I Call to Order

President Campbell called the regular meeting to order at 6:03 p.m. Present for roll call were Campbell, Jernigan, Klatt, Martinez, Velazquez, Waldrop and Ward. Others present were administrators Lee, Mateyka, Seput, Schmidt, Alvarez, Thurwanger and Superintendent Garcia and Board Secretary Benoit. Office staff present: Appel and Green arrived at 6:30 p.m.

Ward moved, and Martinez seconded the motion, to approve the agenda as printe1d. Voting aye: Ward, Martinez, Campbell, Jernigan, Klatt, Velazquez and Waldrop. Motion carried: 7 ayes, 0 nays.

IV Recognition & Celebrations

Dr. Garcia introduced P.H. Miller principal Laurel Mateyka. Mrs. Mateyka showed a video celebrating the beginning of the year activities at P.H. Miller, including new furniture, study spaces, faculty dining room, gym curtain and Storybook Gardens created by Amy Hamilton. She thanked staff for their support and hard work over the summer. PATT sponsored a “Coffee & Kleenex” event for kindergarten parents. She said the Mobile Food Pantry has been very successful and the second event served twice as many families as the first; this is proof that there is great need in Plano for this service. Mrs. Mateyka said it has been an awesome start to the year, including new banners and flags to help parking lot traffic. Mrs. Mateyka introduced the following new staff members: Maria Cisneros, Malia Anderson, Tania Alcala, Tracy Olson, Nicole Jackson, Cora Vandermeer and Lindsay Wintermute. Casey Martinson joined the meeting after the picture was taken.

Jada Lutterbach and Rebecca Taylor from Arbor Management thanked Board members for the opportunity to serve the district and students of Plano. They said the students have been very respectful and they and staff members have welcomed them with open arms. Their goal is to serve the highest quality of food to the students, including new offerings of fresh baked pizza sold from the new pizza oven purchased by the district and fresh fruit and vegetable bars. Dr. Garcia said the transition has been a good one and he has been taste testing the food at the buildings and has been impressed.

The following visitors were present: Kathy Tyler, Angie Cornelissen and Chris Fontanez. Media representative Lyle Rolfe (Record) was present for the meeting. No one wished to address the Board.

E. Fundraising Applications

As you recall, the law now requires that the Board of Education approve any contract that yields a profit of more than $1,000. The following fundraiser applications are being presented this month:

VII Superintendent’s Report

For Action Report No. 18-17 Approval of District 88 FY18 Budget

Dr. Garcia reviewed the 2017-18 school district budget. He reviewed the amounts that the district has abated over the past two years and the $1.4 million that the district will abate this year. Dr. Garcia said a funding model is being considered by legislators that could result in a more level playing field for our community.

President Campbell thanked Dr. Garcia and the following members of the Finance Committee: Paul Heller, Mike Jernigan, Jim Ward. He said their vision and hard work have allowed for a balanced budget and they have always been mindful of the citizens.

Ward moved, and Martinez seconded the motion, to approve the FY18 Plano Community Unit School District No. 88 budget.

Voting aye: Ward, Martinez, Campbell, Jernigan, Klatt, Velazquez and Waldrop.

Motion carried: 7 ayes, 0 nays.

Report No. 18-18 Approval of PASEC FY17 Audit

Dr. Garcia introduced Chad Lucas from Sikich who reviewed the District 88 audit and the first-ever PASEC FY17 audit. Mr. Lucas said there were no major weaknesses or significant deficiencies in either audit. He said their firm appreciated the opportunity to work on both of these audits and he thanked Dr. Garcia, Amy Lee and Norma Green for their assistance. Dr. Garcia said audit recommendations help the district better handle their finances each year. President Campbell thanked Norma Green and staff for their hard work and dedication working with the auditors.

Klatt moved, and Ward seconded the motion to approve the Plano Area Special Education Cooperative FY17 audit.

Voting aye: Klatt, Ward, Campbell, Jernigan, Martinez, Velazquez and Waldrop.

Motion carried: 7 ayes, 0 nays.

Report No. 18-19 Approval of District 88 FY17 Audit

Velazquez moved, and Ward seconded the motion, to approve the Plano Community Unit School District No. 88 FY17 audit.

Voting aye: Velazquez, Ward, Campbell, Jernigan, Klatt, Martinez and Waldrop.

Motion carried: 7 ayes, 0 nays.

Report No. 18-20 Approve Bus Lease Agreement

Jernigan moved, and Martinez seconded the motion, to authorize the superintendent to sign the lease agreement for one 18+1 passenger bus with Midwest Transit as presented.

Voting aye: Jernigan, Martinez, Campbell, Klatt, Velazquez, Waldrop and Ward.

Motion carried: 7 ayes, 0 nays.

Report No. 18-21 Approve Apple Lease Agreement

Kathy Tyler was present and reviewed the four-year Apple lease agreement and said it has been four years since the last Apple lease. She said Apple makes it affordable for districts to make substantial purchases and spread the cost over four years. The plan is to purchase 60 five-packs of MacBook Airs and 90 iMacs. The iMacs will replace computers in Tech Apps classes at the high school and one computer lab at Emily Johns. Both of these computers are 101⁄2 years old. They will repurpose these iMacs to locations with older computers. Chromebooks were purchased with Title I Grant money. The addition of these computers will bring ratios to 2:1 at the elementary levels and 11⁄2:1 at upper levels.

Dr. Garcia thanked Kathy Tyler for leading the Future Ready Committee that includes professional development, equipment, networking, curriculum, student data and privacy. Representatives from each school were on the committee, which met every other week last school year. They followed the Future Ready guidelines and have a vision for the future.

Report No. 18-21 Approve Apple Lease Agreement (cont.)

The committee also is working on a long-term facility plan for technology, which will be presented later in the year. Kathy Tyler said the computers should be in the buildings in 6-8 weeks, following software installation and updates. The cost of the lease agreement has been included in the FY18 budget.

Ward moved, and Klatt seconded the motion, to approve Apple leases at a cost of $99,627.13 for each of four years.

For Information Report No. 18-24 Teaching & Learning Update: Curriculum Alignment

Dr. Thurwanger briefed the Board of Education on the progress of curriculum alignment efforts in the district including a Curriculum Trak overview, how our pilot teams are using Curriculum Trak, and how Curriculum Trak supports our district vision related to the Roadmap. The Roadmap guides the teaching and learning practices of our district. Efforts to improve instruction, academic attainment and growth are aligned to the Roadmap.

Dr. Thurwanger introduced the 2017-18 instructional coaches: Mary Rose Coker, Missy Crisci, Pam Reilly, Faith Skinner and Brett Spratley. She said this is a power team of individuals, including a past “Illinois Teacher of the Year” and an “Illinois Teacher of the Year” finalist this year.

Report No. 18-25 Athletic & Extra-Curricular Update

High School Athletic Director Jim Schmidt reviewed statistics indicating that 50% of high school students will play at least one sport this school year. He said he is meeting with all students to review their extra- and co-curricular participation. He estimates that 82-83% of all students will be involved in extra activities.

Mr. Schmidt said the Interstate Eight Conference may disband after the 2018-19 school year, so participating schools will need to look for another conference and/or start a new one. He said the schools have cited excessive travel and inequitable enrollments as the main reason for the decision to leave the conference. Mr. Schmidt said Plano has been a good partner in the I-8 for 39 years and that they were surprised with the announcements.

Report No. 18-26 District Enrollment Report

Dr. Garcia reviewed the preliminary district enrollment report. Currently, there are 2,364 students in district, which is a decrease of 38 students from last year’s fall housing report. He said the enrollment numbers should increase as the PK program increases their numbers.

Dr. Garcia announced that there were two FOIA’s that were completed:

▪ Illinois Retired Teachers Association – Email addresses of all teachers and administrators

▪ SmartProcure – Purchases orders from 6-8-17 to current.
