City of Joliet Public Service Committee met October 17.

Here is the minutes provided by the Committee:

1.Roll Call

Present: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Absent: None.

Also Present: Jim Eggen, Director of Public Utilities, Jim Trizna - Director of Public Works, Greg Ruddy - Public Works Administrator, Ken Mihelich - Director of Administrative Services, and David Ortiz - Civil Engineer I.

2. Approval Of Minutes

Motion to approve the Minutes of the Public Service Committee Meeting from October 3, 2017 was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Nays: None.

3. Public Comment

4. Consent Agenda

a. Motion to Accept Staff’s recommendation regarding a Request for Multi- Way Stop Sign at the intersection of Oneida Street and Nicholson Street

Jim Trizna, Director of Public Works, discussed the Multi-Way Stop request at Nicholson Street and Oneida Street. The traffic counts do not support an all way stop. The traffic crash history was also reviewed and only one accident was found in the last three years. Greg Ruddy, Public Works Administrator, discussed the accidents in this area. Based on the above, the Public Works Department does not recommend an All-way Stop at this intersection. Councilman Dickinson and Councilwoman Gavin disagree and would like to see an all way stop at this intersection. Motion to deny a) Staff’s recommendation regarding a Request for Multi-Way Stop Sign at the intersection of Oneida Street and Nicholson Street was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Nays: Councilman Larry E. Hug.

5. Contracts

a. Request for Authorization to Award Contract for the Generator Replacement at City Hall and Budgetary Adjustment

Ken Mihelich, Director of Administrative Services, discussed the purchase of a Generator Replacement at City Hall, in the amount of $44,688.00, on behalf of Hayes Mechanical. This includes the equipment and installation.

Motion to recommend a) Authorization to Award Contract for the Generator Replacement at City Hall and Budgetary Adjustment to full Council was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Nays: None.

6. Change Orders / Pay Estimates / And Final Payments

a. Request for Authorization to Approve Change Order No. 2 for the 2017 Sidewalk / Curb Replacement Project

David Ortiz, Civil Engineer I, discussed Change Order No. 2, in the amount of $8,400.00, on behalf of Globe Construction Co.

b. Request for Authorization to Approve Change Order No. 5 for the Osgood Street / Second Avenue Roadway Improvements Project – MFT Sect. No. 16-00493-00-FP

David Ortiz discussed Change Order No. 5, in the amount of ($4,661.08), on behalf of P. T. Ferro Construction Co.

c. Request for Authorization to Approve Amendment No. 1 for the Engineering Design Services / Construction Management for the Joliet

Jim Trizna discussed the fencing replacement which is a substantial amount of work for the Baseball Park. David Ortiz discussed Amendment No. 1, in the amount of $19,700.00, on behalf of Wight & Co. This was for further design of the 8 foot security fence. This is an outward hook fence design. There was further discussion of other ways to potentially climb into the park.

Motion to recommend Request for Authorization to Approve: a) Change Order No. 2 for the 2017 Sidewalk / Curb Replacement Project; b) Change Order No. 5 for the Osgood Street / Second Avenue Roadway Improvements Project - MFT Section No. 16-00493- 00-FP; and c) Amendment No. 1 for the Engineering Design Services / Construction Management for the Joliet Minor League Baseball Park to full Council was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Nays: None.

7. Ordinances And Resolutions

a. Resolution Authorizing Execution of an Intergovernmental Agreement with Crest Hill regarding the Installation of Traffic Signals at the intersection of Gaylord Road and Division Street

Jim Trizna stated Crest Hill has had the lead on this project. The intersection will be improved and widened and lined up properly. Joliet has two legs of the intersection. The only cost to the City of Joliet will be to maintain the signals at this intersection. The residents in the area were not in favor of this growth in Crest Hill. Councilman Hug is against the City of Joliet being involved in this improvement. Councilwoman Gavin asked what the ramifications of not approving the IGA would be.

Motion to recommend a) Resolution Authorizing Execution of an Intergovernmental Agreement with Crest Hill regarding the Installation of Traffic Signals at the intersection of Gaylord Road and Division Street to be denied by full Council was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.

Nays: None.

8. New or Old Business, not for final action or recommendation

a. Report on Hydrant Repairs

Jim Eggen stated 16 fire hydrants were repaired. Twelve of those were out of service, one was operational needing repair, and three were normal. Current totals are 41 out of service and 14 are operational but needing minor repair.

b. Report on Valves

Jim Eggen stated 19 valves are out of service. One valve was repaired and one valve was added.

c. Utilities Contracted Services

Nothing new at this time.

9. Adjournment

Motion to adjourn was made by Councilwoman Bettye Gavin.
