for September 12, 2017 at 5:30 pm.

Streets & Utilities: Alderman Eaton

Alderman Eaton had a meeting on August 15, 2017. A meeting was called for September 5, 2017 at 6:00 pm.

Closed Session: None

Citizen’s Comments:

Ms. Haick mentioned speeding and running stop sign issues. The Chief will look into this issue.

A motion was made by Alderman Williams, seconded by Alderman Eaton, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 7:01 p.m.
