The Board of Education of Plano Community Unit School District No. 88 met in regular session on Monday, August 21, 2017 at 6:10 p.m. at Plano Middle School, following the Plano Area Special Education Cooperative Budget Hearing.

I Call to Order

President Campbell called the regular meeting to order at 6:03 p.m. Present for roll call were Campbell, Klatt, Martinez, Waldrop and Ward. Member Jernigan arrived at 6:04 p.m. and Member Velazquez at 6:32 p.m. Others present were administrators Mateyka, Zeman, Baker, Heller, Seput, Schmidt, Alvarez, Thurwanger and Superintendent Garcia and Board Secretary Benoit. Office staff present: Appel.

Martinez moved, and Ward seconded the motion, to approve the agenda as printed, with a revised personnel report. Voting aye: Martinez, Ward, Campbell, Klatt and Waldrop. Motion carried: 5 ayes, 0 nays, 2 absent.

IV Recognition & Celebrations

Dr. Garcia celebrated the success of the Plano Community Summer Meals Program. He said over 3,000 meals were served at two locations in July and August after the conclusion of the summer school program. Dr. Garcia thanked Kathy Benoit for coordinating the summer meals program efforts.

Dr. Garcia discussed the new Mobile Food Pantry that will be offered once a month on the third Friday of the month at P.H. Miller School. Elia Rubio was present and has been an integral part of the program, plus Greg Witek from the Kendall County Community Food Pantry, Father Andy from St. Mary Church and Laurel Mateyka from P.H. Miller and many others. Each month, many volunteers will help clean produce, stock and distribute the food and serve the families. Board member Estela Martinez is a very active volunteer for the mobile food pantry.

Finally, Faith Skinner was recognized as being a top ten finalist for the “Illinois Teacher of the Year Award.” She will be honored at the “Those Who Excel” program on October 28th in Bloomington-Normal. Mrs. Skinner said she is so proud to work for the Plano School District where there are so many amazing staff members and students. She said she is excited and honored to represent Plano at this awards program.

The following visitors were present: Zack, Julia and Elle Skinner and Elia Rubio. Media representative Lyle Rolfe (Record) was present. No one wished to address the Board.

Ward moved, and Martinez seconded the motion, to approve the consent agenda as follows: A. Minutes

We recommend that the following banks/depositories be named as district bank depositories for FY18: BMO Harris Bank, Centrue Bank and First National Bank.

Approve the destruction of audiotapes of executive session minutes during December 2015. Voting aye: Ward, Martinez, Campbell, Jernigan, Klatt and Waldrop. Motion carried: 6 ayes, 0 nays, 1 absent.

VII Superintendent’s Report

For Action Report No. 18-09 Summer School Update

Dr. Thurwanger reviewed the many successes of the 2017 summer school program, including the many students who enjoyed their enrichment studies; enrollment was up; and the cost per pupil was way down.

Mr. Zeman added that 140 family members attended the enrichment showcase at 10:00 a.m. on Friday, which was a great turnout. Mrs. Mateyka added that the free preschool program that was offered helped immensely with the transition to Kindergarten. Dr. Thurwanger said the program would be June 4-29, 2018. She said they hope that the fee structure would remain the same, but there may be some revisions to the credit recovery program cost. Eric Benson will be joining the team of summer school administrators and will serve at the coordinator for next summer. The district plans to write its own summer school curriculum, because IMSA will not be able to provide this next summer due to budget cuts.

Report No. 18-10 Opening of Schools Administrators’ Reports

The building principals all reviewed their written reports and highlighted special summer and opening of schools events; introduced their new staff members and coaches; reviewed enrollment; and thanked their custodial staff members for getting buildings ready over the summer.

Report No. 18-11 Middle School Roof/Windows Project Final Report

Bryan Appel was pleased to report the completion of the Middle School roof/windows project. He said the project was completed on-time and under budget. The façade of the Middle School looks fantastic, including new windows and shades, panels under the windows, landscaping and the new roofline. President Campbell said he has heard many compliments on how great the building looks. Dr. Garcia thanked Mr. Appel for his leadership.

For Action Report No. 18-12 Approve PASEC FY18 Budget

PASEC Director Mrs. Amy Lee reviewed the FY17 budget summary revenue and expenditures and the FY18 projected budget. She was pleased to announce that the FY18 budget will continue to provide the resources and tools to effectively meet the varied needs of the students who qualify for special education services.

Ward moved, and Martinez seconded the motion, to approve the FY18 Plano Area Special Education Cooperative budget.

Voting aye: Ward, Martinez, Campbell, Jernigan, Klatt, Velazquez and Waldrop.

Motion carried: 7 ayes, 0 nays.

Report No. 18-13 Approve PASEC Intergovernmental Agreements

Mrs. Lee reviewed the components of the Intergovernmental Agreements with Oswego School District 308 and Yorkville District 115: programs and services; tuition and billing; projected enrollment notifications; and terms of agreement.

The agreements have already been approved by Yorkville, Oswego and the PAEC Executive Board.

Martinez moved, and Ward seconded the motion, to approve the Intergovernmental Agreements between the PASEC Executive Board and Yorkville School District No. 115 and Oswego School District No. 308.

Voting aye: Martinez, Ward, Campbell, Jernigan, Klatt, Velazquez and Waldrop.

Motion carried: 7 ayes, 0 nays.

Report No. 18-14 FY18 District 88 Tentative Budget Presentation

Dr. Garcia reviewed the financial commitments the district previously approved and then highlighted revenue and expenditure projections for FY18.

Martinez moved, and Ward seconded the motion, to approve the tentative budget and set the Budget Public Hearing for Monday, September 18, 2017 at 6:00 p.m. at P.H. Miller School located at 904 N. Lew Street in Plano, Illinois.

Voting aye: Martinez, Ward, Campbell, Jernigan, Klatt, Velazquez, Waldrop and Ward.

Motion carried: 7 ayes, 0 nays.

Report No. 18-15 Approve Copier Paper Bid

Dr. Garcia explained that the district still was not pleased with the quality of paper from the low bidder. The copier paper representative is afraid that the paper will harm the district machines.

Ward moved, and Klatt seconded the motion, to reject all bids for the copy paper that were presented to the district on August 10th.

Voting aye: Ward, Klatt, Campbell, Jernigan, Martinez, Velazquez and Waldrop.

Motion carried: 7 ayes, 0 nays.

Vice President Ward complimented staff members on the success of the “Back to School Bash.”

Board Secretary Benoit congratulated Marisela Garcia for distributing hundreds of backpacks to district children during events at Emily Johns and the Back to School Bash.
