Village of Oswego Plan Commission/Zoning Board met June 13.

Here is the minutes provided by the board:

The Ladd Village Board met in Regular Session at 6:30pm on Tuesday, July 9, 2019, in the Village Hall. President Mike Grivetti called the meeting to order and led the Pledge of Allegiance to the American flag.

Roll Call: Present – Trustees Frank Cattani, Jim Manning, Jan Martin, Dan Nelson, Andy Ruggerio, Mike Urbanowski (6). In attendance – Attorney Pat Barry, Clerk Diane Chandler, Treasurer Rhonda Bezely, Deputy Chief Israel Ramos, Superintendent Doug Englehaupt, Engineer Adam Ossola

Ruggerio questioned why the increased dog tag fees were not included in the minutes? Grivetti informed him that they were included in the minutes of a prior meeting.

Motion Cattani – Second Martin to approve the minutes of the June 18, 2019 Special meeting and of the June 25, 2019 Regular meeting, as amended.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Urbanowski – Second Nelson to pay bills in the amount of $52,291.27. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Correspondence: None Public Comments:

1. Ladd business owner Phil Hocking stated that the Music on Main is fabulous. He added that it is sad that a minority group can tell the majority that they can’t have music. He says it’s great for the Village.

2. Noreen Griffin loves the music and said it’s a fantastic idea. People who visit Ladd love it and she would like to see it continue. She added that she would like to see more businesses in town and people supporting them. She also distributed copies of a photo of Main Street from Ladd’s early days.

3. Heidi Templeton stated that she lives on Main Street and the music is not loud and it doesn’t bother anyone. She would like to see the hours of play extended.

4. Mary Ann Hocking agreed with the others and added that the music is great.

Cattani announced that he was contacted by someone who was upset when he heard that the music was coming back on. Cattani invited him to come to the meeting to discuss, but he did not show. Grivetti added that the Village has made changes in an attempt to compromise. The speakers have been lowered and directed down, the volume has been lowered and a wide variety of music channels are now available instead of the same playlist.

Committee Reports: Streets & Alleys – Nelson and Cattani reported that two trees at 202 West Cedar Street and 124 South Central Avenue are dead and should be taken down. They also approved the replacement of Village sidewalk at 317 North Central Avenue. Parks & Recreation – Ruggerio reported that the balance in the Recreation Special Account is $14,519.59. He added that additional fundraising needs to be done to get the park project done.

Superintendent’s Report:

Meter Reading Hardware & Software – Englehaupt stated that he and Bezely had obtained proposals from Anixter and Midwest Meter for new meter reading hardware and software. Anixter’s proposal of $11,753.00 would replace the Village’s Itron FC-300 hand-held meter reading device with an Itron mobile radio, a Panasonic Toughpad, the FCS (Field Collection Service) software, on-site training and Cloud set-up. The Midwest Meter quote of $13,210.00 was for similar items but included a Panasonic Toughbook tablet.

Motion Cattani – Second Martin to accept a $11,753.00 proposal from Anixter to upgrade meter reading software and hardware.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Fuel Delivery – A sales proposal from Ag View FS for delivery of gas and diesel fuel was reviewed. The contracted price would be valid for one year.

Motion Manning – Second Cattani to accept a proposal from Ag View FS for a one-year contract for fuel delivery. 

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Iowa & Locust Street Sewer Project – Englehaupt reported that the final bill for the project was received. He and Ossola agreed that the retainage could be paid.

Motion Cattani – Second Martin to release the retainage ($3,072.59) to Illinois Valley Excavating for the Iowa & Locust Street Sewer Project.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Manhole Replacement - Additional proposals to remove and replace the manhole in the alley behind the water tower are expected. East Cleveland Street Curb – Englehaupt reported that Paul Quinn had inquired about the replacement of deteriorated curb in front of his house. Once again, Englehaupt suggested the Village start a program to replace curb & gutter. Ossola added that Motor Fuel Tax (MFT) funds can be used for this. Since most of the Village’s MFT funds will be used on a chip seal program this year, a curb program will be considered next year. LCC Lot Resurfacing – A quote was received to seal coat the Ladd Community Center (LCC) parking lot. Englehaupt suggested that it may be a good project for the Ladd Men’s Club to consider.

Chief’s Report: None

Attorney’s Report – Barry reported that a recent work session was held in the Clerk’s office to work on the Appropriation

Ordinance. Due to some large projects expected in 2020, the total appropriation increased by $2,725,500.00.

Motion Manning – Second Urbanowski to pass “AN ORDINANCE PROVIDING FOR THE ANNUAL APPROPRIATION OF SUMS OF MONEY FOR THE NECESSARY EXPENDITURES OF THE VILLAGE OF LADD, BUREAU COUNTY, ILLINOIS FOR THE FISCAL YEAR 2019/2020”

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Fencing Ordinance – Barry reported that he had reviewed the fencing ordinances of area municipalities. Only one ordinance dictated which type of materials are to be used to construct a fence. Boundary fences between neighbors was in another cities’ ordinance. The item will be discussed further at the July 23rd meeting. Amending the building permit fee for fencing will also be discussed. Business Licenses – The establishment of a business license was discussed. Chandler stated that the license information needed from new businesses could be obtained when they apply for utility service.

Announcements:

• The Village may be required to pay for the employer and employee’s share of IMRF while Police Chief Bill Gaefcke is deployed. Gaefcke chose to waive his Village salary and collect his Army pay while away.

• Everyone is encouraged to gather at the War Memorial Monument for Taps on July 11th at 11:00am.

• Dedication of the Galetti Brothers Memorial Highway will be held on Thursday, July 25th at 10:00am.

• Music on Main will play daily from 11:15am-1:15pm and 5:00pm-7:00pm

• The grass ditch along the Herlein Farm is unsightly and in need of mowing.

• Permission was received from the owner of 302 North Main Avenue to remove a No Parking sign from his building.
