The regular meeting of the Plano City Council was called to order on Monday, November 13, 2017 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

MINUTES:
A motion was made by Alderman Jones, seconded by Alderman Eaton, to approve the minutes of the regular meeting on October 23, 2017. A unanimous “Aye” voice vote was heard.
The motion passed.
AGENDA:
A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve the agenda for the regular meeting of November 13, 2017. A unanimous “Aye” voice vote was heard. The motion passed.
WARRANTS:
A motion was made by Alderman Williams, seconded by Alderman Eaton, that orders are drawn on the Treasury to pay per warrant list dated November 13, 2017 in the amount of $ 250,903.80.

Nikita White-Simmons spoke about needing volunteers for Advocate at home hospice care.
MAYOR’S REPORT: Bob Hausler
The Mayor presented Co-Mayor Ed Schleining with a medallion and read a proclamation regarding the City of Bologna. Attorney Tom Grant swore him into office.
PLANO AREA CHAMBER OF COMMERCE: Rich Healy
Mr. Healy estimated 750-800 children participated in the Treats on the Streets event. Forty businesses also participated. The best decorated booth went to Ivanna’s. There was a ribbon cutting held at Ivanna’s last week. Coffee & Connections will be held November 16, 2017 at the Chamber Office. Rockin’ Christmas will be held December 1, 2 & 3, 2017.

Resolution R#2017-23 – A resolution for an ITEP Grant
A motion was made by Alderman Williams, seconded by Alderman Mulliner, to approve a resolution to participate in an ITEP Grant Program for Main St. commuter lot reconstruction.

POLICE CHIEF’S REPORT: Chief Jonathan Whowell
Chief Whowell informed the Council of training with the Post Office regarding work place safety. He thanked all who attended the Veterans Day celebration. The Police
Department was awarded grant money for bullet proof vests.
DIRECTOR OF PUBLIC WORKS & WATER RECLAMATION REPORT: Darrin Boyer
A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve going out for bid for the drum thickener project.

A motion was made by Alderman Jones, seconded by Alderman Williams to approve payout to Lite Construction for Foli Park general work in the amount of $24,438.00

Attorney Grant commented that we went into closed session to discuss the status of collective bargaining and grievance arbitration. No action was taken.
Engaging Walter Liska for arbitration:
A motion was made by Alderman Jones, seconded by Alderman Eaton, to engage the services of Walter Liska for grievance arbitration.
