City of Joliet Finance Committee met October 17.

1. Roll Call
Present: Councilman Michael F. Turk, Councilman John E. Gerl, Councilman Pat Mudron.
Absent: None.
Also Present: Director of Finance James Ghedotte, Director of Administrative Services Kenneth R. Mihelich, Benefits/Risk Management Administrator Valeria Hall, City Clerk Christa Desiderio, Representatives from Arthur J. Gallagher & Co Phil Algozino and Tim Mooney, and Representatives from Azavar Government Solutions Scott Shamberg and Jason Perry.
2. Approval of Minutes – Regular Meeting – September 19, 2017
Motion to approve the Regular Meeting Minutes held on September 19, 2017 was made by Councilman John E. Gerl.
Motion seconded by Councilman Michael F. Turk.
Motion carried by the following vote:
Ayes: Councilman Michael F. Turk, Councilman John E. Gerl, Councilman Pat Mudron.
Nays: None.
3. Renewal of Group Health, Dental, Vision, and Life Insurance Programs
Benefits/Risk Management Administrator Valeria Hall gave a brief overview of this item and stated this renewal shows an increase in stop clause. She stated there will be an increase in prescription rebates.
Motion to recommend the Renewal of Group Health, Dental, Vision, and Life Insurance Programs was made by Councilman John E. Gerl.
Motion seconded by Councilman Pat Mudron.
Motion carried by the following vote:
Ayes: Councilman Michael F. Turk, Councilman John E. Gerl, Councilman Pat Mudron.
Nays: None.
4. Retiree’s Health Care
Director of Finance, Jim Ghedotte gave a brief overview of Retiree Health Care requirements. He stated the City does not currently have any funds set aside for retiree healthcare. Councilman Gerl stated the healthcare is being funded over 30-40 years. A brief discussion was held regarding retirement funds and possible funding mechanisms.
5. Discussion of Food & Beverage Tax Online Payments with Azavar
Director of Finance, Jim Ghedotte, gave a brief introduction to Azavar and on-line tax payments.
Azavar gave a PowerPoint presentation to discuss advantages to the City with this proposed on-line tax payment portal.
6. Monthly Financial Report
Director of Finance Jim Ghedotte gave a brief Financial Report for the City.
7. Personnel Summary
Director of Administrative Services Kenneth R. Mihelich gave a brief overview of the Personnel Summary.
8. Travel Expense Report
Mr. Ghedotte reviewed the Travel Expense Report
9. Invoices Paid Report
Mr. Ghedotte reviewed the Invoices Paid Report
10. Old/New Business – (not for final action or recommendation)
Mr. Ghedotte gave an update on the proposed 2018 Budget.
