City of Plano City Council met Nov. 27.

Here is the minutes provided by the Council:

The regular meeting of the Plano City Council was called to order on Monday, November 27, 2017 by Mayor Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to approve the minutes of the regular meeting on November 13, 2017. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve the agenda for the regular meeting of November 27, 2017. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Williams, seconded by Alderman Rennels, that orders are drawn on the Treasury to pay per warrant list dated November 27, 2017 in the amount of $ 303,756.65.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by Mayor Hausler.

CITIZEN’S COMMENTS:

Nicole Diaz invited everybody to the Smallville Christmas Party on December 10, 2017 at 6:00 PM at the Plano Legion. This is a potluck and there will be a white elephant exchange if you are interested in participating.

Matt Jackson requested that the City look into doing background checks on tenants of rental properties. The City of Aurora does this.

MAYOR’S REPORT: Bob Hausler

The Mayor informed the Council of an event on December 4, 2017 at noon. This is the day that all municipalities that wish to participate will have a flag raising ceremony for Illinois’s Bi-centennial. A proclamation will also be read at this time.

The Mayor reminded everybody of the Rockin’ Christmas event this weekend.

PLANO AREA CHAMBER OF COMMERCE: Rich Healy - Absent

CITY ATTORNEY: Tom Grant

Ordinance 2017-38 IPWMAN

A motion was made by Alderman Jones, seconded by Alderman Rennels, to approve an Ordinance authorizing execution of the Illinois Public Works Mutual Aid Network Agreement (IPWMAN).

Ordinance 2017-39 Amended budget

A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve an Ordinance amending the budget ordinance 2017-18.

Voting “Nay”: Jones

Resolution R2017-24 ITEP

A motion was made by Alderman Mulliner, seconded by Alderman Jones, to approve a resolution for participation in ITEP grant program for Main St. commuter lot reconstruction.

CITY CLERK: Kathleen Miller – Nothing to report

CITY TREASURER: Janet Goehst

Janet thanked her department for the work they have done.

POLICE CHIEF’S REPORT: Chief Jonathan Whowell

Chief Whowell informed the Council of a private donation for window tint meters.

Officer Rolls completed an E.T. class and Officer’s Hogan & Koch completed an interview class.

DIRECTOR OF PUBLIC WORKS & WATER RECLAMATION REPORT: Darrin Boyer – Nothing to report

WATER SUPERINTENDENT: Josh Beyer – Absent – Nothing to report

Darrin stated that Josh would be at the next meeting to give an update on the meter installation

BUILDING, PLANNING & ZONING: Tom Karpus

A motion was made by Alderman Mulliner, seconded by Alderman Eaton to approve payout to Hometown Plumbing Inc. & HVAC for Foli Park work in the amount of $5,250.00.

COMMUNITY DEVELOPMENT: Alderman Rennels

Alderman Rennels has a meeting scheduled for November 28, 2017 at 6:30 PM

FINANCE: Alderman Williams

Alderman Williams called a meeting for December 11, 2017 at 5:30 p.m.

PARKS: Alderman Johns

A meeting was held November 21, 2017 at 6:00 PM.

A motion was made by Alderman Johns, seconded by Alderman Mulliner, to approve the purchase of a plaque honoring Caesar James Foli in the amount of $1639.00.
