II. Mayor:

A. Proclamations:

1. Zonta Club – United Nations Day

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk recognizing United Nations Day on October 24, 2017.

Pam Hunters thanked the Mayor and Council for their recognition and shared active Zonta Club projects.

2. Red Ribbon Week 2017

Councilwoman Gavin read a Proclamation issued by Mayor O'Dekirk recognizing October 23-31, 2017 as Red Ribbon Week.

Sherry Powell thanked the Mayor and Council for their recognition and explained the Red Ribbon campaign.

B. Mayor O’Dekirk – Appointments

III. Approval of Agenda:

Motion to approve the Agenda as written was made by Councilwoman Bettye Gavin.

V. Council Committee Reports:

A. Economic Development

Councilman Hug stated the Economic Development Committee met on October 12, 2017 to discuss the TIF Agreement for the former Catholic Charities building at 201 N. Ottawa.

B. Finance

Councilman Turk stated the Finance Committee met this evening in the Executive Conference Room to review the renewal of group health, dental, vision, and life insurance programs. He asked Councilman Mudron to further explain the renewal.

Councilman Mudron thanked staff and the brokerage firm Arthur J. Gallagher for working to negotiate rates and reduce premiums.

Councilman Turk stated the Committee also reviewed a new online payment system to collect food and beverage, hotel/motel, gas, and tangible taxes with Azavar. He stated the Committee also reviewed the monthly Financial Report, Personnel Summary, Travel Expense Report, Invoices Paid and found them all to be in order and recommended their approval.

C. Land Use & Legislative

Councilman Morris stated the Land Use & Legislative Committee met Tuesday, October 10, 2017 in the Council Chambers to discuss the revision on the usage of inflatable bounce house, electronic message signage, regulations and restrictions of the sale of cats and dogs, and an addendum to the Joliet boundary agreement with Channahon. Interim City Manager Marty Shanahan briefly explained the proposed boundary agreement.

A brief discussion was held regarding a proposed City Ordinance pertaining to the regulations and restrictions of the sale of cats and dogs.

D. Public Service

Councilman Hug stated the Public Service Committee met at 4:00 p.m. this evening to review a stop sign to be placed at intersection of Oneida and Nicholson Streets, a Resolution authorizing an intergovernmental agreement with Crest Hill for a traffic signal at the intersection of Gaylord Road and Division Street.

A brief discussion was held regarding the purpose for the intergovernmental agreement as well as the Committee's recommendation to deny the Resolution.

A lengthy discussion was held regarding the discussion and voting on a proposed Ordinance regulating and restricting the sale of dogs and cats at the Land Use and Legislative Committee meeting on October 10, 2017.

The minutes of the Pre-Council Meeting of the Council of the City of Joliet, Illinois held on Monday, October 2, 2017 at 5:30 p.m. and of the Regular Meeting of the Council of the City of Joliet, Illinois held on Tuesday, October 3, 2017 at 6:30 p.m. stand approved as recorded.

B. Invoices Paid Report

A communication from the City Manager contained his recommendation that the report be received and placed on file.

C. Council Memo #549-17: Regular Payroll for September 1 – 14, 2017 - $3,208,335.57

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period September 1 through September 14, 2017, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

D. Council Memo #550-17: Position Vacancies/Job Descriptions

A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill one Senior Systems Engineer position in the IT Department; 2) Fill one Senior Network Engineer in the IT Department; and 3) Fill one Public Utilities Administrator in the Public Utilities Department; and 4) Fill one Custodian/Floor Man position and any subsequent vacancies which may occur with these positions.

E. Council Memo #551-17: Renewal of Group Health, Dental, Vision and Life Insurance Programs

A communication from the City Manager contained his recommendation that he be authorized to renew the Blue Cross Blue Shield of Illinois PPO health, dental, and vision insurance plan for all eligible employees and retirees. In addition, also be authorized to renew the Dearborn National Life insurance program for a three-year term beginning with the 2018 plan year.

F. Council Memo #552-17: Disclosable Payment – IMRF Retirement

G. Approval of 2018 Joliet City Council Meeting Schedule 2018 City Council Meeting Schedule

Motion to concur in the recommendations of the City Manager was made by Councilman Michael F. Turk.

XI. City Manager:

The Interim City Manager congratulated the local teams who competed in the Southwest Prairie Conference Cross-County meet. He also reminded residents that on January 1, 2018 weekly recycling as well as at-your-door recycling and house hazardous waste pick-up begins.

Robert Webb addressed the Mayor and Council concerning the usage of the Law Libraries.

XIV. Mayor And Council Comments:

Mayor O'Dekirk highlighted that the Exchange Club honored Shawn Carroll with firefighter of the year, grand openings for Motor Mat and Wings Around the World, and the Take Back the Night event. He also extended condolences on behalf of the entire City Council for the untimely passing of former Councilwoman Brooke Hernandez-Brewer's husband.

XV. Closed Session to discuss the following subjects:

Motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance and pending or threatened litigation after which the meeting will be adjourned was made by Councilwoman Bettye Gavin.
