Plano City Council met June 11.

Here is the minutes provided by the Council:

The regular meeting of the Plano City Council was called to order on Monday June 11, 2018 by Attorney Tom Grant in the Council Room at City Hall. The Attorney led the Pledge of Allegiance to the Flag.

There was a quorum.

A motion was made by Alderman Williams, seconded by Alderman Eaton, to designate Alderman Mulliner to serve as Pro Tem Mayor in the absence of Mayor Hausler.

Voting “Aye”: Williams, Mulliner, DeBolt, Johns, Rennels. Eaton, Nadeau

Voting “Nay”:

Absent: Jones

Motion passed.

Minutes:

A motion was made by Alderman Eaton, seconded by Alderman Rennels, to approve the minutes of the regular meeting on May 29, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

Agenda:

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the agenda for the regular meeting of June 11, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

Warrants:

A motion was made by Alderman Williams, seconded by Alderman Nadeau, that orders are drawn on the Treasury to pay per warrant list dated June 11, 2018 in the amount of $ 365,320.56.

Voting “Nay”:

Absent: Jones

Wage Report: None

Introduction Of Guests:

Guests and members of the press were welcomed by Mayor Pre tem Mulliner.

Citizen’s Comments:

State Senator Sue Rezin informed the Council that the State had passed a balanced budget with no new taxes. Additional monies were put into education, LDGF, IDOT, early childhood development and State Wide deferred maintenance. Also passed was a voluntary pension reform program.

Mayor’s Report: Bob Hausler – Absent – No report

Plano Area Chamber Of Commerce: Rich Healy – Absent – No report

City Attorney: Tom Grant

A motion was made by Alderman Williams, seconded by Alderman DeBolt, to approve the settlement agreement for Lakewood Springs Unit 3B.

Voting “Nay”:

Ordinance 2018-15 Decrease Class B-1 Liquor licenses

A motion was made by Alderman Eaton, seconded by Alderman Rennels, to approve an Ordinance amending section 3-2-7 of the Plano City Code decreasing the number of authorized Class B-1 Liquor Licenses from six (6) to five (5).

Voting “Aye”: Williams, Mulliner, DeBolt, Johns, Rennels. Eaton, Nadeau

Voting “Nay”:

Absent: Jones

Motion passed.

Ordinance 2018-16 Decrease Class E Liquor licenses

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve an Ordinance amending section 3-2-7 of the Plano City Code decreasing the number of authorized Class E Liquor Licenses from two (2) to zero (0).

Voting “Aye”: Williams, Mulliner, DeBolt, Johns, Rennels. Eaton, Nadeau

Voting “Nay”:

Absent: Jones

Ordinance 2018-17 Decrease Class A Liquor licenses

A motion was made by Alderman Rennels, seconded by Alderman Eaton, to approve an Ordinance amending section 3-2-7 of the Plano City Code decreasing the number of authorized Class A Liquor Licenses from six (6) to five (5).

Voting “Nay”:

Absent: Jones

Ordinance 2018-18 Prevailing rate of wage

A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve an Ordinance for the prevailing rate of wage.

Voting “Nay”:

City Clerk: Kathleen Miller

Sales and related taxes for February 2018 collections were $ 129,745.35.

MFT allotment and transactions for March, 2018: Beginning unobligated balance $ 890,821.09, MFT allotment $ 21,091.97. current unobligated balance $ 911,913.06.

City Treasurer: Janet Goehst - No report

Police Chief’s Report: Chief Jonathan Whowell – Absent – Lt. Allison present – No report

Director Of Public Works & Water Reclamation Report: Darrin Boyer

A motion was made by Alderman Williams, seconded by Alderman Eaton, to award the low bid contract for LKWD Unit 3B improvements to Geneva Construction in the amount of $ 201,453.00.

Motion passed.

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve Clarke Mosquito to spray for mosquitoes in the amount of $ 5,228.00 per treatment.

Water Superintendent: Josh Beyer

A motion was made by Alderman Williams, seconded by Alderman Eaton, to approve the purchase of 23 butterfly valves from Henry Pratt in the amount of $ 4,105.00.

Building, Planning & Zoning: Tom Karpus

A motion was made by Alderman Johns, seconded by Alderman Eaton, to approve payout #2 to Copenhaver Construction in the amount of $ 129,847.00 for the splash pad.

A motion was made by Alderman Nadeau, seconded by Alderman Eaton, to approve payment to Rubber Safe Playgrounds for mulch for Lathrop Park in the amount of $ 20,720.00.

Committee Reports:

Administrative/Health & Safety: Alderman Mulliner

Alderman Mulliner canceled the meeting for June 12, 2018 at 6:00 pm. to discuss transient business, cell phones and laptops. A meeting was called for June 27, 2018 at 6:00 PM. Alderman Mulliner thanked the Council for the designation as Mayor pre-tem for the evening.

Buildings, Grounds And Zoning: Alderman DeBolt

A meeting was called for June 19, 2018 at 6:00 PM.

Community Development: Alderman Rennels

Alderman Rennels had a meeting June 6, 2018. There was a presentation by Retail Coach and they discussed Community Development updates.

Finance: Alderman Williams

Alderman Williams called a meeting for June 25, 2018 at 5:30 p.m.

PARKS: Alderman Johns

A motion was made by Alderman Johns, seconded by Alderman Williams, to approve payout #2 to Robinson Engineering in the amount of $ 60,850.53 for Foli Park improvements

Voting “Nay”:

Absent: Jones

Motion passed.

Alderman Johns said the Foli Park Dedication went very well and thanked all who attended the event. Alderman Johns informed the Council that the splash pad is complete. Jacob’s Well will be holding an event at Lathrop Park on June 14, 2018 from 9:00 a.m. until 2:00 p.m.

Personnel & Insurance: Alderman Jones – Absent – No report

Special Events: Alderman Nadeau

Alderman Nadeau had a meeting June 4, 2018 at 5:30 PM. A meeting was called for June 21, 2018 at 5:30 pm.

Streets & Utilities: Alderman Eaton

Alderman Eaton has a meeting June 12, 2018 at 7:00 PM. A meeting was called for June 27, 2018 at 7:00 pm.

Closed Session: None

Adjournment:

A motion was made by Alderman Williams, seconded by Alderman Eaton, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 6:43 p.m.
