Plano City Council met Aug. 13.

Here is the agenda provided by the council:

A motion was made by Alderman Jones, seconded by Alderman Eaton, to reconvene the Public Hearing. A unanimous “Aye” voice vote was heard. Motion carried. Attorney Kramer explained the project. Juliana Kovalcik, with Dempsey DCJ spoke regarding concerns with dust. A motion was made by Alderman Williams, seconded by Alderman Nadeau, to close the public hearing. A unanimous “Aye” voice vote was heard. Motion carried.

The regular meeting of the Plano City Council was called to order on Monday August 13, 2018 by Mayor, Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

There was a quorum.

MINUTES:

A motion was made by Alderman Eaton, seconded by Alderman Nadeau, to approve the minutes of the regular meeting on July 23, 2018 and the Special City Council meeting on July 30, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

AGENDA:

A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the agenda for the regular meeting of August 13, 2018. A unanimous “Aye” voice vote was heard. The motion passed.

WARRANTS:

A motion was made by Alderman Williams, seconded by Alderman Eaton, that orders are drawn on the Treasury to pay per warrant list dated August 13, 2018 in the amount of $ 362,843.03

WAGE REPORT:

A motion was made by Alderman Williams, seconded by Alderman Jones, to approve the wage report for FY ’18 April in the amount of $ 239,854.57, FY ’19 May report in the amount of $ 401,281.72 and the FY ’19 June report in the amount of $ 282,206.83.

INTRODUCTION OF GUESTS:

Guests and members of the press were welcomed by the Mayor.

CITIZEN’S COMMENTS:

Devin Carrera has completed his Eagle Scout project. He thanked the City for funding his project, he did have a fundraiser to help with cost also and had $207.50 left over that he gave to the City.

MAYOR’S REPORT: Bob Hausler

A motion was made by Alderman Mulliner, seconded by Alderman Williams, to approve the appointment of Cindy Fuchs to the Police and Fire Commission to fill the vacant unexpired term (May 2019).

The Mayor read a proclamation for National Suicide Prevention and for National Payroll Week.

Fishing with the Mayor will be held at Foli Park on August 18, 2018 from 9:00 am until noon in conjunction with Superfest.

Mayor Hausler thanked the Village Bible Church for volunteering to do clean up in the downtown area.

PLANO AREA CHAMBER OF COMMERCE: Rich Healy

Mr. Healy reminded everybody that school starts on Wednesday so please be careful in school zones and watch for children. Coffee and Connections will be held August 16, 2018 at the Odd Fellows Lodge, the Superfest carnival starts August 16, 2018, Superfest August 17, 2018, the Odd Ball Fall Festival is September 22, 2018 and the Annual Golf Outing will be on August 30, 2018.

ATTORNEY: Tom Grant – Nothing to report CITY CLERK: Kathleen Miller

The Clerk informed the Aldermen that all IML reservations have been made. If you are in need of a cash advance the forms are available after the meeting. The Clerk also requested that no meetings be scheduled for August 30 & 31 or September 4 due to carpet cleaning.

CITY TREASURER: Janet Goehst

The Treasurer informed the Council that the April 30, 2018 Treasurer’s report had been revised. A copy will be placed in mailboxes.

POLICE CHIEF’S REPORT: Chief Jonathan Whowell

A motion was made by Alderman Jones, seconded by Alderman Nadeau to approve hiring Carl Snider as a crossing guard with a start date of August 15, 2018 and a pay rate of $13.02 per hour.

A motion was made by Alderman Mulliner, seconded by Alderman Eaton, to approve contributing $500.00 per year to Kendall County for drone insurance.

Motion passed.

The Chief also reminded citizens to be extra careful when school starts. He also thanked

the Village Bible Church for the cleanup. The 3 new hires have passed their power test and will start the Academy on August 27, 2018. Sgt. Baxa recently took part in a free training that allowed him to become certified as a Narcan instructor for the department.

DIRECTOR OF PUBLIC WORKS & WATER RECLAMATION REPORT: Darrin Boyer

Darrin informed the Council that Geneva Construction has started on Lakewood Unit 3B; they will start on the sidewalks when the Lakewood project is completed.

Motion passed.

WATER SUPERINTENDENT: Josh Beyer

Josh informed the Council that they will be flushing hydrants this week.

BUILDING, PLANNING & ZONING: Tom Karpus

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to approve the final payment to Copenhaver Construction in the amount of $9,140.00 for the Splash pad. Roll Call:

Motion passed.

Mr. Karpus informed the Council that the bid came in at $ 224,770.00 and we spent $208,098.00 on the Splash Pad project.

COMMITTEE REPORTS:

ADMINISTRATIVE/HEALTH & SAFETY: Alderman Mulliner

Alderman Mulliner called a meeting for August 29, 2018 at 6:00 pm.

BUILDINGS, GROUNDS AND ZONING: Alderman DeBolt – Absent – Nothing to report COMMUNITY DEVELOPMENT: Alderman Rennels

Alderman Rennels had a meeting August 7, 2018 at 6:30 pm. They discussed retail recruitment; that will be moved to the next COW meeting; they also discussed the façade grant for Arts on Fire; that will be approved at the next Council meeting.

FINANCE: Alderman Williams

Alderman Williams called a meeting for August 27, 2018 at 5:30 p.m.

PARKS: Alderman Johns

Alderman Johns had a meeting July 31, 2018 at 6:00 PM. A new meeting was called for August 28, 2018 at 7:00 pm.

A motion was made by Alderman Johns, seconded by Alderman Nadeau, to award the low bid to D Construction for the Foli Park parking lot in the amount of $ 48,067.00.

A new meeting was called for August

A motion was made by Alderman Nadeau, seconded by Alderman Rennels, to approve City services for the Odd Ball Fall Festival.

A motion was made by Alderman Nadeau, seconded by Alderman Williams, to allow the Zack Richmond fishing event to be held at Foli Park. Roll Call:

STREETS & UTILITIES: Alderman Eaton

Alderman Eaton has a meeting August 22, 2018 at 6:00 PM.

CITIZEN’S COMMENTS:

Jessica Yingling thanked the City for working with them for the festival.

Mr. Fawver commented that the Police do a good job in the school zones. Due to Eldamain Rd. being closed he requested extra patrol or maybe flashing lights.

A motion was made by Alderman Eaton, seconded by Alderman Rennels, to adjourn. A unanimous “Aye” voice vote was heard. The motion passed. The meeting adjourned at 7:01 p.m.
