CALL TO ORDER AND PLEDGE OF ALLEGIANCE


President Gail Johnson called the meeting to order at 7:01 p.m. and led the Pledge of Allegiance to the Flag of the United States of America.

ROLL CALL

Physically Present: President Gail Johnson and Trustees Ryan Kauffman, Karin McCarthy-Lange, Pam Parr, Luis Perez, Judy Sollinger and Joe West.

Staff Present: Dan Di Santo, Village Administrator; Christina Burns, AVA/HR Director; Tina Touchette, Village Clerk; Jeff Burgner, Police Chief; Jennifer Hughes, Public Works Director; Rod Zenner, Community Development Director; Corinna Cole, Economic Development Director; Julie Hoffman, Special Events Coordinator; Harry Bell, Administrative Intern; and Marron Mahoney, Village Attorney.

CONSIDERATION OF AND POSSIBLE ACTIONS ON ANY REQUESTS FOR ELECTRONIC PARTICIPATION IN MEETING

RECOGNITIONS/APPOINTMENTS

D.1. Character Counts Awards- re-scheduled to March 5, 2019.

D.2. Oswego Police Department Volunteer Programs Recognition

Chief Burgner recognized the police department’s volunteer programs and briefly spoke about their history and accomplishments.

a) Citizens Police Academy Alumni Association

Established 20 years ago; some still members from the beginning; Officer Bailey is the liaison; program handles general patrols, radar patrols, traffic directing; they meet on a regular basis; court bailiffs for adjudication; work at numerous events; do own training; over 700 volunteer hours; own entity; don’t know what the PD would do without them.

b) Police Explorers Post 3525

Sgt. Yackley is the liaison; leads and manages themselves; high levels of service; traffic patrol at Polar Plunge; work at most events including Christmas Walk; runs the dunk tank at PrairieFest; 700 volunteer hours; 180 law enforcement hours; helps Jr. Police Academy. 

Both program volunteers were instrumental in helping move into the new police facility. President Johnson thanked them for being an extension of the PD.

PUBLIC FORUM

Public Forum was opened at 7:08 p.m. There was no one who requested to speak; the Public Forum was closed at 7:08 p.m.

STAFF REPORTS

Administrator Di Santo- incredible job by the Police Department and Public Works in working in such difficult conditions; community is recognizing their efforts; outstanding staff.

A motion was made by Trustee Kauffman and seconded by Trustee Perez to approve the Consent Agenda; Approving the January 15, 2019 Committee of the Whole Minutes; Approving the January 15, 2019 Regular Village Board Minutes and approving the following ordinances:

A motion was made by Trustee Perez and seconded by Trustee Parr to approve the Bill List Dated February 5, 2019 in the Amount of $1,258,365.23.

OLD BUSINESS

There was no Old Business.

NEW BUSINESS

J.1. Resolution Authorizing the Village Administrator to Execute Change Order #OCO-0003 for Costs and Fees Associated with Construction of the Open-Air Parking Garage and General Liability Fees for the Construction of the New Police Headquarters Project Not to Exceed $47,339.64; and the Waiving of the Competitive Public Bidding Requirement. Resolution No. 19-R-03

Chief Burgner addressed the Board regarding a change order for the parking garage. The Village Board authorized Gilbane Building Company to award contracts for the construction of the open-air parking garage at the new police headquarters which was bid as an alternate for the original project. Managing this portion of the overall project was not included in the original contract with Gilbane Building Company. Gilbane Building Company processed the change orders regarding the construction of the open-air garage. Upon finalizing the process, Gilbane Building Company requested the following additional fees to comply with the contract:

• Additional Gilbane Construction Fees   $5,887.84

• Additional Labor                                   $17,313.00

• Addition Reimbursable                           $5,322.00

In addition to the above, Gilbane Building Company requested funds to cover the additional General Liability contract in excess of $25,000,000. The original cost of the insurance was $216,215.03 for $25,000,000 and the current request of $18,816.80 will cover the General Liability contract for the remaining portion of the contract amount which includes the open-air garage. There was no further discussion.

A motion was made by Trustee Perez and seconded by Trustee McCarthy-Lange to approve a Resolution Authorizing the Village Administrator to Execute Change Order #OCO-0003 for Costs and Fees Associated with Construction of the Open-Air Parking Garage and General Liability Fees for the Construction of the New Police Headquarters Project Not to Exceed $47,339.64; and the Waiving of the Competitive Public Bidding Requirement.

PRESIDENT’S REPORT

Hoops for Hope raised $10,000; she beat Mayor Golinski in the shootout at halftime. Tomorrow is the Hudson Crossing Kick-Off at 12:30 p.m.

TRUSTEE REPORTS

Trustee West- asked who was responsible for clearing fire hydrants of snow; there are around 1,700 hydrants in the Village; would take two weeks for Public Works staff to clear all hydrants; homeowners should try and do it, or neighbors could help; Steeplechase residents asking for help; cul-de-sacs are difficult due to not having anywhere to move the snow to.

Trustee McCarthy-Lange – great that the Village is giving the flag poles to an Eagle Scout project; thrilled the Explorers were recognized; they have helped with the pancake breakfast.

Trustee Kauffman- thanked Public Works for all their work and being out in 50 below weather; kudos to the Police Department; asked if there is a way of mass texting residents; Village uses the Everbridge service; residents can pick and choose how they want to be notified; he is looking for a notification program that is less of an emergency level; staff is looking into and should have something in the next year or so; will be easier with better email integration through the website; Everbridge is an opt in program.

CLOSED SESSION

There was no Closed Session held.

ADJOURNMENT

A motion was made by Trustee Sollinger and seconded by Trustee McCarthy-Lange to adjourn the meeting; upon a voice vote with all remaining members present voting aye, the meeting was adjourned at 7:20 p.m.
