City of Joliet Pre-Council met October 2.

Here is the minutes provided by the Council:

I. Roll Call:

Present: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk.

Absent: Robert O'dekirk.

Also Present: Interim City Manager Martin Shanahan, Jr., Acting Corporation Counsel Chris Regis.

II. Presentation:

A. Illinois Association of Chiefs of Police Certification - Chief Bill Kushner, Des Plaines PD

Mr. William R. Kushner, Vice President At-Large, Region 3 Illinois Association of Chiefs of Police, presented Chief Brian Benton with a Certification as a Certified Police Chief in the State of Illinois.

Chief Brian Benton thanked Mr. Kushner for being at the meeting to present the Certified Police Chief Certification. He stated the certification was an opportunity to better himself professionally and set an example of professionalism for the Joliet Police Department.

Interim City Manager, Marty Shanahan, gave a brief overview of this Council Memo.

In response to Council's questions, Kendall Jackson - Director Community Development stated the building at 112 Henderson Avenue is currently vacant, pictures of the property will be provided at tomorrow night's meeting, and notifications were sent to a 600 foot radius surrounding the building.

2. Council Memo #524-17: Ordinance Declaring Certain Properties as Public Nuisances

Interim City Manager, Marty Shanahan, gave a brief overview of this Council Memo.

3. Council Memo #525-17: Ordinances for the Levy and Assessment of Taxes for 2015 Special Service Areas (Neighborhood Improvement Program)

Interim City Manager, Marty Shanahan, gave a brief overview of this Council Memo.

In response to Councilman Turk's question, Steve Jones - Deputy City Manager/Economic Development Director explained parking for the redevelopment of 141 E. Jefferson Street.

2. Council Memo #528-17: Resolution Authorizing Execution of a Retail Tax Rebate Agreement with Speedway LLC (Southwest Corner Route 53-Emerald Drive)

Interim City Manager, Marty Shanahan, gave a brief overview of this Council Memo.

In response to council's questions, the Interim City Manager discussed traffic routing, signals, and additional roadway development on Laraway Road. He stated there are many moving parts to this proposed development and asked Mr. Philipchuck, attorney for Speedway, to address the Council.

Mr. John Philipchuck spoke regarding a traffic signal and the request to move forward with the proposed agreements.

Council discussed the funding for the traffic signal and roadway improvements on Route 53 at Laraway Road and Emerald Drive, including the EDP grants.

Chris Kalischefski, Architect with Corporate Design Development Group, gave a brief overview of the IDOT proposal for improvements at Emerald and Laraway Roads and the EDP grants.

3. Council Memo #529-17: Resolution Appropriating Additional Funds Associated with an Intergovernmental Agreement with the Illinois Department of Transportation for the US Route 30 at Interstate 55 Ramps Improvement Project – MFT Sect. No. 14-00470-00-TL
