City of Plano City Council met September 11.

Here is the minutes provided by the Council:

The regular meeting of the Plano City Council was called to order on Monday, September 11, 2017 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

Minutes:

A motion was made by Alderman Rennels, seconded by Alderman Williams, to approve the minutes of the regular meeting on August 28, 2017. A unanimous “Aye” voice vote was heard. The motion passed.

Agenda:

A motion was made by Alderman Mulliner, seconded by Alderman Nadeau, to approve the amended agenda for the regular meeting of September 11, 2017. The amendment was to add a Proclamation for Constitution Week under the Mayor. A unanimous “Aye” voice vote was heard. The motion passed.

Warrants:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, that orders are drawn on the Treasury to pay per warrant list dated September 11, 2017 in the amount of $ 130,139.80.

Voting “Nay”:

Absent: Eaton

Introduction Of Guests:

Guests and members of the press were welcomed by Mayor Hausler.

Mayor’s Report: Bob Hausler

The Mayor read a proclamation for Constitution Week. The Mayor read a proclamation for Purple Heart City. A plaque was presented to the Mayor by Mr. Rick Gardner.

Plano Area Chamber Of Commerce: Rich Healy

Coffee and Connections will be Thursday, September 21, 2017. Hurricane Relief Dinner will be held Wednesday, October 4, 2017 at The Harvester Restaurant. Drug collection will take place on Friday, October 6, 2017 at Arts on Fire. Thursday, October 26, 2017 will be the Halloween Treats on the Streets event.

City Attorney: Tom Grant – Nothing to report

City Clerk: Kathleen Miller

A thank you card was read from the Plano Middle School thanking Darrin for the free mulch.

City Treasurer: Janet Goehst – Nothing to report

Police Chief’s Report: Chief Jonathan Whowell

Two letters of commendation were presented to Officer Derek Stoch and Officer Jason Contreras. The Chief, Sgt. Smith and Lt. Allison attended the LKWD HOA meeting to discuss the Everbridge system. The Chief and Lt. Allison will be going to the Autobahn Club Tuesday to see what they have to offer regarding safe and tactical driving.

Director Of Public Works & Water Reclamation Report: Darrin Boyer

A motion was made by Alderman Jones, seconded by Alderman Johns, to approve going out for bid for a water meter van.

Water Superintendent: Josh Beyer – Nothing to report

Building, Planning & Zoning: Tom Karpus

A motion was made by Alderman Rennels, seconded by Alderman Williams, to waive competitive bidding for the masonry and hollow metal work at Foli Park. Roll Call:

Voting “Aye”: Williams, Nadeau, Johns, Rennels, DeBolt, Jones, Mulliner

Voting “Nay”:

Absent: Eaton

Motion passed.

A motion was made by Alderman Williams, seconded by Alderman Rennels, to approve a proposal from Lite Construction in the amount of $ 21,548.00 for labor and material to install masonry partitions, cutting in new doors, hollow metal doors and frames for the remodel of the concession stand at Foli Park.

Voting “Nay”:

Motion passed.

A motion was made by Alderman Mulliner, seconded by Alderman Williams, to approve a down payment to Hometown Plumbing in the amount of $ 9,750.00 for remodel work at Foli Park.

Voting “Nay”:

Absent: Eaton

Motion passed.

A motion was made by Alderman Jones, seconded by Alderman Rennels, to approve the final payment to Innovation Landscaping for work at the Dearborn & West St. park in the amount of $ 25,194.85.

Motion passed.

Committee Reports:

Administrative/Health & Safety: Alderman Mulliner

Alderman Mulliner canceled the September 12, 2017 meeting and rescheduled it for October 2, 2017 at 6:00 pm.

Buildings, Grounds And Zoning: Alderman DeBolt – Nothing to report

Economic Developments/Grants: Alderman Rennels – Nothing to report

Finance: Alderman Williams

Alderman Williams called a meeting for September 25, 2017 at 5:30 p.m.

Parks: Alderman Johns

Alderman Johns called a meeting for September 20, 2017 at 5:30 pm.

Personnel & Insurance: Alderman Jones – Nothing to report

Special Events: Alderman Nadeau

Alderman Nadeau reminded the Council of a meeting September 12, 2017 at 5:30 pm.

Streets & Utilities: Alderman Eaton - Absent

Alderman Jones reported on the meeting that was held September 5, 2017. The Churchill issue was tabled. The no parking issues will be discussed at COW this evening. There will be a public hearing on September 26, 2017.

Closed Session:

A motion was made by Alderman Jones, seconded by Alderman DeBolt to go into closed session to discuss collective bargaining.

Voting “Aye”: Williams, Nadeau, Johns, Rennels, DeBolt, Jones, Mulliner

Voting “Nay”:

Absent: Eaton

Motion passed.

A motion was made by Alderman Williams, seconded by Alderman Mulliner, to return to open session. A unanimous “Aye” voice vote was heard. Motion passed. Attorney Grant commented that we went into closed session to discuss the status of collective bargaining. No action was taken.

Adjournment:

A motion was made by Alderman DeBolt, seconded by Alderman Williams, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:36 p.m.
