The regular meeting of the Plano City Council was called to order on Tuesday, November 13, 2018 by Mayor, Robert A. Hausler in the Council Room at City Hall. The Mayor led the Pledge of Allegiance to the Flag.

Minutes:
A motion was made by Alderman Jones, seconded by Alderman Eaton, to approve the minutes of the regular meeting on October 22, 2018. A unanimous “Aye” voice vote was heard. The motion passed.
Agenda:
A motion was made by Alderman Eaton, seconded by Alderman Williams, to approve the agenda for the regular meeting of November 13, 2018. A unanimous “Aye” voice vote was heard. The motion passed.
Warants:
A motion was made by Alderman Williams, seconded by Alderman Nadeau, that orders are drawn on the Treasury to pay per warrant list dated November 13, 2018 in the amount of $ 459,338.73.

Mr. Dan Meich asked the Council to consider a light trespass ordinance.
Mayor’s Report: Bob Hausler
The Mayor gave a report on Bologna Day.
The Mayor thanked Alderman Jones for filling in for him on Sunday during the Veterans Day celebration. The Mayor was at a fishing tournament, he received a plaque for first place and also the Team of the Year.
The Mayor called a Special COW meeting for November 19, 2018 at 6:00 PM.
Plano Area Chamber of Commerce: Rich Healy
Mr. Healy congratulated the Mayor on his fishing awards. Thursday November 15, 2018 will be Coffee and Connections at BMO Harris from 8:00 am until 9:30 am. The Chamber and EDC offices will be closed next week. Mr. Healy also announced that Mayor Hausler is the 1st Charter Member of the Bologna Chamber of Commerce.

Ordinance 2018-23 SSA #5 Special tax
A motion was made by Alderman Williams, seconded by Alderman Nadeau, to approve an ordinance providing for the City of Plano, Kendall County, Illinois, Special Service area No. 5 special tax to be prepaid by the surrender of series 2006 bonds (hereinafter defined) secured by such special taxes; providing for additional procedures for prepayments in kind; providing for general authorization; authorizing the issuance of appropriate notices and the recording of a lien release; and addressing severability, conflicts and an effective date.

Ordinance 2018-24 Sexual harassment policy
A motion was made by Alderman Jones, seconded by Alderman Nadeau, to approve an ordinance adopting a policy prohibiting sexual harassment for the City of Plano, Kendall County, Illinois updated as of November 13, 2018.

Attorney Grant informed the Council that the projected tax levy amount will be
$ 1,907,000.00.
City Clerk: Kathleen Miller
The Sales and related taxes for August 2018 - $ 154,163.16-up $8,048.29 from last year and MFT allotment for September 2018 – Current unobligated balance $ 903,506.38 were distributed.
City Treasurer: Janet Goehst - Absent
Police Chief’s Report: Chief Jonathan Whowell – Absent – Lt. Allison present
Lt. Allison read the Police Pension Fund required report.
Director of Public Works/City Engineer: Nathan Bullard
Nate reported on tree replacement, leaf pick up, the Prairie Street project, the Main St. Bridge project, cross connection, meter replacement and the Safe Routes to school grant.
Director of Water Reclamation Report: Darrin Boyer
A motion was made by Alderman Eaton, seconded by Alderman Mulliner, to approve the purchase of an autoclave from Fisher Scientific in the amount of $ 4,618.31.

Alderman Mulliner had a meeting on October 23, 2018 at 6:00 pm and discussed the Police Department budget.

Alderman Williams called a meeting for November 26, 2018 at 5:15 p.m.
Parks: Alderman Johns
Alderman Johns had a meeting October 30, 2018 at 6:00 pm to go over the Park’s budget.
Personnel & Insurance: Alderman Jones
Alderman Jones had a meeting November 7, 2018 at 6:00 pm. and discussed the employee manual and reviewed an employee suggestion that had been submitted for approval. The employee manual is still a work in progress. The employee suggestion was given to Janet Goehst for her review. Alderman Jones thanked the Mayor for giving him the opportunity to fill in for him at the Veterans Day celebration.
Special Events: Alderman Nadeau
Alderman Nadeau has a meeting November 14, 2018 at 5:30 pm.
Streets & Utilities: Alderman Eaton - Absent
Alderman Eaton had a meeting October 30, 2018. Some of the discussion from that meeting is on the COW agenda this evening.
